The aim is to compare the recent Polish data with those of other countries, identifying factors which determine the efficiency of foreign and domestic banks. At the end, the paper tries to address the long-term challenges posed by the global banking crisis.

Book excerpt: Using a combination of propensity score matching and difference-in-difference techniques we investigate the impact of foreign bank ownership on the performance and market power of acquired banks operating in Central and Eastern Europe. This approach allows us to control for selection bias as larger but less profitable banks were more likely to be acquired by foreign investors. We show that during three years after the takeover, banks have become more profitable due to cost minimization and better risk management. They have additionally gained market share, because they passed their lower cost of funds to borrowers in terms of lower lending rates. Previous studies failed to pick up the improvements in performance of takeover banks, because they did not account for the performance of financial institutions before acquisitions.

Yet, their capacity to regulate and effectively transform their banking sector varies considerably. Based on numerous interviews of the countries' finance ministers, central bankers, regulators, and foreign and domestic bank managers, this dissertation argues that the sequencing of state building and foreign bank entry affects the structure of state-bank relations and thus the state's transformative capacity in the financial sector.

In the mid-1990s, due to low market entry requirements, many small private commercial banks, which were frequently established by foreign banks seeking to enter the Polish market, operated alongside state banks. A wave of privatisation occurred in the banking sector, which was followed by a period of consolidation and restructuring. These processes, coupled with a simultaneous increase in foreign investor participation, enhanced management quality and banks' efficiency, primarily with regard to risk management. The changes, which took place in the Polish banking sector in the second half of the 1990s, improved access to loans for corporates and households alike. As a result, lending grew rapidly. The increase was, on average, more pronounced in the household sector than in the corporate one, which brought the composition of bank loans to the private sector closer to what exists in the European Union. This convergence has accelerated over the last five years. The purpose of this paper is to present the phenomena which influenced the evolution of debt structure of the real economy sector in Poland as well as to discuss related future challenges.

Our preferred methodology is Data Envelopment Analysis, which allows us to distinguish between cost, allocative, technical, pure technical, and scale efficiency. Additionally, we perform a number of tests to investigate whether domestic and foreign banks come from the same population. Finally, we attempt to shed light on the determinants of efficiency. Our results indicate that bank efficiency has not improved during the years analyzed. Whereas greenfield banks have achieved higher levels of efficiency than domestic banks, foreign banks that acquired domestic institutions have not succeeded in enhancing their efficiency.

Book excerpt: This paper investigates the impact of specific modes of entry of foreign banks, i.e. greenfield investment versus merger and acquisition, on bank performance in three transition economies - the Czech Republic, Hungary, and Poland. We use stochastic frontier analysis to model and measure the cost efficiency of banks. We adopt a maximum likelihood approach to estimation in which the variance of the one-sided error term is modeled jointly with the cost frontier, thus enabling us to retrieve efficiency scores, as well as estimating the various determinants of X-inefficiency. We first find that foreign banks are generally more cost efficient than their domestic counterparts, a result that confirms those of the existing empirical literature. We then turn our focus to comparative performance of greenfield banks versus merger and acquisition banks (Mamp;As), and of Mamp;As versus domestic banks. The results show that on average, Mamp;As are surpassed in terms of efficiency by greenfields banks, but no cost efficiency difference is apparent between Mamp;As and domestic banks. However, we find a strong age effect with respect to Mamp;As which suggests that the evolution of Mamp;As' efficiency follows an inverse U-shape, that means Mamp;As tend to get more inefficient following the acquisition, but approximately 4 years and a haft later, their efficiency starts to improve.

In the first paper "Efficiency of the Polish Banking Industry: Foreign versus Domestic Banks" we analyze the efficiency of foreign and domestic banks. The second paper entitled "Foreign Acquisitions and Industry Wealth Effects of Privatisation: Evidence from the Polish Banking Industry" investigates the reaction of Polish bank stocks to acquisition by foreign investors. The third paper "Consolidation of the Polish Banking Sector: Consequences for the Banking Institutions and the Public" was motivated by the consolidation process in Poland and is the first attempt of its analysis. In the fourth paper "Does the Bank Lending Channel Work in a Transition Economy? A Case of Poland" we study the role of Polish banks in the transmission of the monetary policy. Our findings indicate that foreign ownership brings a number of positive developments to banks in transition countries, such as much needed capital and know-how. Moreover, the results show that all banks, not only those acquired by foreign investors, benefit from increased presence of foreign investors. However, we also discover that the results are mainly due to higher efficiency of greenfield banks and the fact that foreign investors target slightly more efficient institutions. Finally, we also document that foreign bank ownership has an impact on the transmission of the monetary policy.
