Book excerpt: Excerpt from For Better Relations With Our Latin American Neighbors: A Journey to South America No small part of the work of the Division of Intercourse and Education of the Carnegie Endowment for International Peace is done through the medium of international visits by representative men. Experience has already confirmed the reasonable assumption that such visits are useful, and in high degree helpful, in building up a spirit of international friendship and in developing international understanding. A careful reading of Mr. Robert Bacon's Report of the details of his trip to South America in the summer and autumn of 1913 will show precisely how such visits as his contribute to the peace and good order of the world. National ideals and national policies are carefully and sympathetically explained, not only to leading personalities in the countries visited, but also to large and representative audiences of teachers, merchants and men of affairs. The newspaper press is almost uniformly interested and helpful on occasions of this kind, and the visitor of distinction and of public service at home is made cordially and warmly welcome. It is in high degree important to multiply such visits on the part of representative men in the various American republics. The barrier of language will be broken down, or surmounted, as a knowledge of English becomes more widespread in the South American countries, and as the ability to read, to speak and to write Spanish increases in the United States. Bonds of a common interest in finance and in commerce are already being forged between the peoples of the several American republics. These bonds will be followed and strengthened by others in due time. There will thus be developed a genuine American public opinion and a genuine American understanding and point of view, that will be common alike to the people of the United States and to those of the other republics to the south. In order that Mr. Bacon's Report may most effectively accomplish its purpose, it is now published in two editions, an English edition for circulation among English speaking people, and a Spanish and Portuguese edition for circulation in Latin America. Available in PDF, EPUB and Kindle. Book excerpt: For more than two hundred years, Americans have imagined and described Cuba and its relationship to the United States by conjuring up a variety of striking images--Cuba as a woman, a neighbor, a ripe fruit, a child learning to ride a bicycle. Louis A. Perez Jr. offers a revealing history of these metaphorical and depictive motifs and discovers the powerful motives behind such characterizations of the island as they have persisted and changed since the early nineteenth century. Drawing on texts and visual images produced by Americans ranging from government officials, policy makers, and journalists to travelers, tourists, poets, and lyricists, Perez argues that these charged and coded images of persuasion and mediation were in service to America's imperial impulses over Cuba.

Available in PDF, EPUB and Kindle. Book excerpt: The domestic phase of Washington's war on drugs has received considerable criticism over the years from a variety of individuals. Until recently, however, most critics have not stressed the damage that the international phase of the drug war has done to our Latin American neighbors. That lack of attention has begun to change and Ted Carpenter chronicles our disenchantment with the hemispheric drug war. Some prominent Latin American political leaders have finally dared to criticize Washington while at the same time, the U.S. government seems determined to perpetuate, if not intensify, the antidrug crusade. Spending on federal antidrug measures also continues to increase, and the tactics employed by drug war bureaucracy, both here and abroad, bring the inflammatory "drug war" metaphor closer to reality. Ending the prohibitionist system would produce numerous benefits for both Latin American societies and the United States. In a book deriving from his work at the CATO Institute, Ted Carpenter paints a picture of this ongoing fiasco.

Available in PDF, EPUB and Kindle. Book excerpt: How does a country in the process of becoming a world power prepare its citizens for the responsibilities of global leadership? In Improvised Continent, Richard Cándida Smith answers this question by illuminating the forgotten story of how, over the course of the twentieth century, cultural exchange programs, some run by the government and others by philanthropies and major cultural institutions, brought many of the most important artists and writers of Latin America to live and work in the United States. Improvised Continent is the first book to focus on cultural exchange inside the United States and how Americans responded to Latin American writers and artists. Moving masterfully between the history of ideas, biography, institutional history and politics, and international relations, and engaging works in French, German, Spanish, and Portuguese, Cándida Smith synthesizes over seventy years of Pan-American cultural activity in the United States. The stories behind Diego Rivera's murals, the movies of Alejandro G. Iñárritu, the poetry of Gabriela Mistral, the photography of Genevieve Naylor, and the novels of Carlos Fuentes—these works and artists, along with many others, challenged U.S. citizens about their place in the world and about the kind of global relations the country's interests could allow. Improvised Continent provides a profoundly compassionate portrayal of the Latin American artists and writers who believed their practices might create a more humane world.
