The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Securing Food for All in Bangladesh, with its breadth and scope, will be an invaluable resource for policymakers, researchers, and students dedicated to improving people’s livelihoods in Bangladesh.

Since 1990, the Bangladeshi government has dismantled its food rationing system, privatized grain distribution, eased restrictions on international trade, and reduced its own presence in grain markets. The foundation for these developments was laid in the preceding decades. Improvements in agricultural science in the 1970s roughly doubled farm yields, while in the 1980s liberalization of irrigation restrictions, the lifting of import barriers to irrigation technology, and the privatization of fertilizer distribution rapidly increased rice cultivation. These increases in production, coupled with improvements in infrastructure and a more slowly growing and increasingly urban population, have substantially changed the structure of food grain markets, leading to increased marketing volumes, lower prices, and significantly larger private grain stocks. The book sets the Bangladeshi case in the larger context of the South Asian subcontinent and other developing countries in Asia. The authors examine the shifting structure of supply and demand in the grain markets, the history of government intervention in those markets, and the more recent changes that altered the arguments for such intervention and led to policy changes. Book excerpt: The prospects for continuous growth in rice yields have been examined within the context of a simulation model where demand parameters for both rural and urban populations and for different income groups have been used. Coupled with available estimates of supply response parameters, the prospects for a rice surplus in year 2000 appear moderate. On average, only 157,000 metric tons of rice surplus would result if current prices were to prevail. If prices were allowed to adjust, only a negligible price decline would result. That is also the case in the more favorable scenario of high growt of rice yields. Domestic demand would be capable of absorbing the increased rice surplus without an appreciable decline in price. The analysis of the proposal to support rice prices through procurement of domestic production has led to the conclusion that even massive increase of domestic procurement would result in very small price increases while at the same time causing serious storage capacity and budgetary problems for the government.

These programs, together with investments in farm productivity, have enhanced the resilience of Bangladesh’s food system to climate and world market shocks. Heightened climate variability in recent years has also led the government to increase stocks and make substantial new investments to expand public grain storage capacity.

Book excerpt: Poor-quality diets are one of the leading causes of malnutrition and common non-communicable disease. In this study, we use nationally representative household survey data and food demand system estimations to analyze dietary change and changing consumer preferences for different foods in the context of urbanization in low- and middle-income countries. We estimate and compare income and price elasticities of total food demand and the demand for 15 food groups in rural, urban, and city areas of Bangladesh for 2010 and 2016. We then use Oaxaca-Blinder decomposition regressions to explore how much of the observed food consumption changes can be explained by changes in revealed consumer preferences vis-à-vis changes in household income and food prices. The results show that Bangladeshi diets shifted from coarse to refined rice, and consumer preferences for vegetables and pulses were relatively low, contributing to worsening dietary quality. On the other hand, the consumption of nutritious, animal-source foods including fish, poultry, and eggs increased due to high consumer preferences and declining food prices-partly thanks to governmental production support. Regarding the dietary implications of rapid urbanization, the analysis suggests that rural consumers’ diets will largely follow the trajectory of urban consumers in Bangladesh.

The central element of this study, undertaken with the Government of Bangladesh Planning Commission to address key questions elicited through extensive consultation, is an empirical analysis that illuminates the underlying dynamics of rural growth, particularly the role of agriculture and its relationship to the nonfarm economy. Using all sources of data available for the macro-, meso-, and microhousehold levels, the analysis provides new evidence on changes in the rural economy and the principal drivers of rural incomes. It also examines market performance for high-value agricultural products and agriculture†“nutrition linkages, based on new surveys and analysis. The resulting evidence, examined in light of the rich knowledge of rural development in Bangladesh, is used to delineate the implications for policy and the strategic priorities for sustaining future rural development, poverty reduction, food security, and nutrition. The effects of policy reforms, changes in technology, and investments in infrastructure and human capital described here, along with the persistent enterprise of rural Bangladeshi households, offer a compelling case study of how mutually reinforcing actions can trigger the highly-sought-after virtuous cycle of rural development. The findings clearly demonstrate the pro-poor nature of agricultural growth and its catalytic role in stimulating the rural nonfarm economy. They show that households have no linear or predictable pathway out of poverty; instead, they wisely employ a combination of farm and nonfarm income strategies to climb out of, and then stay out of, poverty. The results represent a strong contribution to the global thinking on rural transformation and on how agriculture in particular sustains the economic momentum that fosters poverty reduction and more widespread prosperity.
