In India, competition for water, land, human, and financial resources, and the suitability of the existing institutional system in ensuring food security require the attention of both policy makers and planners. Food crops have to compete for water and various other needs with commercial crops. Water, the core requirement for food production, is becoming increasingly scarce in many parts of India. Land is also crucial in food production, especially with regards to soil fertility. However, lands traditionally used for growing crops are increasingly used instead for various other purposes. The balancing of the expectations of farmers in the markets, for want of better prices, with the national objective of food security is imperative in this climate. This necessitates public investment in agriculture, including seed supply, soil health initiatives, and pest control. The institutional challenges in ensuring food security in India are currently under-explored, with more discussion on entitlements and rights, in relation to food security, but less attention on the public institutions that are likely to play a critical role. Public institutions, through the use of policies, schemes and programmes, need to address the issues which impinge on the ecological foundation of food security, while the governance architecture related to this has to integrate the public distribution system properly. However, as Chen argues here, another significant factor has been overlooked. The current food insecurity is not absolute food shortage, since global food production still exceeds the need of the entire world population, but a problem of how to secure access to resources. Distorted agricultural trade undermines world food distribution, and uneven distribution impedes people’s access to food, particularly in poor developing countries. Examining EU and US agricultural policies and World Trade Organization negotiations in agriculture, the author argues how they affect the international agricultural trade, claiming that current food insecurity is the result of inequitable food distribution and trade practices. The international trade regime is advised to reconcile trade rules with the consideration of food security issues. Several important issues have emerged in the context of food security in India. These have been (a) the liberalization of the economy and its impact on agriculture and food security; (b) the establishment of the WTO and the agreement on Agriculture; (c) climate change and its impact on food production and prices; (d) the prevalence of hunger and poverty coexisting with high levels of food stocks; (e) the introduction of the targeted Public Distribution System (f) the "Right to Food" campaign; and (g) the National Food Security Bill. These important issues have posed severe challenges for food security in the country. The Food and Agricultural Organization (FAO) states that food security emerges when all people at all times have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life. Food security has three important and closely related components, which are availability of food, access to food, and absorption of food. Food security is thus a multi-dimensional concept and extends beyond the production availability, and demand for food. There has been a definite and significant paradigm shift in the concept of food security from mere macro level availability and stability to micro level household food insecurity, and also from an assessment of energy intake to measures and indicators of malnutrition.
