Book excerpt: The UN World Food Programme and the MS Swaminathan Research Foundation (MSSRF) earlier collaborated in analyzing the food insecurity situation in different states in the country India. Using chosen indicators to map the relative standing of states with regard to food security, MSSRF and WFP prepared the Food Insecurity Atlas of Rural India in 2001. This was followed by the Food Insecurity Atlas of Urban India in 2002. The third in the series, the Atlas of Sustainability of Food Security was launched in 2004. Following the path breaking national level atlases, it was decided to extend the analysis to the district level, the level at which food security interventions are implemented. This paper is an abstract finding from this series of report only.

Despite the scale of human suffering inflicted by malnutrition, the fight against world hunger has recently been overshadowed by the campaign to end poverty. The emergence of the WTO and the freeing of agricultural trade, for example, have serious implications for hunger and food security in many countries, yet this is an area that is relatively understudied. This book aims to fill this gap by providing a significant collection of essays from mainstream academia and prominent international organizations working for food security. Examining food security across regions, the book tackles food security at three distinct levels-national, household, and individual. Other topics included are: attempts to improve measurement tools; the applications of existing tools for empirical analysis using household data, and; the impact of trade openness on national food security.

Book excerpt: This report explores the state of nutrition in Odisha, assesses how nutrition outcomes changed in the state, and more importantly, and examines the road that lies ahead of Odisha on the journey to support better nutrition for the state. Nutrition progress in Odisha: Odisha has made more rapid progress in reducing child undernutrition than many other richer states. Particularly between 2006 and 2016, nutrition and health outcomes improved significantly in the state. The prevalence of stunting declined from 45 percent to 34.1 percent, although there was a marginal increase in wasting from 19.6 to 20.4 percent and in severe wasting from 5.2 to 6.4 percent. In 2018, a further decline was noted in the prevalence of stunting (28.9 percent) and wasting (12.9 percent). Although anemia among women of reproductive age declined by 10 percentage points between 2006 and 2016, it is still high, with over half the women in the state suffering from anemia. Exclusive breastfeeding for children under 6 months of age is an area of progress, improving from 50.8 percent in 2006 to 65.6 percent in 2016; the prevalence of low birth weight, however, remained nearly unchanged during this period (Kohli et al. 2017). Emerging nutritional challenges, such as noncommunicable diseases, are likely to create new challenges in coming years.

Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. Second, through the case studies the book particularly emphasises how these factors come together at local levels as farmers, entrepreneurs, consumers, local government officials and others are making key decisions about what will be done to address food security and whose food security will be given priority. Book excerpt: The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.

The impact of COVID-19 has been especially devastating for low-income families in rural areas of India. Food insecurity became pervasive in rural areas soon after the nationwide lockdown was announced, as many families relied on daily wage work to fund basic necessities. By providing cash transfers and the additional foodgrains, Indian policymakers acted swiftly to reduce the financial impact on family income and consumption. This paper investigates the factors affecting the participation of rural families in the cash transfer program and the effect of government cash transfers on food insecurity. Results indicate that the government cash transfer program in India decreased moderate food insecurity by 2.4% and severe food insecurity by about 0.92%.
