The usda food plans, giving suggested quantities of food for good nutrition at low-cost, moderate-cost, and liberal levels, may be used as such a standard. Often the chance to help with food budgeting comes via the telephone. It may be a call from a homemaker whose husband thinks their food bills are too high. She wants to know how much she should spend for food. To help her you will need to know the ages of all family members. By adding together the esti mated cost of food for each member for one or more of the food plans, you can give the homemaker an idea of the weekly cost she may expect. You will need to explain that these estimated costs assume that all 21 meals are eaten at home or are prepared from home food supplies, that they include the money value of home-produced food as well as expenditures for purchased food, and that the family must allow more for food if members eat some meals out. More than a quarter of the homemakers reporting on food consumption of their households in the spring of 1955 were employed outside the home, full time or part time. A woman was considered employed full time if she worked 30 hours or more per week, and part time for less than 30 hours. A majority Of those employed (70 percent) had full-time jobs. Households with employed homemakers were smaller on the average than the others, and fewer had children under 16-413? Percent as compared with 61 percent. (see table, page Only at the lowest income level-under $2, ooo - did more of the employed than of the not employed homemakers have children. Most of the employed homemakers were in nonfarm households. Only about 10 percent of the rural farm homemakers were employed away from home at the time Of the survey, compared to nearly 30 percent of those in urban commun ities. About the same proportion of homemakers worked outside the home in the North as in the South. Families with employed homemakers had higher incomes than the others, on the average. A major motive inducing wives to work outside the home is to add to family income. Certainly some Of the added income permitted expenditures for more expensive food. However, no tabulations were made to determine how much the earnings of the employed homemaker added to the family income, how much of this addition went for food, or to what extent the increased income accounted for differences in food patterns The following summary of the data is suggestive, however: (1) With each additional income, urban house holds-whether with homemaker employed or not employed-spent, on the average, an additional cents per person for purchased food used at home in a week, (2) even with no difference in income the per person expenditure of urban households averaged 56 cents greater in households in which the homemaker was employed than in households in which the homemaker was not employed. Data from the 1960-61 Survey of Consumer Expenditures on pur chases of clothing for individual persons were used in constructing these budgets. Using these data recognizes that clothing needs are, for the most part, socially determined and that group behavior, which determines what is socially acceptable, is most readily ascertained from statistical studies of the behavior of many per sons selected to represent a given level of living. The budgets reflect the practices of individuals at the time of the Survey in 1960 and 1961. (this is the latest Survey for which data are available). The annual costs of the budgets were updated to 1972 by adjusting for price changes for clothing since the Survey years. The seasonally adjusted price indexes for June 1972, published by the us. Bureau Of Labor Statistics, were used to represent 197 2. Table values may be multiplied by to estimate budget costs at the 1973 price level. The economic levels of the Clothing budgets are those at which, on the average, family food Spending was at the levels Of the usda food plans - economy, low-cost, and moderate cost - modified as needed to locate comparable levels Of living in all regions. Too few families in the sample had food spending at the level Of the usda liberal-cost food plan to permit computation of budgets at that level. The costs of these clothing budgets are not Simple averages. The method of computation is based on practices Of families at the same level of living in various regions and urbanizations. A comparison Of simple averages by region and urbanization might Show quite different results. The costs Of garments and shoes are included in the budgets. Costs of clothing materials (fabrics and notions) and Clothing upkeep, which are not included, might add 10 to 15 percent to the cost of a given budget. The value of items received as gifts or pay was not avail able and was therefore not included in the bud gets.
