The usda food plans, giving suggested quantities of food for good nutrition at low-cost, moderate-cost, and liberal levels, may be used as such a standard. Often the chance to help with food budgeting comes via the telephone. It may be a call from a homemaker whose husband thinks their food bills are too high. She wants to know how much she should spend for food. To help her you will need to know the ages of all family members. By adding together the esti mated cost of food for each member for one or more of the food plans, you can give the homemaker an idea of the weekly cost she may expect. You will need to explain that these estimated costs assume that all 21 meals are eaten at home or are prepared from home food supplies, that they include the money value of home-produced food as well as expenditures for purchased food, and that the family must allow more for food if members eat some meals out. Re mind the homemaker also that paper goods, soap, and other nonfood items pur chased at the grocery store should not be charged against food expenditures. Book excerpt: Lokshin, Umapathi, and Paternostro analyze the subjective perceptions of poverty in Madagascar in 2001 and their relationship to objective poverty indicators. They base their analysis on survey responses to a series of subjective perception questions. The authors extend the existing empirical methodology for estimating subjective poverty lines on the basis of categorical consumption adequacy questions. Based on this methodology they calculate the household-specific, subjective poverty lines and compare the poverty profiles derived from different subjective welfare questions. The results show that the aggregate poverty measures derived from consumption adequacy questions accord quite well with the poverty measures based on objective poverty lines. The subjective welfare analysis can be used in poor developing countries for evaluating socioeconomic and distributional impacts of various policy interventions. This paper--a product of the Poverty Team, Development Research Group--is part of a larger effort in the group to understand the relationship between subjective and objective economic welfare.

Book excerpt: Since 1970, all the states adopted no-fault divorce statutes, which have had the unexpected effect of producing dire financial conditions for many divorced women and their children. In this important study, economist and lawyer Allen Parkman shows how no-fault divorce has systematically operated against the interests of these women and children. With rare economic and legal insight, Parkman argues that by changing the grounds for divorce without changing the laws that define and allocate property at divorce, the legal system created substantial injustices. The key mistake, he suggests, was in accepting a definition of property that did not include the income-earning capacity--human capital--of the individuals involved. Using human capital theory, Parkman criticizes current divorce law and presents a framework for reform that would reduce the injustices introduced by no-fault divorce. He concludes that a thorough reform, however, may require the changing of the grounds for divorce to mutual consent. This book is essential reading for scholars, professionals, and, indeed, for anyone interested in the health and future of the family and the well-being of women in contemporary U.S. society.
