Book excerpt: This book examines the European Left's attempt to think and give shape to an alternative type of European integration-a 'social Europe'-during the long 1970s. Based on fresh archival material, it shows that the western European Left-in particular social democratic parties, trade unions, and to a lesser extent 'Eurocommunist' parties-formulated a project to turn 'capitalist Europe' into a 'workers' Europe'. This project favoured coordinated measures for wealth redistribution, market regulation, a democratisation of the economy and of European institutions, upward harmonisation of social and fiscal systems, more inclusive welfare regimes, guaranteed employment, economic and social planning with greater consideration for the environment, increased public spending to meet collective needs, greater control of capital flows and multinational corporations, a reduction in working time, and a fairer international economic order favouring the global south. During the pivotal years following 1968, deeply marked by labour militancy, new social movements, economic crisis, and the unmaking of the 'postwar compromise', a window of opportunity opened in which European integration could have taken different roads. The defeat of 'social Europe' was a result of a decade-long social conflict which ended with the affirmation of a neoliberal Europe. Investigating this forgotten struggle and the reasons of its defeat can be useful not just to scholars and students eager to understand the historical evolution of European integration, the European Left, and European capitalism, but also to anyone interested in building alternative European and global futures.

Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

Migration (far from being an income-maximizing choice taken by lone individuals) is often a household strategy, and local wages benefit from migration. This book shows how ssuccesses arise when governments liberalize and accompany the international movements of people with appropriate legislation, while failures take place when the legislation enacted is insufficient, belated or ill shaped. Part I of this book addresses mainly methodological issues. Past and present migration is basically defined as a cross-cultural movement; cultural boundaries need prolonged residence and active integrationist policies to allow cross-fertilization of cultures among migrants and non-migrants. Part II collects chapters that examine the role of public bodies with reference to migratory movements, depicting a series of successes and failures in the migration policies through examples drawn from the European Union or single countries. Part III deals with challenges immigrants face once they have settled in their new countries: Do immigrants seek "integration" in their host culture? Through which channels is such integration achieved, and what roles are played by citizenship and political participation? What is the "identity" of migrants and their children born in the host countries? This text's originality stems from the fact that it explains the complex nature of migratory movements by incorporating a variety of perspectives and using a multi-disciplinary approach, including economic, political and sociological contributions.
