Available in PDF, EPUB and Kindle.

Book excerpt: This book investigates the role of Islam and religious freedom in the constitutional transitions of six North African and Middle Eastern countries, namely Morocco, Algeria, Tunisia, Egypt, Turkey, and Palestine. In particular, the book, with an interdisciplinary approach, investigates the role of Islam as a political, institutional and societal force. Issues covered include: the role played by Islam as a constitutional reference – a "static force" able to strengthen and legitimize the entire constitutional order; Islam as a political reference used by some political parties in their struggle to acquire political power; and Islam as a specific religion that, like other religions in the area, embodies diverse perspectives on the nature and role of religious freedom in society. The volume provides insight about the political dimension of Islam, as used by political forces, as well as the religious dimension of Islam. This provides a new and wider perspective able to take into account the increasing social pluralism of the South-Mediterranean region. By analyzing three different topics – Islam and constitutionalism, religious political parties, and religious freedom – the book offers a dynamic picture of the role played by Islam and religious freedom in the process of state-building in a globalized age in which human rights and pluralism are crucial dimensions.

Available in PDF, EPUB and Kindle. Book excerpt: Freedom of information (FOI) is now an international phenomenon with over 100 countries from Albania to Zimbabwe enacting the right to know for their citizens. Since 2005, the UK’s Freedom of Information Act has opened up thousands of public bodies to unparalleled scrutiny and prompted further moves to transparency. Wherever the right to know is introduced, its success depends on the way it is implemented. In organisations worldwide, FOI only works because of those who oversee its operation on a day-to-day basis, promoting openness, processing requests and advising colleagues and the public. FOI is dependent on the FOI Officers. The Freedom of Information Officer’s Handbook is a comprehensive guide to FOI and its management. It is designed to be an indispensable tool for FOI Officers and their colleagues. It includes: - a guide to the UK’s FOI Act, the right to know and the exemptions - clear analysis of the most important case law and its implications for the handling of FOI requests - pointers to the best resources to help FOI officers in their work - explanations of how FOI interacts with other legislation, including detailed explorations of the Environmental Information Regulations 2004 and how the EU’s General Data Protection Regulation impacts on FOI - a look at requirements to proactively publish information and the effect of copyright and re-use laws on FOI and open data - comparisons of the UK’s Act with FOI legislation in other jurisdictions from Scotland to South Africa - an exploration of the role of the FOI Officer: who they are, what they do, their career development and what makes them effective - suggestions on how to embed FOI within an organisation using effective procedures, technology and training - a stage-by-stage guide to processing requests for information. The Freedom of Information Officers’ Handbook includes the latest developments in FOI including amendments made to the UK’s FOI Act by the Data Protection Act 2018 and the revised s.45 code of practice published by the Cabinet Office in July 2018.

Book excerpt: The Freedom of Information Act 2000 received Royal Assent on 30 November 2000 and came into full effect on 1 January 2005. The Act gave the public, for the first time, a statutory right (subject to appropriate limitations) to i) find out if a public authority held specified information and, ii) if so, to be provided with access to it. This Memorandum revisits the original objectives and evaluates whether those have been met. It is felt that the FIOA has become embedded in the culture of public authorities and its effects on openness and transparency are clear. The successes do not come without cost, however, primarily in the form of concern at the time taken to process and respond to FOI requests, to conduct public interest tests and consider exemptions. The extent though to which original decisions are neither complained against, or are upheld on complaint, indicate that the FOIA is working largely as it should

Available in PDF, EPUB and Kindle. Book excerpt: Visible unity means that churches recognize in one another a witness to the fullness of the apostolic faith which they profess. Will Christians be able one day to declare together before the world, in common confession and praise, their faith in who God is and what God has done? This text-growing out of many years of study and consultation, involving theologians from various Christian traditions and from all parts of the world-is a unique instrument for drawing the churches toward such a common confession. As a contemporary explication of the creed that emerged from the ecumenical councils of Nicea (325) and Constantinople (381) and is used in both Eastern and Western Christian liturgies, Confessing the One Faith relates the subject matter of those ancient affirmations to the challenges of today's world-in which the language and philosophy of the fourth century sound alien to many, and the basic affirmations of the Christian faith are widely questioned. This new edition includes an introduction written by Dame Mary Tanner, a president of the World Council of Churches.

Available in PDF, EPUB and Kindle. Book excerpt: How is the distribution of power between the different levels of the contemporary constitution to be policed? What is the emerging contribution of the courts in regard to EC law,the Human Rights Act 1998 and devolution? What roles should be played by the legislative and judicial bodies at each level? Who should have access to the courts in public law disputes, and on what grounds should the courts regulate the exercise of public power? Can a coherent distinction be maintained between public and private law? These essays by leading public law scholars explore the allocation and regulation of public power in the United Kingdom. At the beginning of the twenty first century it appears that the traditional Diceyan model of a unitary constitution has been superseded as power has come to be distributed - particularly in the post-1997 period - between institutions at European, national, devolved and local level. Furthermore, the courts have come to play a powerful role at all levels through judicial review, while forms of regulation and contracting, together with other informal techniques of governance, have emerged. The contemporary constitution can be characterised as involving a multi-layered distribution of power - a situation which raises many key questions about the role of public law. The essays in this important collection tackle such questions from a variety of perspectives, aiming between them to provide a dynamic picture of the role of public law in the contemporary, multi-layered constitution.

Available in PDF, EPUB and Kindle. Book excerpt: Dumitru Stăniloae is one of the most important but routinely neglected twentieth-century Orthodox theologians. Viorel Coman explores the ecumenical relevance of Stăniloae’s reflections on the interplay between the doctrine of the Trinity and the doctrine of the church in the context of the debates on the ecclesiological ramifications of the filioque. Coman combines a historical and theological analysis of Stăniloae’s approach to the filioque, Trinity, and church. The historical analysis shows the changes that have taken place over time in Stăniloae’s approach to the issue of the filioque and the doctrine of the church. The theological analysis emphasizes the ecumenical contribution of the Romanian thinker to the fields of Trinitarian theology and ecclesiology. Even though this book centers primarily around Stăniloae’s vision on the link between the doctrine of the Trinity and the Church, it places his theological reflections in a solid dialogue with other Eastern (Georges Florovsky, Vladimir Lossky, and John Zizioulas) and Western theologians (Karl Barth, Yves Congar, Karl Rahner, and Walter Kasper).
