BACKGROUND a. Desert operations have much in common with operations in the other parts of the world. The unique aspects of desert operations stem primarily from deserts' heat and lack of moisture. While these two factors have significant consequences, most of the doctrine, tactics, techniques, and procedures used in operations in other parts of the world apply to desert operations. The challenge of desert operations is to adapt to a new environment. b. FMFRP 0-54 was originally published by the USAF Environmental Technical Applications Center in 1988. In August 1990, the manual was published as Operational Handbook 0-54. 4. SUPERSESSION Operational Handbook 0-54 The Persian Gulf. A Climatological Study; however, the texts of FMFRP 0-54 and OH 0-54 are identical and OH 0-54 will continue to be used until the stock is exhausted. 5. RECOMMENDATIONS This manual will not be revised. However, comments on the manual are welcomed and will be used in revising other manuals on desert warfare.

As America's military priorities are reordered, the ability to move quickly, sustain forces anywhere in the world, and pre-position equipment and materiel near likely areas of crisis is more important than ever. Because of the apparent ease of movement during Desert Shield and Desert Storm, however, decision makers may be prone to misinterpret the lessons of the Gulf War and fail to address movement capabilities properly for the future. A good example is a recent Congressional decision to divert funds from slated improvements to the Army's afloat pre-positioning capability to the building of an amphibious assault ship. The capacity to foster global stability and defend our national interests depends upon correct long-range planning for transport. Logistics, especially mobility, has long been a bill payer for combat equipment, so perhaps a reappraisal is in order. Lessons from the Gulf War can help reshape America's defense transportation system for the post-Cold War era. Commitment to a balanced and unified mobility strategy should provide the most cost-effective, rapidly deployable, and sustainable combat capability. Regional focus, particularly in a multiple-conflict scenario, and reduced forward presence will significantly increase America's reliance on movement in the future. Careful restructuring of military movement capabilities will lessen the risks of distance and time in an unstable world and contribute to the economic well-being of the nation. To do less might invite confrontation with adversaries willing to test the substance and purpose of U.S. reach.

Over 100 active and reserve component engineer units contributed significantly to the success of Operation DESERT SHIELD/DESERT STORM. These contributions are well documented in Supporting the Troops: The U.S. Army Corps of Engineers in the Persian Gulf War. The Gulf War dramatically demonstrated the need to deploy engineers early so that they can determine the engineer requirements, communicate those requirements to the maneuver commanders, and take appropriate steps to bed down and sustain U.S. forces. The delayed flow of engineers and their equipment into Southwest Asia directly affected the ability of the maneuver units to sustain themselves and operate effectively. We are now moving toward a smaller, quality Army with rapidly deployable forces. There are fewer engineer units than in 1990, and a larger proportion of the engineer force is in the reserve components. As the active component force continues to shrink, we must insure that the reserve component engineer forces are well trained and ready to deploy on short notice. During the Gulf War engineers provided the model for the Total Army concept, successfully blending Active Army, Army National Guard, Army Reserve, and Department of Defense civilian engineer capabilities. U.S. forces could not have succeeded in the Gulf without the assistance of the reserve components and civilians. The force structure of today's Active Army does not include a number of specialized engineer units needed to support a large-scale deployment. Nor do operational engineer units have all the special expertise that can be found inthe U.S. Army Corps of Engineers. As Supporting the Troops vividly illustrates, the contributions of the Corps' military and civilian members were diverse and significant. Over 160 Corps civilians, who voluntarily deployed to Southwest Asia, provided procurement, design, construction, and real estate support. Corps members worked diligently, often in difficult conditions, to provide for the well-being and safety of tens of thousands of U.S. soldiers. They devised creative solutions to the problems they, encountered, whether implementing new policies or developing new project designs. It was my privilege to serve with them in the Persian Gulf.
