Publication of ATP 3-57.60 replaces CA planning doctrine found in FM 3-05.401 /Marine Corps Reference Publication 3-33.1A, Civil Affairs Tactics, Techniques, and Procedures. ATP 3-57.60 consists of five chapters and four appendixes: Chapter 1 provides techniques used by CA Soldiers used in conducting civil considerations analysis and analysis of the operational variables during planning. The discussion further provides techniques used in determining centers of gravity (COGs) as they relate to the civil component of the OE, MOEs, and MOPs. Chapter 2 describes techniques used in the application of the CA methodology in the execution of TLP and problem solving. Detailed planning considerations are provided for the analysis of civil considerations in the conduct of TLP. Chapter 3 discusses the role of the CA planner in the execution of the MDMP. The chapter provides techniques used by CA planners during each of the seven steps of the MDMP. Chapter 4 describes the role of CA planners in the execution of the JOPP. The chapter provides a discussion of the linkage required in the planning of CAO supporting the joint force commander's CMO intent and concept of operations (CONOPS). The discussion provides techniques used by CA planners during each step of the JOPP. Chapter 5 provides techniques and planning considerations used by CA Soldiers in supporting the development of a transition plan. It describes the various types of transition and provides a listing of transition tasks that assist the CA planner to identify and prioritize those tasks required for transition. Appendix A details the procedures and provides an example format for the completion of the CA area study. Appendix B details the procedures and the format for the development of Annex K (Civil Affairs Operations) to an Army OPLAN or operation order (OPORD). Appendix C details the procedures and the format for the development of the CAO running estimate. Appendix D addresses planning considerations regarding personnel protection issues during all phases of deliberate and crisis action planning and general considerations used in conducting urban area operations.

It is also an applicable reference for the civilian leadership of the U.S. interagency organizations. Although written primarily to assist the Army Service component command, Army corps, Army divisions, brigade combat teams, and maneuver enhancement brigades with the integration of CAO in planning, preparing for, executing, and assessing unified land operations, this FM is applicable for joint force operations as well.FM 3-57 applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve (USAR) unless otherwise stated. Civilian and military news media coverage influences the perceptions of soldiers, family members, the public and political leaders, and affects the direction, range and duration of operations. It has a direct relation to the confidence these key audiences have in the Army and its execution of operations. Effective PA operations are critical to successful Army operations in the information age. They assist the commander in monitoring and understanding public opinion, explaining the situational context of events and communicating the Army's perspective clearly and without filters. They enable the commander to interpret the perceptions of external and internal audiences and influence the way in which discussion of the operation is framed. Synchronized, well-planned and actively executed PA tactics, techniques and procedures significantly clear the fog of war and impact the morale and effectiveness of the force. They reduce distractions, misinformation, uncertainty, confusion and other factors that cause stress and undermine efficient operations. They enhance understanding, acceptance and support. Effective PA operations contribute to soldier confidence, discipline, will to win, and unit cohesion. FM 3-61-1 (46-1-1), Public Affairs Tactics, Techniques and Procedures, builds on the doctrinal foundation of FM 46-1. It translates the PA fundamentals and principles into detailed guidance for the planning, coordination and execution of PA operations. It provides what is required for the information age -- a sophisticated approach to conducting PA operations. It is the TTP that brings Army Public Affairs into the "information age." FM 3-61 (46-1), Public Affairs Operations, addresses fundamental PA concepts in depth, and provides the linkage between PA and the Army's keystone doctrine, FM 3-0 (100-5), Operations. It recognizes that a refocused, restructured military will conduct operations in an information environment in which detailed, graphic, and live coverage of events are transmitted around the world. It builds from the understanding that information availability will influence strategic decisions and the direction, range and duration of operations. FM 3-61 (46-1) also examines PA operations at the different levels of war and across the range of operations. It discusses PA operations with respect to the Principles of War and the Tenets of Army Operations. It analyzes the PA contributions to build and sustain combat power, defines the PA mission, and establishes strategic PA goals, fundamental PA principles, and underlying considerations for planning integrated information strategies. Public affairs frequently deals in intangibles -- perceptions and implications -- that are not easily quantifiable or qualifiable, but are essential to commanders. These forces, and the operations they conduct, are the commander's asset to purposefully engage nonmilitary organizations, institutions, and populations. The U.S. military can expect escalating challenges from ever-increasing operations in complex civil-military environments. Commanders at all levels must pursue integrated whole-of-government approaches to successfully engage the civil dimension of the modern battlefield. As such, CA forces offer unique capabilities that not only enhance the military mission but also ultimately advance U.S. interests. Properly employed CA forces help shape the environment and set the conditions for transition operations. Appendix A provides additional information on transition operations. CAO involve the interaction of CA forces with the civilian populace and institutions to facilitate military operations and consolidate operational objectives. A supportive civilian population can provide resources and information that facilitate friendly operations. It can provide a positive climate for the military and for the nation to pursue diplomatic activities that achieve foreign policy objectives. A hostile civilian population threatens the immediate operations of in-country friendly forces and often undermines public support and the policy objectives of the United States and its allies. Properly executed CAO reduces the friction between the civilian population and the military force, and accelerates the return of civil functions to indigenous control. Although written primarily to assist the Army Service component command (ASCC), Army corps, Army divisions, brigade combat teams (BCTs), and maneuver enhancement brigades (MEBs) with the integration of Civil Affairs operations (CAO) in planning, preparing for, executing, and assessing unified land operations, this FM is applicable for joint force operations as well. The commander must always consider the engagement of the civil component within the area of operations (AO). Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and in some cases, HN laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement (See FM 27-10). FM 3-57 uses joint terms, where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which FM 3-57 is the proponent publication (the authority) are marked with an asterisk (*) in the glossary. Definitions for which FM 3-57 is the proponent publication are boldface in the text. These terms and their definitions will be in the next revision of FM 1-02. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. FM 3-57 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. The continued trend worldwide of urban growth and the shift of populations from rural to urban areas continues to affect Army operations. The urban environment, consisting of complex terrain, dense populations, and integrated infrastructures, is the predominant operational environment in which Army forces currently operate. Each urban environment is unique and differs because of the combinations presented by the enemy, the urban area itself, the major operation of which it may be part (or the focus), and always changing societal and geopolitical considerations. Enemy forces will take advantage of this complex environment by intermingling with the populace. ATTP 3-06.11 describes the fundamental principles, tactics, techniques, and procedures (TTP) of urban operations (UO) across full spectrum operations, using the UO operational construct (understand, shape, engage, consolidate, and transition) to outline the discussions. ATTP 3-06.11 is based on current BCT structure and lessons learned from ongoing UO. ATTP 3-06.11 primarily addresses offensive and defensive operations in an urban environment. Stability operations are briefly discussed in the context of transition considerations. Stability operations are inherently among the people and generally in urban environments. Field manual (FM) 3-07 is the source manual for stability doctrine and addresses BCT considerations for conducting stability UO. FM 3-07.1 is the primary source for BCT and below considerations for interaction and support to host nation (HN) security forces. This material is not repeated in ATTP 3-06.11. This publication applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated. The proponent for this publication is the U.S. Army Training and Doctrine Command (TRADOC). The preparing agency is the U.S. Army Maneuver Center of Excellence (MCoE). Urban operations are among the most difficult and challenging missions a BCT can undertake. Most UO are planned and controlled at division or corps level but executed by BCTs. The unified action environment of UO enables and enhances the capabilities of the BCT to plan, prepare, and execute offensive, defensive, and stability operations. Urban operations are Infantry-centric combined arms operations that capitalize on the adaptive and innovative leaders at the squad, platoon, and company level. Combined arms is the synchronized and simultaneous application of the elements of combat power to achieve an effect greater than if each element of combat power was used separately or sequentially. The eight elements of combat power are leadership, information, movement and maneuver, intelligence, fires, sustainment, mission command, and protection. Leadership and information are applied through, and multiply the effects of, the other six elements of combat power. These six-movement and maneuver, intelligence, fires, sustainment, mission command, and protection-are collectively described as the warfighting functions. (See FM 3-0 for details.) The BCT is the Army's largest fixed combined arms organization and the primary close combat force. A key component in UO is the inherent ability of the BCT to tailor its force to meet the requirements of the urban environment. This introduction provides an overview of UO considerations that shape the subsequent discussions of operations at BCT and below.
