William “Greg” Gregory was born into a sharecropper’s life in the hills of North Central Tennessee. From the back of a mule-drawn plow, Greg learned the value of resilience and the importance of determined living. Refusing to accept a life of poverty, he found a way out: a work-study college program that made it possible for him to leave farming behind forever. While at college, Greg completed the Civilian Pilot Training Program and was subsequently accepted into the US Army’s pilot training program. Earning his wings in 1942, he became a P-38 combat pilot and served in North Africa during the summer of 1943—a critical time when the Luftwaffe was still a potent threat, and America had begun the march northward from the Mediterranean into Europe proper. Following the war, Greg served with a B-29 unit, then transitioned to the new, red-hot B-47 strategic bomber. In his frequent deployments, he was always assigned the same target in the Soviet Union: Joseph Stalin’s hometown of Tbilisi. While a B-47 pilot, Greg was selected to join America’s first high-altitude program, the Black Knights. Flying RB-57D aircraft, he and his team flew peripheral “ferret” missions around the Soviet Union and its satellites, collecting critical order-of-battle data desperately needed by the US Air Force at that time. When the program neared its design end—and following the Gary Powers shoot-down over the Soviet Union—Greg was assigned to command of the CIA’s U-2 unit at Edwards AFB. Over this five-year command, he and his team provided critical overflight intelligence during the Bay of Pigs, the Cuban Missile Crisis, the Vietnam buildup, and more. He also became one of the first pilots to fly U-2s off aircraft carriers in a demonstration project. Spying from the Sky is the in-depth biography of William Gregory, who attended the National War College, was assigned to the reconnaissance office at the Pentagon, and was named vice-commandant of the Air Force Institute of Technology (AFIT) before retiring from the force in 1972.

In suggesting such a reserve airlift fleet in 1947, Admiral E. S. Land, President of the Air Transport Association, drew on the organization's experience with mobilization planning in the mid- to late-1930s and on the airlines' experience in the early months of World War II. "As I see it," he said, "we would have to face it along the same general lines as we did then, omitting as many of the mistakes as possible, of course. At the beginning of the last war, the air transport system had a detailed war plan. Given the necessary information from the military services as to their needs, we can develop this one." The Civil Reserve Air Fleet concept was formally approved on December 15, 1951-by a memorandum of understanding between the Departments of Commerce and Defense. It began to take shape in 1952, when it was allocated some 300 four-engine, airline aircraft for use in case of war or a national emergency. Planning for the use of these assets began almost immediately and interim arrangements were in place by mid-1953. Still, it was not until 1958 that a formal wartime organization was agreed to, and not until 1959 that the first major carrier signed the standby contract that obligated it to provide crews and aircraft in case of a major war or national emergency. Two factors clearly shape the Civil Reserve Air Fleet. The first, the nation's military strategies, dictated the airlift resources CRAF was asked to supply. As it happened, evolving strategies entailed an ever growing requirement for CRAF airlift. By the late 1950s, U.S. military strategy promised the ability to respond across the spectrum of aggression, and then, two decades later, it committed the nation to an increasingly rapid deployment of forces to NATO. The second factor was economic, the economics of the air transportation marketplace. Despite the efforts of the Military Air Transport Service (MATS) and, its successor, the Military Airlift Command (MAC) to influence the make-up of airline fleets-in particular attempts to encourage the airlines to increase their cargo capability-it was the circumstances of the commercial marketplace that drove the decisions. When the air freight business failed to grow as expected, and when the lower-lobe capacity of the airlines' widebody jets proved capable of handling what air freight there was, the scheduled airlines began to divest themselves of their freighter aircraft. MAC's efforts to halt or even to slow this process proved ineffectual. It was not until the development of the air express parcel business, that the industry began once again to add cargo aircraft. Again, it was the economic forces that intervened, not MAC. This is the story of the evolution of the Civil Reserve Air Fleet-from its roots in the pre-World War II planning of the ATA and the Army Air Corps Staff, through its creation in 1951 and its evolution over the years, to a seemingly troubled existence in 1987.

Book excerpt: MiGs over Nevada is a nonfiction account of Area 51 becoming the venue for the United States exploiting foreign aircraft, stealth, and radar. In 1955, the CIA chose Area 51 as its top-secret venue to test fly the U-2 reconnaissance plane. The CIA code-named it Project AQUATONE. In 1959, The CIA upgraded Area 51 to test fly its Mach 3, high-flying A-12 reconnaissance plane code named Project OXCART to replace the U-2. To conduct these tests, the CIA assembled a team of specialists known as Special Projects. In 1968, the CIA's Special Projects team provided the technology and radar systems to technically and tactically exploit the Soviet MiG-21 Fishbed code-named Project HAVE DOUGHNUT. The CIA's Special Projects then exploited the Soviet MiG-17 Fresco in Projects HAVE DRILL and HAVE FERRY. This was the genesis of the Navy's Top Gun Weapons School and the Air Force's Red Flag Exercises that continue today. Decades of follow-on exploitation projects followed at Area 51. The author was a member of this Special Projects team more highly classified than the Manhattan Project that developed the atomic bomb. In October 2013, the CIA declassified these projects. MiGs over Nevada does more than document the exploitation of the MiG-17F Fresco C, MiG-21F Fishbed, and the MiG-23 Flogger. It carries the reader through the evolution of Area 51 that made it the venue for the CIA's U-2 Project AQUATONE, A-12 Project OXCART, for exploiting Soviet MiG aircraft, and the nations black projects that followed and continue today. It tells how these projects inspired decades of exploitation projects that morphed into MiG operations known as the Red Eagles and the Red Hats. MiGs over Nevada describes Area 51 operations where a small group of CIA personnel and contract specialists served and supported customers such as the US Air Force, the US Navy, and numerous corporate entities seeking technological tradecraft existing only at Area 51.
