Despite the recent surge of interest in restoring floodplains among policy and research circles, as well as in the public domain, very few schemes for restoring functional floodplains have been put into practice in Europe to date. The book explores the reasons behind this discrepancy between interest and applications with an original, comparative analysis of the institutional drivers and constraints of floodplain restoration in Europe. It explains why so few projects have been successfully implemented, how recent policy shifts are creating new opportunities for floodplain restoration and what lessons for policy development and project management can be drawn from in-depth analysis of past and present schemes. At a time of rapidly growing interest in restoring floodplains as an important component of efforts to improve flood protection, enhance riparian habitats, strengthen catchment management, raise water quality and pursue integrated rural development, the book critically appraises the relationship between macro-level policy development and enforcement and micro-level project design and implementation. The book begins with two chapters setting out the case for floodplain restoration and assessing the relevant drivers and constraints of EU policy. Book excerpt: Hardwood-dominated temperate forests (mostly in Eastern North America, Europe, North East Asia) provide valuable renewable timber and numerous ecosystem services. Many of these forests have been subjected to harvesting or conversion to agriculture, sometimes over centuries, that have greatly reduced their former extent and diversity. Natural regeneration following harvesting or during post-agricultural succession has often failed to restore these forests adequately. Past harvesting practices and the valuable timber of some species have led to a reduction in their abundance. The loss of apex predators has caused herbivore populations to increase and exert intense browsing pressure on hardwood regeneration, often preventing it. Particularly important are fruit, nut and acorn bearing species, because of their vital role in forest food webs and biodiversity. Restoring hardwood species to natural forests in which they were formerly more abundant will require a number of forest management actions (e.g., resistant hybrids, deer exclosures/protectors, enrichment planting, underplanting, etc.). Similarly, reforesting areas that were once natural forests will also require new silvicultural knowledge. Global warming trends will intensify the need for interventions to maintain the diversity and function of temperate hardwood forests, as well as for increase hardwood reforestation.

Book excerpt: The synthesis presented in this volume is a direct outgrowth of our ten-year FORMAP Project (Forest Mapping Across Eastern North America from 20,000 yr B.P. to the Present). Many previous research efforts in paleoecology have used plant-fossil evidence as proxy information for primarily geologic or climatic reconstructions or as a bio stratigraphic basis for correlation of regional events. In contrast, in this book, we deal with ecological questions that require a holistic perspective that integrates the interactions of biota with their dynamically changing environments over time scales up to tens of thousands of years. In the FORMAP Project, our major research objective has been to use late-Quaternary plant-ecological data sets to evaluate long-term patterns and processes in forest de velopment. In order to accomplish this objective, we have prepared subcontinent-scale calibrations that quantitatively relate the production and dispersal of arboreal pollen to dominance in the vegetation for the major tree types of eastern North America. Quantification of pollen-vegetation relationships provides a basis for developing quan titative plant-ecological data sets that allow further ecological analysis of both individual taxa and forest communities through time. Application of these calibrations to fossil pollen records for interpreting forest history thus represents a fundamental step beyond traditional summaries based upon pollen percentages.
