Book excerpt: In recent years, the concept of flexicurity has come to occupy a central place in political and academic debates regarding employment and social policy. It fosters a view in which the need for continuously increasing flexibility is the basic assumption, and the understanding of security increasingly moves from social protection to self-insurance or individual adaptability. Moreover, it rejects the traditional contradictions between flexibility and security, blending the two into a single notion and thus depoliticizing the relationships between capital and labour. This volume provides a critical discussion of the flexicurity concept, the theories upon which it is built and the ideas that it transmits about work, unemployment and social justice. It shows that flexicurity fosters the further individualization of social protection, an increase in precariousness and the further weakening of labour in relation to capital. The authors present a series of alternative theoretical, normative and policy approaches that provide due attention to the collective and political dimension of vulnerability and allow for the development of new societal projects based on alternative values and assumptions.

Book excerpt: Flexicurity has been a core concept in the EU's employment debates as of 2006 and was codified into common principles of flexicurity in December 2007. Flexicurity remains an important part of the Europe 2020 Strategy and the flagship agenda for new skills and jobs, and is seen as an alternative for one-sided liberalization tendencies. This study explains the development and conclusion of the EU's flexicurity concept. How did actors finally come to agree on such a complex and sensitive issue? The book first derives theoretical preconditions for the emergence of flexicurity from new governance theory and flexicurity literature, and adds as an alternative explanatory theory the concept of power. The research combines the process tracing and congruence techniques to analyze the policy-making process, including elite interviews with core policy-makers and document analyses. The study found more than 20 factors to explain the emergence of flexicurity, suggesting that a wide variety of variables which interact in a complex web of events and actions form the basis of any flexicurity agreement. This includes the involvement of actors in developing the concept, the exchange of ideas and viewpoints, and taking an integrative and balanced approach to labor market problems and its solutions. Viewing the whole process, both elements of new governance and of the role of power contribute to explaining the emergence of the EU's flexicurity concept. The appropriateness of both new governance and political theories suggests that these theories may complement each other in explaining the flexicurity outcome. (Series: Social Europe - Vol. 30)

The results show that in all the labour market entry regimes, the school-towork transition has become increasingly difficult, and flexible forms of work are more typical in the first job. Furthermore, the liberal institutional framework of the United States seems to produce a similarly low degree of job-loss worry among young people in their early career as the Danish paradigm.

However, although every person has the ‘right’ to work, it is becoming clearer all the time that unemployment is not due merely to a lack of encouragement to exercise this right, but (at least in part) to some deeper defects in the implementation of effective employment policies. As a contribution to defining the nature of these problems this important collection of essays targets the phenomena of multilevel governance, both vertical (European, national, regional, local) and horizontal (administrative institutions, trade unions, business representatives, NGOs), showing, with detailed analysis and data, how coordination or conflict between the various levels advances, or fails to advance, the goals of employment policy. Regarding the EU, five EU Member States are examined– plus, for comparative analysis, the parallel Canadian federal model – with the authors addressing such concrete issues as: the impact of globalisation and Europeanisation on employment policies; distribution of tasks in the Open Method of Coordination (OMC); involvement of private and economic agents; the increasing significance of international political agents; flexicurity as an employment strategy; the difficulty of integrating the excluded; coordination with education and fiscal policies; social inclusion from the point of view of international human rights; and gender ‘mainstreaming’ as a weakening of the EU guarantee of gender equality. The essays originated in a research meeting held at the Instituto Internacional de Sociología Jurídica at Oñati (Spain) in June of 2007. Some of the contributors, all employment law experts, discuss problematic aspects of the European Employment Strategy (EES) and its influence on the decentralization of employment policies and related elements of social protection. Other authors concentrate on ‘built-in’ multilevel problems resulting from existing constitutional and administrative structures, while a third group focuses on substantive approaches to employment policies within individual member states. The Bulletin contains updated versions of all papers. In this book the degree of administrative, legal, political, and cultural intricacy involved in a serious engagement with multilevel governance of employment on the European model is put on full view.
