Book excerpt: This book examines how the EU and international law frameworks impact the EU’s ability to act normatively in its external action in the area of fisheries. The EU, a major fishing power, portrays itself as a normative actor and a champion of sustainable fishing. The volume reconceptualises the Normative Power Europe narrative by identifying three interrelated elements – universality, use of instruments, and legitimacy – as the key criteria against which to evaluate the normativity of the EU’s conduct. The universality element examines the level of international acceptance of the stated aims of EU action; the use of instruments element examines the EU’s participation limitations in relevant international institutions and the means (persuasion as opposed to coercion) through which it acts; and the legitimacy element examines the substance of the EU’s action in terms of legality, protection of common or self-interests, and coherence and consistency. The book draws upon extensive research into both the international and EU legal frameworks relating to fisheries and the EU’s practice in its external fisheries relations. It consecutively discusses four sets of challenges: (i) to the EU’s normativity posed by lack of membership in global institutions; (ii) created notwithstanding membership in other global or regional bodies; (iii) connected to multileveled coercive action and (iv) to accessing foreign fishing resources. It claims that, while the EU’s normativity depends greatly on its internal and external powers, it is the EU’s inability to freely wield these powers that damages its normativity. To act normatively, the EU primarily needs the full Member States’ support, as its present constitution prevents it from acting completely independently from them. The volume is aimed at academics and practitioners alike working in the area of fisheries globally but also on the EU’s external action more generally. It is widely accepted that IUU fishing is harmful, and should be stopped, but there are different approaches to tackling it. Acknowledging this, this book argues that major efforts to fight IUU fishing require careful analyses if the goal is to achieve optimal results and avoid unintended consequences. The book draws on the recent experiences of Thailand and Australia to offer an empirical examination of one increasingly prominent solution, trade-restrictive measures. With Thailand representing direct, active intervention by the EU and Australia a more indirect dispersion of policy narratives and discourses, the book provides a rounded view on how likely it is that different countries in different situations will adapt to the changing policy norms regarding IUU fishing. Understanding the reactions of countries who might be targeted, or otherwise be influenced by the policy, generates new knowledge that helps inform a more effective and scalable implementation of the policy on the part of the EU and a better governance preparedness on the part of non-EU fishing nations. In broader terms, this book exposes a key moment of change in the compatibility between environmental regulations and international trade. The EU IUU policy is a prime example of a policy that uses the mechanisms of international trade to account for environmental and conservation objectives. By way of the unilateral and trade-restrictive stance against IUU fishing, the EU has positioned itself as a major market and normative power, driving its sustainability norms outwards. This book sheds light on the efficacy of this policy setup based on the analysis of country perspectives, which is a key factor influencing its potential spread. This book will be of interest to students and scholars of international fisheries politics, marine conservation, environmental policy and international trade, and will also be of interest to policymakers working in these areas. Book excerpt: This techno-economic performance review of selected fishing fleets in Europe presents the findings of European country level studies of fishing fleets of Denmark, France, Germany, Italy, Norway, Spain, Turkey and the United Kingdom of Great Britain and Northern Ireland. The review includes financial and economic information of 42 fishing fleet segments, including demersal trawlers, purse seiners, pelagic trawlers, long-liners, coastal fishing vessels using passive gears, pots and traps fishing vessels and small-scale hand-liners. Analysis of the costs and earnings data of 42 of the main fishing fleet segments in Europe in 2016 showed that all types of vessels had a positive gross cash flow. The average net profit margin of the 41 fishing fleet segments analysed was very good with 20 percent. Eighty-five percent of the fleet segments presented positive return on fixed tangible assets (ROFTAs) of 10 percent and higher. However, 38 percent of the fleet segments demonstrated return on investment (ROI) percentages lower than 10 percent. Comparing the 2016 financial and economic performance results with those of some of the same fleet segments included in the 2002-03 review study, it is clear that general fishing fleet performance in Europe improved. All eight countries together saw a decrease in the number of fishing vessels between 2008 and 2016 of 10 percent, from nearly 60 000 to less than 54 000 vessels. Each of the countries also saw a reduction in total fleet capacity in gross tonnage (GT) and kilowatts (kW). The vessel age structure showed an increasing trend for most of the fishing fleet segments.

This Research Topic focuses on bringing together perceptions and behaviour for sustainable coastal and island marine resource use systems. Management and governance of (large and small-scale) coastal marine resource use systems function in highly complex social and ecological environments, which are culturally embedded, economically interest-led and politically biased. Management processes therefore have to integrate multiple perspectives as well as perception-driven standpoints on the individual as well as the decision-makers’ levels. Consequently, the analysis of perceptions has developed not only as part of philosophy and psychology but also of environmental science, anthropology and human geography. It encompasses intuitions, values, attitudes, thoughts, mind-sets, place attachments and sense of place. All of these influence human behavior and action, and are collected or are available within the respective marine resource use system, which may support the livelihood of a large part of the local population. Management and governance are not only about mediating between resource use conflicts or establishing marine protected areas, they deal with people and their ideas and perceptions. Understanding the related decision-making processes on multiple scales and levels hence means much more than economically assessing the available marine resources or existing threats to the associated system. Over the past decade, there has been a growing inter- and transdisciplinary international community becoming interested in research which integrates perceptions of coastal and inland residents, local and regional stakeholder groups, as well as resource and environmental managers and decision-makers. By acknowledging the importance of the individual perspective and interest-led personal views, it became obvious how valuable and important these sources of information are for coastal research. An increase of research effort spent on the link between perceptions and behaviour in marine resource use systems is thus both timely and needed. By offering a diversity of inspiring and comprehensive contributions on the link between perceptions and behaviour, this Research Topic aspires to critically enlighten the discourse and applicability of such research for finding sustainable, locally identified, anchored and integrated marine resource use pathways.

Book excerpt: The state of the Northeast Atlantic fisheries in recent years has highlighted - plementation as the Achilles heel of modern fisheries management: discards and unreported or misreported landings are in many cases recognised to effectively subvert sound conservation goals. Social science literature on fisheries mana- ment has tended to regard the implementation of resource conservation policies mainly as a question of effective enforcement. This literature regards surveillance and penalty as the key mechanism through which fishermen keep to catch restr- tions and loyally report their catches. This book emerged because several years of research on fishermen’s compliance had made us uneasy about this rather narrow approach to the problem of implementation. This uneasiness motivated us to widen the approach to the question of implementing conservation policies in the fisheries. Taking Norway as an example, its fishing fleet consists of some 7,000 vessels spread along a coastline of more than 20,000 km, populated by less than 5 million people. The idea of ensuring desirable behaviour through surveillance and - forcement alone is almost absurd in such a context, as the task is impossible by any reasonable means. The Norwegian implementation system has thus had to rely heavily on the incentives provided by the rules and legitimacy created through a century of state/industry collaboration. Different coastal states face very different conditions in terms of solving typical implementation problems such as discards and misreporting.

As a result, many national governments and supranational institutions, including the European Union, have instituted reforms designed to mitigate the crisis. This book examines the discourse and practice of ‘good governance’ in the context of fisheries management. It starts by examining the ‘crisis’ of fisheries in the North Sea, caused primarily by overfishing and failure of the European Union’s Common Fisheries Policy. It then goes on to analyse reforms to this policy enacted and planned between 2002 and 2013, and the proposition that collapse of fish stocks could occur as a result of deficiencies in new governing arrangements, i.e. failure to apply ‘principles of good governance’. The book argues that impediments to good governance practice in fisheries are not merely the result of implementation deficits, but that they constitute a more systematic failure. Governance theory addresses issues of power, but it does not recognise the many important spatially contingent and relational forms of power that are exercised in actual governing practice. For example, it frequently overlooks spatial practices and strategies, such as ‘scale jumping, ‘rescaling’ and the discursive redrawing of governing boundaries. This book exposes some of these spatial power relationships, showing that the presence of such relationships has implications for accountability and effective policymaking. In sum, this book explores some of the ways in which we might better understand governance practice using theories of scale and relational concepts of power, and in the process it offers a critique and rethinking of governance theory. These reflections are made on the basis of an in-depth case study of the attempted pursuit of ‘good governance’ in the European Union via institutional reforms, focusing particularly on the thorny and fascinating case of North Sea fisheries management.
