Book excerpt: The issues that increasingly dominate the 21st century cannot be solved by any single country acting alone, no matter how powerful. To manage the global economy, prevent runaway environmental destruction, reign in nuclear proliferation, or confront other global challenges, we must cooperate. But at the same time, our tools for global policymaking - chiefly state-to-state negotiations over treaties and international institutions - have broken down. The result is gridlock, which manifests across areas via a number of common mechanisms. The rise of new powers representing a more diverse array of interests makes agreement more difficult. The problems themselves have also grown harder as global policy issues penetrate ever more deeply into core domestic concerns. Existing institutions, created for a different world, also lock-in pathological decision-making procedures and render the field ever more complex. All of these processes - in part a function of previous, successful efforts at cooperation - have led global cooperation to fail us even as we need it most. Ranging over the main areas of global concern, from security to the global economy and the environment, this book examines these mechanisms of gridlock and pathways beyond them. It is written in a highly accessible way, making it relevant not only to students of politics and international relations but also to a wider general readership.

Book Synopsis Sustaining Marine Fisheries by : National Research Council
Download or read book Sustaining Marine Fisheries written by National Research Council and published by National Academies Press. This book was released on 1999-03-19 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fluctuations and declines in marine fish populations have caused growing concern among marine scientists, fisheries managers, commercial and recreational fishers, and the public. Sustaining Marine Fisheries explores the nature of marine ecosystems and the complex interacting factors that shape their productivity. The book documents the condition of marine fisheries today, highlighting species and geographic areas that are under particular stress. Challenges to achieving sustainability are discussed, and shortcomings of existing fisheries management and regulation are examined. The volume calls for fisheries management to adopt a broader ecosystem perspective that encompasses all relevant environmental and human influences. Sustaining Marine Fisheries offers new approaches to building workable fisheries management institutions, improving scientific data, and developing management tools. The book recommends ways to change current practices that encourage overexploitation of fish resources. It will be of special interest to marine policymakers and ecologists, fisheries regulators and managers, fisheries scientists and marine ecologists, fishers, and concerned individuals.

Download or read book The Community Development Quota Program in Alaska written by Committee to Review the Community Development Quota Program and published by National Academies Press. This book was released on 1999-05-17 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book reviews the performance and effectiveness of the Community Development Quotas (CDQ) programs that were formed as a result of the Sustainable Fisheries Act of 1996. The CDQ program is a method of allocating access to fisheries to eligible communities with the intent of promoting local social and economic conditions through participation in fishing-related activities. The book looks at those Alaskan fisheries that have experience with CDQs, such as halibut, pollock, sablefish, and crab, and comments on the extent to which the programs have met their objectives--helping communities develop ongoing commercial fishing and processing activities, creating employment opportunities, and providing capital for investment in fishing, processing, and support projects such as infrastructure. It also considers how CDQ-type programs might apply in the Western Pacific.
Book Synopsis Who Owns America's Fisheries? by : Seth Macinko
Download or read book Who Owns America's Fisheries? written by Seth Macinko and published by Island Press. This book was released on 2002 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: America's commercial fisheries are in jeopardy. With a significant percentage of the nation's fisheries depleted and fish populations declining in many regions, the health of the broader marine environment is also threatened. What should be done to reverse the decline and restore fish populations is a matter of much debate. However, most experts agree that our fisheries are not being managed in ways that will ensure the steady employment of fishermen and that will provide a dependable future supply of seafood to consumers. There are those who believe that privatizing our fisheries is the best means to address the present crisis. The potential that privatization has to resolve a number of the problems currently plaguing our fisheries is undeniably attractive. However, as pointed out by prominent economists Seth Macinko and Daniel W. Bromley in Who Owns America's Fisheries?, unless certain key provisions are incorporated into IFQ programs, the health and stability of our fisheries are not only unlikely to improve, the deterioration of them may actually be accelerated.

Download or read book FISHES GULF MAINE ED 3E written by Collette Bb and published by Smithsonian. This book was released on 2002-06-17 with total page 748 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fifteen years in the making, this updated edition raises the high standard of Bigelow and Schroeder's 1953 reference by drawing from a much larger base of information. Thirty-eight experts in fisheries biology and ichthyology clearly distill the enormous amount of knowledge gained during the past fifty years, including distribution figures from thirty years of annual trawl surveys; food habit accounts from surveys of the stomach contents of more than 30,000 fishes; and egg distribution data from a survey exceeding 10,000 samples. The contributors update Bigelow and Schroeder's 1953 material while presenting a wealth of new information, including thirty-three additional species accounts. By adding fifty percent more material and focusing the volume on data, the editors address the needs of today's biologists, the commercial fishing industry, and marine enthusiasts, and ensure that Bigelow and Schroeder's Fishes of the Gulf of Maine, Third Edition, will become the standard work in the field for the next fifty years.

Book Synopsis Ecosystem-Based Fisheries Management by : Jason Link
Download or read book Ecosystem-Based Fisheries Management written by Jason Link and published by Cambridge University Press. This book was released on 2010-10-07 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Responsible fisheries management is of increasing interest to the scientific community, resource managers, policy makers, stakeholders and the general public. Focusing solely on managing one species of fish stock at a time has become less of a viable option in addressing the problem. Incorporating more holistic considerations into fisheries management by addressing the trade-offs among the range of issues involved, such as ecological principles, legal mandates and the interests of stakeholders, will hopefully challenge and shift the perception that doing ecosystem-based fisheries management is unfeasible. Demonstrating that EBFM is in fact feasible will have widespread impact, both in US and international waters. Using case studies, underlying philosophies and analytical approaches, this book brings together a range of interdisciplinary topics surrounding EBFM and considers these simultaneously, with an aim to provide tools for successful implementation and to further the debate on EBFM, ultimately hoping to foster enhanced living marine resource management.
Book Synopsis Dynamic Optimization and Mathematical Economics by : Pan-Tai Liu
Download or read book Dynamic Optimization and Mathematical Economics written by Pan-Tai Liu and published by Springer Science & Business Media. This book was released on 2013-03-09 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: As an outgrowth of the advancement in modern control theory during the past 20 years, dynamic modeling and analysis of economic systems has become an important subject in the study of economic theory. Recent developments in dynamic utility, economic planning, and profit optimiza tion, for example, have been greatly influenced by results in optimal control, stabilization, estimation, optimization under conflicts, multi criteria optimization, control of large-scale systems, etc. The great success that has been achieved so far in utilizing modern control theory in economic systems should be attributed to the effort of control theorists as well as economists. Collaboration between the two groups of researchers has proven to be most successful in many instances; nevertheless, the gap between them has existed for some time. Whereas a control theorist frequently sets up a mathematically feasible model to obtain results that permit economic interpretations, an economist is concerned more with the fidelity of the model in representing a real world problem, and results that are obtained (through possibly less mathematical analysis) are due largely to economic insight. The papers appearing in this volume are divided into three parts. In Part I there are five papers on the application of control theory to economic planning. Part II contains five papers on exploration, exploita tion, and pricing of extractive natural resources. Finally, in Part III, some recent advances in large-scale systems and decentralized control appear.
