Book excerpt: Recreational fishing in the United States is an important social and economic component of many marine fisheries, with an estimated 14 million anglers making almost 82 million fishing trips in 2004. Although each individual angler typically harvests a small number of fish, collectively these sport fisheries can take a significant fraction of the yearly catch-in some cases more than commercial fisheries. For example, in 1999, recreational fishing accounted for 94% of the total catch of spotted sea trout, 76% of striped bass and sheephead, and 60 percent of king mackerel. It is important that systems used to monitor fishing catch are adequate for timely management of recreational fisheries. However, the large number of anglers and access points makes monitoring recreational fishing much more difficult than monitoring commercial fishing. This report reviews the types of survey methods used to estimate catch in recreational fisheries, including state/federal cooperative programs. The report finds that both telephone survey and onsite access components of the current monitoring systems have serious flaws in design or implementation. There are also several areas of miscommunication and mismatched criteria among designers of surveys, data collectors, and recreational fisheries. The report recommends that a comprehensive, universal sampling frame with national coverage should be established, and that improvements should be made in statistical analysis of the data collected and in the ways the data are communicated. A permanent and independent research group should be established and funded to evaluate the statistical design and adequacy of recreational fishery surveys and to guide necessary modifications or new initiatives.

Book excerpt: Several decades ago, the efforts of public administrations were concentrated on developing fisheries and aquaculture and ensuring growth in production and consumption. Then, in the 1980s, as many resources became fully or overexploited, the attention of policy-makers began to focus instead on fisheries management, in addition to development of aquaculture. Subsequent recognition of the many failures in management have now led FAO member countries and other relevant stakeholders to broaden the approach and governance, that is, the sum of the legal, social, economic and political arrangements used to manage fisheries and aquaculture in a sustainable manner is currently seen as a necessary context for management and is becoming the main concern. Aquaculture continues to expand, while marine capture fisheries - when summed together worldwide - seem to have reached a ceiling. Reflecting the growing importance of aquaculture, The State of World Fisheries and Aquaculture ends with a discussion of the challenges that aquaculture is facing as well as of the opportunities that are open to the sector. The discussion is based on a prospective analysis of the aquaculture sector worldwide, which was undertaken by FAO in the past two years. [Includes the fourth edition of the FAO World Fisheries and Aquaculture Atlas CD-ROM, a comprehensive and global view of marine and inland caputre fisheries and aquaculture (available in English)]

President Grant signed legislation in 1871 establishing the United States Fish Commission. During the 100 years that followed, Federal fishery programs have grown but at times these programs have been placed in different organizations of the Government under different titles. In October 1970, the National Oceanic and Atmospheric Administration (NOAA) was established in the United States Department of Commerce. Most of the programs of the Bureau of Commercial Fisheries and the marine game fish research program of the Bureau of Sport Fisheries and Wildlife of the Department of the Interior were transferred to NOAA The National Marine Fisheries Service is now the entity in NOAA responsible for Federal activities in marine fisheries. This volume was prepared by the former Bureau of Commercial Fisheries, and thus is concerned with marine and fresh-water commercial fishing activities.

Book excerpt: Aquaculture is developing, expanding and intensifying in almost all regions of the world, except in sub-Saharan Africa. Although the sector appears to be capable of meeting the gap between future demand and supply for aquatic food, there are many constraints and challenges which must be addressed in order to at least maintain the present level of per capita consumption at the global level. Key issues are the need for enhanced enforcement of regulation and better governance of the sector, as well as greater producer participation in the decision-making and regulation process. This publication examines past trends in aquaculture development as well as the current global status, drawing on a number of national and regional reviews.

Book excerpt: The Law Library presents the complete text of the Atlantic Highly Migratory Species - 2006 Consolidated Highly Migratory Species Fishery Management Plan - Amendment 4 (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 This fishery management plan (FMP) amendment addresses Atlantic highly migratory species (HMS) fishery management measures in the U.S. Caribbean territories including Puerto Rico and the U.S. Virgin Islands. There are substantial differences between some segments of the U.S. Caribbean HMS fisheries and the HMS fisheries that occur off the mainland of the United States, including: Limited fishing permit and dealer permit possession; smaller vessels; limited availability of processing and cold storage facilities; shorter trips; limited profit margins; and high local consumption of catches. These differences create an awkward fit between current federal HMS fishery regulations and the traditional operation of small-scale Caribbean HMS fisheries, and some small-scale commercial fishermen in the Caribbean may not be currently operating consistently with HMS fishing and dealer reporting requirements. NMFS is implementing management measures through this rulemaking that amend the HMS fishery management regulations in the U.S. Caribbean territories of Puerto Rico and the U.S. Virgin Islands to better manage the traditional small-scale commercial HMS fishing fleet in the U.S. Caribbean Region, enhance fishing opportunities and improve profits for the fleet, and to provide us with an improved capability to monitor and sustainably manage those fisheries. This final rule creates an HMS Commercial Caribbean Small Boat (CCSB) permit, which allows fishing for and sale of bigeye, albacore, yellowfin, and skipjack (BAYS) tunas, Atlantic swordfish, and Atlantic sharks within local U.S. Caribbean markets. Management measures under the CCSB permit include specific species authorizations and retention limits, reporting requirement modifications, specific gear authorizations, vessel size restrictions, and mandatory workshop training. Additionally, NMFS stipulates that the CCSB permit cannot be held in combination with any other HMS permit. This ebook contains: - The complete text of the Atlantic Highly Migratory Species - 2006 Consolidated Highly Migratory Species Fishery Management Plan - Amendment 4 (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition) - A dynamic table of content linking to each section - A table of contents in introduction presenting a general overview of the structure
