Available in PDF, EPUB and Kindle. Book excerpt: Its highly fragmented structure of local governments and serious horizontal fiscal imbalances make Switzerland a surprisingly powerful model for Eastern European countries that are currently facing the challenge of fiscal decentralization. In spite of the substantial differences in the tradition and current practice of intergovernmental fiscal relations, transition economies may learn valuable lessons from the Swiss case in the fields of direct democracy, horizontal cooperation, expenditure and revenue assignment, and fiscal discipline. Among other conclusions, the authors suggest that subnational authorities can effectively fend off recentralization attempts of the central government if they engage in spontaneous cooperation to enhance the efficiency of public service provision. Together with an adequate fiscal equalization scheme, interjurisdictional cooperation also permits the reconciliation of the objective of an increasing devolution of powers with the existing regional disparities. The authors also show that the principle of subsidiarity can best be safeguarded by anchoring the expenditure and revenue powers of subnational governments in the constitution or in a similarly strong law. With regard to fiscal discipline, the combination of a "golden rule" with direct democratic instruments of budget control is proven to be successful in enhancing the accountability of local politicians toward their constituencies.

Considera que, aunque las politicas fiscales no son el instrumento mas apropiado para responder a las perturbaciones economicas, son inevitables por razones politicas. Book Synopsis Fiscal Decentralisation, Local Government and Policy Reversals in Southeastern Europe by : William Bartlett
Download or read book Fiscal Decentralisation, Local Government and Policy Reversals in Southeastern Europe written by William Bartlett and published by Springer. This book was released on 2018-10-31 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited collection provides a comprehensive geographic and chronological overview of the decentralisation processes in the successor states of former Yugoslavia and Albania during their transition and EU integration years, from 1990 until 2016. These countries present a unique laboratory for the analysis of economic, social and political change, having traversed armed conflicts, dramatic economic and political changes, and EU pre-accession processes involving deep institutional reform. They have also endured the Eurozone crisis, which has led to high levels of unemployment, wide fiscal gaps and dangerously high levels of indebtedness. Observing the quarter century-long transition from socialism to capitalism through the prism of decentralisation sheds new light on studying the political economy of the region and the current status of the individual countries in terms of economic development and their EU integration progress. The contributors enrich the wider literature on fiscal decentralisation in transition countries by exploring several broad questions on democratisation, the political economy of post-communist transition, the role of external actors in policy transfer and the issue of financial stability in the post-crisis period.
Book Synopsis German Federalism in Transition by : Carolyn Rowe
Download or read book German Federalism in Transition written by Carolyn Rowe and published by Routledge. This book was released on 2013-10-18 with total page 219 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federalism in Germany has come to be viewed as the root cause of the country’s current economic and social malaise. The federal political system which contributed enormously to the economic success and political stability of West Germany is now said to be outdated, overburdened and unworkable. German federalism is now widely seen as being synonymous with Reformstau (reform blockage) and Stillstand (inertia). Critics argue that the system urgently needs to change if Germany is to continue to compete in the global system. This major new text offers a unique scholarly evaluation of the major recent attempts to overhaul Germany’s federal political architecture. It brings together thematic chapters by leading authorities on German federalism to provide a comprehensive assessment of the reform processes to date, their inception, scope, objectives and outputs. The contributions provide new insights into the dynamics of reform in key policy areas such as economic policy, Europe and the tax equalisation system, as well as in the institutional frameworks for decision-making. It will be essential reading for students of Germany, its politics, law and economics. This book was published as a special issue of the German Politics.

Download or read book Fiscal Reform in European Economies in Transition written by Mr.George Kopits and published by International Monetary Fund. This book was released on 1991-04 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most European economies in transition are engaged in public sector reform aimed mainly at replacing the previous fiscal system subordinated to the central plan with a system where fiscal instruments can make a distinct contribution to stabilization, equity, and efficiency. This paper examines past progress and future tasks in major reform areas: taxation, subsidies, social security, public investment, public enterprises, government debt, and intergovernmental relations. An overview of the fiscal reform process suggests that the contraction and restructuring of government operations are not likely to materialize soon and that there is a serious risk of widening fiscal imbalances during the transition.

This book was released on 1997-09-10 with total page 1146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past few decades, a clear trend has emerged worldwide toward the devolution of spending and, to a lesser extent, revenue-raising responsibilities to state and local levels of government. One view is that the decentralization of spending responsibilities can entail substantial gains in terms of distributed equity and macroeconomic management. The papers in this volume, edited by Teresa Ter-Minassian, examine the validity of these views in light of theoretical considerations, as well as the experience of a number of countries.
