Studies of the urban high school principalship lack a "thick description" (Geertz, 1973) of the principals' hour-by-hour daily challenges and the way principals think about those challenges. The purpose of the study was to describe and analyze the urban high school principalship from an in-depth perspective of a principal involved in an intense high school reform effort at his school. The principal in focus is also the author of the study. This study utilized a qualitative exploratory case study design detailing, describing, and analyzing the principal's activities, thinking, and leadership qualities. The unique strength of the exploratory case study is its ability to deal with a full variety of evidence beyond what might be available in a conventional historical study. This study will add to the "neglected area of inquiry" of exploring the internal mental processes and practices cited by Leithwood (1988). The findings of this study, the in-depth description and analysis of the urban high school principalship, revealed clear themes of thinking, questioning, and confrontation of conflicts I experienced as a principal. The findings of this study identified two final emergent themes that captured recurring patterns of significance. They reflect the complexity of educational reform, not only in the pursuit of addressing high-stakes accountability measures, closing the achievement gap, and preparing students for college, but also in the developing thoughts in the mind of the practicing principal. It is important that, in the context of complex educational reform, principals would practice the discipline of deep reflection and critical analysis of their leadership practices to ensure they are leading schools where students are achieving meaningful learning. This research also serves as a springboard for further research and for informing the practice of those who are principals and for those who are preparing to be principals.

This report examines the actions and perceived working conditions of first-year principals, relating information on those factors to subsequent school achievement and principal retention. The study is based on multiple sources of data that were collected to support the RAND Corporation0́9s seven-year formative and summative evaluation of New Leaders. New Leaders is an organization that recruits, selects, prepares, and supports school leaders to serve in urban schools. The authors found that (1) over one-fifth of new principals leave within two years, and those placed in schools that failed to meet adequate yearly progress targets are more likely to leave; (2) there were no strong relationships among principals0́9 time allocation, student achievement, and retention; (3) teacher capacity and cohesiveness were the school and district conditions most strongly related to student outcomes; (4) principals0́9 reported future plans were not strongly related to retention.

Book excerpt: Lyon City School District (CSD), an urban center located in up-state New York serves over 37,000 students spending $9,900 annually with 91% of its students receiving free or reduced lunches and 74% of its population classified as racial minorities. Lyon CSD also possesses the second highest number of SURR schools outside of New York City under No Child Left Behind Act of 2001 (NCLB) regulations. Bearing this in mind, as well as the increasingly critical eye cast on the actions of high school principals in an era of accountability reforms, this study posed the following three questions: (1) What are high school principals' perceptions of high-stakes, standardized assessments; (2) What are their self-described daily practices in response to these assessments; and (3) To what extent are their self-described practices consistent with their perceptions? Six principals from Lyon were selected to represent the three main categories of NCLB school classification, AYP, SRAP, and SURR, and participated in multi-part, three-session interviews. The first two interviews focused on gaining an understanding of these principals' perceptions of standardized assessments with the final interview focusing on their daily practices in response to these assessments. Principals reported that: (1) instructional time is perceived as lost as a result of the assessments; (2) classroom pedagogy is often becoming standardized and reduced to a skill and drill process; (3) external social factors are a significant negative influence on students' academic performance; and (4) intensification of cognitive and emotional demands and stress on students and teachers resulted in less attention to students' social and emotional well-being. Principals' responses also suggested that: improved test scores serve as the principals' de facto school vision; test data, while delayed in being returned, are not often used for diagnostic purposes; and curricula are being narrowed with the inclusion of tested subjects such as reading in other non-tested subjects in ways that suggest displacement of, rather than a claimed integration with, other subject matter.
