They were submitted after the fullest consideration and as a result of repeated conferences with those qualified to furnish information regard ing the various matters to which reference is made. It is fair to assume that Congress, in establishing the Department, contemplated not only the grouping together of certain bureaus then existing and the organization of the new bureaus and offices provided for, but also their proper consolidation and readjustment, to the end that the entire Department, when fully organized, should by expan sion into the new field it was created to occupy accomplish all the purposes named in the organic act. Merely to appropriate a sufficient sum for the administration of the several bureaus transferred on July 1, and for a skeleton organization of the new bureaus, would fall far short of meeting those purposes. If the Department is to realize in any considerable degree the expectations of the framers of the legislation creating it and of the great interests it is expected to cooperate with and advance, it must have adequate appropriations. The act establishing the Department was passed late in the last regular session of Congress, and it was impossible to give full consideration to its needs. I most earnestly recommend that the Department be now equipped to do properly and effectively its important work. Pepper investigated Colombia, Ecuador, Bolivia, Peru, and Chile, reporting with frequency and fullness on conditions in those countries, and the opportunities offered for extending sales of American products and the introduction of articles now unknown in those markets. The preliminary reports were published and dis seminated immediately following the1r receipt. A review of his work in each country was also prepared by Mr. Pepper and published in pamphlet form. Arthur B. Butman prosecuted inquiries in Cuba, Porto Rico, Jamaica, and Mexico, paying particular attention to the trade in boots and shoes. Numerous preliminary reports were furnished in regard to general trade conditions, and manufacturers and merchants were advised and admonished as to methods by which trade with the United States could be largely promoted. In addition to preliminary reports Mr. Butman furnished a review of trade conditions in Mexico, which was prepared for publication and transmission to Congress. Book excerpt: Excerpt from Report of the Director to the Secretary of Commerce and Labor: Concerning the Administration of the Permanent Bureau The skeleton organization of the four main divisions referred to, each in charge of a chief statistician, will be preserved intact, but a system of general cooperation and collaboration between all of the divisions will be established, under which it will be feasible to concentrate most of the clerical force of the bureau on single investigations, thereby greatly increasing the celerity with which single special reports can be prepared and published. Incidentally the new plan of administration will familiarize the entire staff and clerical force of the bureau with all branches of census work, thus making them all available for efficient Service at any given time at the point where their work can be utilized to the best advantage. One or two of the investigations actually begun under my predecessor may be somewhat delayed by this new arrangement of'the work; but all future investigations will be so scheduled that no more than one or two of them will be in progress at the same time; and the net result will be to increase greatly the speed with which future reports can be completed.
