Book excerpt: In the past several years, some energy technologies that inject or extract fluid from the Earth, such as oil and gas development and geothermal energy development, have been found or suspected to cause seismic events, drawing heightened public attention. Although only a very small fraction of injection and extraction activities among the hundreds of thousands of energy development sites in the United States have induced seismicity at levels noticeable to the public, understanding the potential for inducing felt seismic events and for limiting their occurrence and impacts is desirable for state and federal agencies, industry, and the public at large. To better understand, limit, and respond to induced seismic events, work is needed to build robust prediction models, to assess potential hazards, and to help relevant agencies coordinate to address them. Induced Seismicity Potential in Energy Technologies identifies gaps in knowledge and research needed to advance the understanding of induced seismicity; identify gaps in induced seismic hazard assessment methodologies and the research to close those gaps; and assess options for steps toward best practices with regard to energy development and induced seismicity potential.

The stages include: (1) acquiring water to be used for hydraulic fracturing (Water Acquisition), (2) mixing the water with chemical additives to prepare hydraulic fracturing fluids (Chemical Mixing), (3) injecting the hydraulic fracturing fluids into the production well to create fractures in the targeted production zone (Well Injection), (4) collecting the wastewater that returns through the well after injection (Produced Water Handling), and (5) managing the wastewater via disposal or reuse methods (Wastewater Disposal and Reuse). EPA found scientific evidence that hydraulic fracturing activities can impact drinking water resources under some circumstances. The report identifies certain conditions under which impacts from hydraulic fracturing activities can be more frequent or severe.

Book excerpt: New applications of horizontal drilling techniques and hydraulic fracturing, in which water, sand, and chemical additives are injected under high pressure to create and maintain fractures in underground formations, allow oil and natural gas from shale formations (known as 'shale oil' and 'shale gas') to be developed. As exploration and development of shale oil and gas have increased, including in areas of the country without a history of oil and natural gas development, questions have been raised about the estimates of the size of these resources, as well as the processes used to extract them. GAO was asked to determine what is known about the (1) size of shale oil and gas resources and the amount produced from 2007 through 2011 and (2) environmental and public health risks associated with the development of shale oil and gas. GAO reviewed estimates and data from federal and nongovernmental organizations on the size and production of shale oil and gas resources. GAO also interviewed federal and state regulatory officials, representatives from industry and environmental organizations, oil and gas operators, and researchers from academic institutions. GAO is not making any recommendations in this report. We provided a draft of this report to the Department of Energy, the Department of the Interior, and the Environmental Protection Agency for review. The Department of the Interior and the Environmental Protection Agency provided technical comments, which we incorporated as appropriate. The Department of Energy did not provide comments.
