Book excerpt: Participation in recurrent education and the financing of recurrent education are discussed from the experiences of countries belonging to the Organisation for Economic Co-operation and Development. Recurrent education encompasses lifelong learning. The influences of socioeconomic and technological change on recurrent education and employment are addressed. Two approaches to assess participation in recurrent education are considered: an individual/psychological approach and a statistical approach. A research review of participation in recurrent education covers theories of motivation and analysis of valence and expectancy in terms of adult education. Included is an outline of findings of specific studies concerning adults' motives for participation in education, impediments to recruitment, and the influence of adults' self-evaluation on participation. A model accounting for participation in adult education is presented. Power within the workplace and the economy and implications for recurrent education are also addressed. Current financing modes and the costs and benefits of recurrent education are covered. A 7-page bibliography and 13 tables are included. (SW)

Available in PDF, EPUB and Kindle. Book excerpt: The persistently increasing scale and complexity of government, of quasi public organizations, and of private organizations pose many problems in the economics of collective choice. Moreover, education as a quasi-public good has drawn ever more heavily on public budgets. Yet economic research into collective behavior with respect to education has been sparse (with the partial exception of recent work on teacher unions). In view of these trends, it was decided that the third conference under the Ford-sponsored UK. jUS. Pro gramme in the Economics of Education should make the high-risk effort of encouraging and bringing together studies relating to collective choice in education, with some emphasis on studies in educational finance. The con ference exploited opportunities for an exchange of ideas between economists in the United Kingdom and in the United States; there were special gains that could come from such an interchange. British and American economists do share a common inheritance that goes back to Benthamite utilitarianism and a common training in neo-classical economic theory even when one or both of these is challenged (which happens, of course, on both sides of the Atlantic). They share also a culture of political democracy despite important dissimilar ities in governmental structures and institutions. These commonalities and contrasts facilitate comparative testing of analyses developed in either setting.

Available in PDF, EPUB and Kindle. Book excerpt: Controversies over the merits of public and private education have never been more prominent than today. This book evaluates public and private schooling, especially in regard to choices families must make for their children. While choice among publics schools is widely advocated today by families and states, public support for private education - including vouchers, tax credits, charter schools, and private contracting - is politically controversial. The authors accessibly describe what research shows as to the effects - for communities and children - of these approaches. They move beyond school choice to show how other factors - most notably the family - have a strong effect on a child's educational success. The book helps educators and parents better understand the rapidly changing educational environment and the important choices they make in educating the nation's children.
