Book excerpt: This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.

Book excerpt: This Selected Issues paper analyzes the unconventional energy boom in North America, and its macroeconomic implications and challenges for Canada. The unconventional energy boom has had significant positive effects on Canada’s economic activity and has the potential to contribute even more in the future with the appropriate extension of infrastructure capacity. The findings suggest that although limited exports capacity would result in output losses over the medium term, the potential output gains from a full market access of Canada’s energy products could reach about 2 percent of GDP over a 10-year horizon.

Book excerpt: From the back cover: The papers in this ground breaking book constitute a unique collection of information about the underground economy and how it is manifested in a variety of countries. Section One attempts to measure Canada's underground economic activity and provides a specific estimate of the impact that tax changes have on its size. It also looks at the problems of tax evasion and tax avoidance. Section Two deals with the size of the underground substance economy, the legal aspects of tlhe underground economy in the United States, and an asseeement of the economic activities of the Mafia. Section Three analyzes the underground economy abroad, specifically in the United States, Britain, Mexico, Peru, Chile, Russia and China. The fourth section returns to Canada and examines some policy implications of the underground economy. A survey detailed in Section One shows that a majority of Canadians believe that they do not receive enough benefits for the taxation they pay. Section Four offers a solution to the problem of tax evasion and underground economic activity; the adoption of user fees and user taxes.

Book excerpt: From the back cover: In this study, Arthur Donner examines seven capital market issues that have signigicant economic impact and are affected by public policy. Interest rates, inflation and energy are at the centre of the issues he discusses: -- the impact of central bank monetarism on capital markets; -- the problems of raising sufficient capital in Canada to finance energy megaprojects; -- the barriers to "Canadianization" of the oil and gas industry ceated by Canada's weak balance of payments situtation; -- the shift of economic power to western Canada and the prospect of increased competition among provinces for new investment. Also examined are the financing of pension funds, the state of housing finance and the interaction between inflation and capital markets. Donner finds that at the root of all capital market problems are the same factors - high inflation, high and volatile interest rates, and saving and investment distortions caused by the interaction of inflation and the tax system.

Book excerpt: This paper examines the macroeconomic implications of rising government debt in Canada and the short-run costs and long-run benefits of stemming the rise. The discussion begins with an evaluation of the long-run consequences of increasing government indebtedness, first based on the simple arithmetic of the government's long-run budget constraint, and then based on simulations of the Bank of Canada's main model of the Canadian economy, which incorporates several channels through which government debt may affect real economic activity. The principal conclusion is that the main economic cost of higher government debt is a lower sustainable level of domestic consumption. Simulations with the full dynamic model highlight the trade- off of short-run loss for long-run gain presented by deficit reduction. There are important short-run costs of stemming a rise in debt. However, the results of this paper show that substantial net gains are obtained from doing so, since the present value of the permanent long-term gains in consumption far outweigh these short-term costs. The simulations also suggest that a fiscal contraction would require an easing of monetary conditions relative to what they would have otherwise been to maintain an inflation target.

Book excerpt: The October 2019 Global Financial Stability Report (GFSR) identifies the current key vulnerabilities in the global financial system as the rise in corporate debt burdens, increasing holdings of riskier and more illiquid assets by institutional investors, and growing reliance on external borrowing by emerging and frontier market economies. The report proposes that policymakers mitigate these risks through stricter supervisory and macroprudential oversight of firms, strengthened oversight and disclosure for institutional investors, and the implementation of prudent sovereign debt management practices and frameworks for emerging and frontier market economies.

Available in PDF, EPUB and Kindle. Book excerpt: The importance of government in the modern economy is enormous though difficult to measure. It is a producer, owner, regulator, subsidizer, and income redistributor, as well as a protector of the consumer and society. There is perhaps no line of economic activity that is not to some degree influenced by government, for it has permeated practically every aspect of economic life. This book covers most aspects of the economics of the public sector in Canada. Its design and structure permits its use as a textbook or a primary supplementary source in a variety of courses on government economic and social policies for which readers require little background in economic theory.
