Book excerpt: Land-based financing of urban infrastructure is growing in importance in the developing world. Why is it so difficult to finance urban infrastructure investment, when land values typically increase by more than the cost of investment? Unlocking Land Values to Finance Urban Infrastructure examines the theory underlying different instruments of land-based finance, such as betterment levies, developer exactions, impact fees, and the exchange of publicly owned land assets for infrastructure. It provides a wealth of case-study illustrations of how different land-based financing tools have been implemented, and the lessons learned from these experiences. This practical guide is designed to help expand the role of land-based financing in urban capital budgets in a way that strengthens urban infrastructure finance and urban land markets.

Available in PDF, EPUB and Kindle. Book excerpt: World Bank Technical Paper No. 369. Hydropower and irrigation projects involving reservoirs can displace thousands of people from their traditional lands and deprive them of their livelihoods. If poorly planned, they can also lead to environmental degradation. Solutions to these problems must be found--solutions that are technically feasible, sustainable, environmentally appropriate, and acceptable to the people who are resettled. This paper explains how the planned, integrated development of fishery ecosystems in reservoirs not only can mitigate the negative social consequences of dam construction, but also can enhance the economic benefits from hydropower and irrigation projects in many developing countries. The paper draws on the success of fish farming efforts in the Saguling and Cirata reservoirs in Java, which attests to the potential for creating employment in reservoirs that are in place and under construction around the world.

Book excerpt: First, the book documents the evolution of Asia's infrastructure over the past half-century and reviews existing literature on the role of infrastructure investment in supporting growth and social development. It highlights the positive impact of mass transit investments on land and property values, and the possibility of taxing the increase in values to finance these investments. It then examines Asia's current practices and new solutions that can help meet the infrastructure gap. It discusses the role of institutions, how innovation can foster energy infrastructure investments, and the role of bond markets in infrastructure investments. The book explores ASEAN+3 efforts in developing local currency bond markets to provide long-term local financing for infrastructure investment while providing financial resilience. It also examines the use of green bonds to finance sustainable growth in Asia.

Book excerpt: This paper examines trends in infrastructure investment and its financing in low-income developing countries (LIDCs). Following an acceleration of public investment over the last 15 years, the stock of infrastructure assets increased in LIDCs, even though large gaps remain compared to emerging markets. Infrastructure in LIDCs is largely provided by the public sector; private participation is mostly channeled through Public-Private Partnerships. Grants and concessional loans are an essential source of infrastructure funding in LIDCs, while the complementary role of bank lending is still limited to a few countries. Bridging infrastructure gaps would require a broad set of actions to improve the efficiency of public spending, mobilize domestic resources and support from development partners, and crowd in the private sector.

Book excerpt: "Briceno, Estache, and Shafik review the evidence on the state of infrastructure in the developing world, emphasizing the investment needs and the emerging policy issues. While their assessment is seriously constrained by data gaps, they provide useful insights on the main challenges ahead, emphasizing that, in addition to the widely discussed access problems, the poorest also face major affordability and service quality issues which were not well addressed by the reforms of the 1990s. The authors make a case for a stronger commitment of the international community to generate the information needed to assess and monitor infrastructure needs and policies. This paper--a product of the Office of the Vice President, Infrastructure Network--is part of a larger effort in the network to upgrade economic and policy work in infrastructure"--World Bank web site.

Book excerpt: This paper investigates the emerging global landscape for public-private co-investments in infrastructure. The creation of the Asian Infrastructure Investment Bank and other so-called “infrastructure investment platforms” are an attempt to tap into the pool of both public and private long-term savings in order to channel the latter into much needed infrastructure projects. This paper puts these new initiatives into perspective by critically reviewing the literature and experience with public private partnerships in infrastructure. It concludes by identifying the main challenges policy makers and other actors will need to confront going forward and to turn infrastructure into an asset class of its own.

Book excerpt: Governments have long recognized the vital role that modern infrastructure services play in economic growth and poverty alleviation. For much of the post-Second World War period, most governments entrusted delivery of these services to state-owned monopolies. But in many developing countries, the results were disappointing. Public sector monopolies were plagued by inefficiency. Many were strapped for resources because governments succumbed to populist pressures to hold prices below costs. Fiscal pressures, and the success of the pioneers of the privatization of infrastructure services, provided governments with a new paradigm. Many governments sought to involve the private sector in the provision and financing of infrastructure services. The shift to the private provision that occurred during the 1990s was much more rapid and widespread than had been anticipated at the start of the decade. By 2001, developing countries had seen over $755 billion of investment flows in nearly 2500 infrastructure projects. However, these flows peaked in 1997, and have fallen more or less steadily ever since. These declines have been accompanied by high profile cancellations or renegotiations of some projects, a reduction in investor appetite for these activities and, in some parts of the world, a shift in public opinion against the private provision of infrastructure services. The current sense of disillusionment stands in stark contrast to what should in retrospect be surprise at the spectacular growth of private infrastructure during the 1990s.
