Available in PDF, EPUB and Kindle. Book excerpt: In a relatively short time, the American state developed from a weak, highly decentralized confederation composed of thirteen former English colonies into the foremost global superpower. This remarkable institutional transformation would not have been possible without the revenue raised by a particularly efficient system of public finance, first crafted during the Civil War and then resurrected and perfected in the early twentieth century. That revenue financed America's participation in two global wars as well as the building of a modern system of social welfare programs. Sheldon D. Pollack shows how war, revenue, and institutional development are inextricably linked, no less in the United States than in Europe and in the developing states of the Third World. He delineates the mechanisms of political development and reveals to us the ways in which the United States, too, once was and still may be a "developing nation." Without revenue, states cannot maintain political institutions, undergo development, or exert sovereignty over their territory. Rulers and their functionaries wield the coercive powers of the state to extract that revenue from the population under their control. From this perspective, the state is seen as a highly efficient machine for extracting societal revenue that is used by the state to sustain itself. War, Revenue, and State Building traces the sources of public revenue available to the American state at specific junctures of its history (in particular, during times of war), the revenue strategies pursued by its political leaders in response to these factors, and the consequential impact of those strategies on the development of the American state.

Book excerpt: Decades before Occupy Wall Street challenged the American financial system, activists began organizing alternatives to provide capital to “unbankable” communities and the poor. With roots in the civil rights, anti-poverty, and other progressive movements, they brought little training in finance. They formed nonprofit loan funds, credit unions, and even a new bank—organizations that by 1992 became known as “community development financial institutions,” or CDFIs. By melding their vision with that of President Clinton, CDFIs grew from church basements and kitchen tables to number more than 1,000 institutions with billions of dollars of capital. They have helped transform community development by providing credit and financial services across the United States, from inner cities to Native American reservations. Democratizing Finance traces the roots of community development finance over two centuries, a history that runs from Benjamin Franklin, through an ill-starred bank for African American veterans of the Civil War, the birth of the credit union movement, and the War on Poverty. Drawn from hundreds of interviews with CDFI leaders, presidential archives, and congressional testimony, Democratizing Finance provides an insider view of an extraordinary public policy success. Democratizing Finance is a unique resource for practitioners, policymakers, researchers, and social investors.

Available in PDF, EPUB and Kindle. Book excerpt: "Edwin Perkins's examination of the development of financial services in North America is the first study to focus on the colonial, confederation, and early national eras, highlighting both the continuities of the colonial past and the sweeping institutional innovations after American independence." "Perkins analyzes virtually every major financial service - the issuance of paper monies, the rise of capital markets to support the trading of stocks and bonds, the emergence of insurance underwriters to cover fire damage on domestic structures and marine losses, and other related activities. He also examines the major political controversies surrounding the American financial system, including the contest between Hamiltonians and Jeffersonians. Perkins argues that the financial services sector was quite sophisticated well before the revolutionary advances in transportation and industry that occurred between the War of 1812 and the Civil War. Moreover, he contends that the maturation of the financial services sector came early, laying a solid base for advancement in other economic sectors after 1815." "An essential work for business and economic historians, as well as specialists in the colonial and early national eras, American Public Finance and Financial Services will enlighten all those interested in better understanding the development of the American economy."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Available in PDF, EPUB and Kindle. Book excerpt: In The Power of the Purse, E. James Ferguson examines the intricate financial history of the American Revolution and the Confederation and connects it to political and constitutional developments in the period. Whether states or Congress should pay the debts of the Revolution and collect the taxes was a pivotal question whose solution would largely determine the country's progress toward national union. Ultimately, says Ferguson, the Revolutionary debt fulfilled an important purpose as a "bond of union." Ferguson's masterful analysis, originally published in 1961, has become a classic among the literature on the American Revolution.

Book excerpt: How does one package and sell confidence in the stability of a nation riven by civil strife? This was the question that loomed before the Philadelphia financial house of Jay Cooke & Company,&8239;entrusted&8239;by the US government with an unprecedented sale of bonds to finance the Union war effort in the early days of the American Civil War.&8239;How the government and its agents marketed these bonds revealed a version of the war the public was willing to buy and buy into, based not just in the full faith and credit of the United States but also in the success of its armies and its long-term vision for open markets. From Maine to California, and in foreign halls of power and economic influence,&8239;thousands of agents were deployed to&8239;sell&8239;a clear message: Union victory was unleashing the American economy itself. This fascinating work of&8239;financial and political history&8239;during&8239;the Civil War&8239;era&8239;shows&8239;how the marketing and sale of bonds crossed the Atlantic to Europe and beyond, helping ensure foreign countries' vested interest in the Union's success. Indeed, David K. Thomson demonstrates how Europe, and ultimately all corners of the globe, grew deeply interdependent on American finance during, and in the immediate aftermath of, the American Civil War.&8239;

This is the first book to tell the story of how foreign-born financial specialists—the immigrant founders Hamilton and Gallatin—solved the fiscal crisis and set the nation on a path to long-term economic prosperity.
