Book excerpt: Back in the early 1990s, economists and policy makers had high expectations about the prospects for domestic capital market development in emerging economies, particularly in Latin America. Unfortunately, they are now faced with disheartening results. Stock and bond markets remain illiquid and segmented. Debt is concentrated at the short end of the maturity spectrum and denominated in foreign currency, exposing countries to maturity and currency risk. Capital markets in Latin America look particularly underdeveloped when considering the many efforts undertaken to improve the macroeconomic environment and to reform the institutions believed to foster capital market development. The disappointing performance has made conventional policy recommendations questionable, at best. 'Emerging Capital Markets and Globalization' analyzes where we stand and where we are heading on capital market development. First, it takes stock of the state and evolution of Latin American capital markets and related reforms over time and relative to other countries. Second, it analyzes the factors related to the development of capital markets, with particular interest on measuring the impact of reforms. And third, in light of this analysis, it discusses the prospects for capital market development in Latin America and emerging economies and the implications for the reform agenda.

Available in PDF, EPUB and Kindle. Book excerpt: "Access to finance is a critical element in any effort to promote development in emerging market economies. In this analysis of the Latin American financial sector, Barbara Stallings and Rogerio Studart examine recent transformations in the region, compare them to related developments elsewhere, and consider where they might lead. They challenge the new literature on finance and development, which argues for the elimination of public-sector banks, substitution of private monitoring for government regulation and supervision, and more complete integration with international capital markets. Rather, the authors advocate a more balanced approach that emphasizes individual country situation and strengthens the institutional context in which financial systems operate." "Case studies illustrate changes occurring in Chile, Mexico, and Brazil - the most sophisticated financial systems in Latin America. The authors place particular emphasis on the need to overcome two types of market failure: the lack of long-term finance for investment and access to credit for small firms. They conclude with policy recommendations for strengthening Latin American banks and capital markets so that they can play a greater role in supporting economic development."--Jacket.

Book excerpt: This paper studies the relation between firm's financing choices and financial globalization. Using an East Asian and Latin American firm-level panel for the 1980s and 1990s, we study how leverage ratios, debt maturity structure, and sources of financing change when economies are liberalized and when firms access capital markets. We find that debt-equity rations do not increase after financial liberalization. However, domestic firms that actually participate in international capital markets extend their debt maturity. Financial liberalization has less effects on firms from countries with more developed domestic financial systems. Leverage ratios increase during crises

Available in PDF, EPUB and Kindle. Book excerpt: Capital market liberalization has been a key battle in the debate on globalization for much of the previous two decades. Many developing countries, often at the behest of international financial institutions such as the IMF, opened their capital accounts and liberalized their domestic financial markets as part of the wave of liberalization that characterized the 1980s and 1990s and in doing so exposed their economies to increased risk and volatility. Now with even the IMF acknowledging the risks inherent in capital market liberalization, the central intellectual battle over the effects of capital market liberalization has for the most part ended. Though this new understanding of the consequences of capital market liberalization is reshaping many policy discussions among academics and international institutions, ideological and vested interests remain. Critical policy debates also remain, such as how much government should intervene and what tools are available. Although capital market liberalization might not produce the promised benefits, many economists and policymakers still worry about the costs of intervention. Do these costs exceed the benefits? What are the best kinds of interventions, under what circumstances? To answer these questions, we have to understand why capital market liberalization has failed to enhance growth, why it has resulted in greater instability, why the poor appear to have borne the greatest burden, and why the advocates of capital market liberalization were so wrong. Bringing together some of the leading researchers and practitioners in the field, this volume provides an analysis of both the risks associated with capital market liberalization and the alternative policy options available to enhance macroeconomic management.

Book excerpt: This report summarizes the papers and associated discussion presented at the Senior Policy Seminar held in Santiago, Chile between 25th and 28th of May, 1992. The seminar involved ministers, central bank governors and senior officials from several Latin American and Asian economies as well as several representatives of international organizations. The central purpose of the seminar was to comparatively assess the wide range of country experiences with financial reform in the two regions, with a view to distilling general lessons. The materials presented were oriented mainly around the diverse experiences of financial policy formulation and implementation during the 1980s and early 1990s. These materials supported discussion of a variety of subthemes, including the management of financial crises, the interaction of financial liberalization with more general economic reforms, the industrial policy aspects of financial reform, and the roles of governments in stimulating the development of specific types of financial markets and institutions. The presentation during the four days included country papers as well as a variety of more general and synoptic papers included in this publication.

Available in PDF, EPUB and Kindle. Book excerpt: Looking at how Latin American countries have coped with the 1994 Mexican crisis and the earlier debt crisis of the 1980s, this book reveals the full extent of what has come to be known as the tequila effect. Written by distinguished economists and financiers from Latin America, the Caribbean, and the United States, the volume also examines the social, political, and economic issues associated with ever-expanding trade and globalization. The book opens with chapters considering the impact of the Mexican crisis on Argentina, Colombia, and Venezuela, and it provides an interesting account of the events leading up to the crisis itself. In the following section, the contributors examine issues of economic growth by considering such topics as the need for a new growth strategy, by comparing the Latin American and Asian economies, and by looking at the Cuban economy from a trading partner's perspective. The final section takes an indepth look at the complex issues of neoliberalist versus neopopulist thinking in shaping Latin America's economic policies for the 21st century.

Book excerpt: Already in the 1960s the four little dragons Hong Kong, Singapore, South Korea and Taiwan started their industrialization moving steadily upwards with increasing growth rates, some of them double-digit in the 1980s. Most significant for these results has been their export-oriented growth strategy capitalizing on low labour costs and opening them up to the world market with all its benefits and pressures. Until today they have attracted quite a lot of foreign investors bringing technology and skills beside the pure capital. Thus, all four countries have reached a more sophisticated level of production and partly even developed into service and financial centres.Combining these developments with the already advanced Japan, the entire Asia-Pacific Region must be seen as an extremely dynamic area often also mentioned as the Pacific Challenge. Thus it is of high interest to examine the determinants of growth behind this challenge, behind the economic success.Because of the specific Asian dimension of the success, especially the Asian mentality, a transfer of the growth strategy can only be possible to a very limited degree. But the Asian experiences can at least be helpful to the formulation of a country related development strategy showing up generally important growth factors. The contributors to this book analyze important factors such as development planning, foreign investment, deregulation, government intervention, human capital, finance and banking (service sector), technology transfer and promotion, trade (export promotion), agriculture and regional cooperation. For this purpose experts in Science and Economics report from their experiences.
