The paper concludes with policy recommendations for achieving the desired outcomes in terms of financial inclusion within the context of Thailand.

In this study, prominent scholars in each country examine recent trends in financial inclusion in seven countries--Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan--for both individuals and small and medium-sized firms (SMEs); institutional and regulatory barriers to the expansion of financial inclusion; and policy options to support greater financial inclusion while maintaining financial stability. The book also examines issues related to the assessment of financial literacy and promotion of financial education to support greater financial inclusion in the region. The adoption of digital payments has been growing at an exponential rate, thanks to various collaborative initiatives between the public and private sectors, as well as competition between financial services providers themselves. In the future, with mobile banking penetration reaching a critical level, competition for digital savings and borrowing products is also expected to be fierce. Although financial technology (FinTech) is expected to promote financial inclusion, and encourage better financial literacy, many challenges remain. This paper first reviews the results from the Thai Households Financial Access and Literacy Survey, a bi-annual survey conducted by the National Statistical Office, in collaboration with the Bank of Thailand, which reflect the current stage of financial inclusion and financial literacy in Thailand, as well as potential areas for improvement. A conceptual framework of the connections between FinTech, financial behavior, and financial knowledge and attitude, is then presented, to reflect the various feedback loops that policies could be used to address. The paper then reviews a three-pronged strategy aimed to promote FinTech, financial inclusion, and financial literacy in Thailand: (1) development of interoperable infrastructures that are key foundations of a digital economy; (2) introduction of supportive laws and regulations that help foster FinTech innovations and; (3) promotion of financial literacy at various fronts for people at various stage of life. The preliminary results of the three-pronged strategy for the provision of financial services, financial behavior, and financial literacy are then discussed. The paper concludes by presenting insights and key learning drawn from the Thai experience, which could also be useful for policy makers in other jurisdictions.

Book excerpt: Digital financial services have been a key driver of financial inclusion in recent years. While there is evidence that financial inclusion through traditional services has a positive impact on economic growth, do the same results carry over for digital financial inclusion? What drives digital financial inclusion? Why does it advance more in some countries but not in others? Using new indices of financial inclusion developed in Khera et. al. (2021), this paper addresses these questions for 52 developing countries. Using cross-sectional instrument variable procedure, we find that the exogenous component of digital financial inclusion is positively associated with growth in GDP per capita during 2011-2018, which suggests that digital financial inclusion can accelerate economic growth. Fractional logit and random effects empirical estimation identifies access to infrastructure, financial and digital literacy, and quality of institutions as key drivers of digital financial inclusion. These findings are then used to help inform policy recommendations in areas related to the digitization of financial services to promote financial inclusion.
