Book excerpt: Money and Plan concerns the changing role of money and finance in the East European countries as they enact economic reforms designed to decentralize economic decisions, extend enterprise autonomy, and rationalize the management of their economies. The book is the first in the Western world to address itself directly to this theme. In the Stalinist economic system, which all European communist countries shared until the mid-sixties and which most still do, money lays a subordinate role. In the production sector its use in planning and by state-owned enterprises has been restricted and circumscribed in many ways. Objectives and performance standards are defined in physical terms (i.e., in physical units of inputs and output). Planning also is executed in physical units. Although banking and other financial institutions exist, they mainly supervise enterprises rather than redistribute national resources or appraise commercial prospects. As for foreign trade, it has been conducted largely on a barter basis. Nevertheless, insofar as money has been used, it has posed a number of important problems. One of these has been chronic inflationary pressure. In the present volume two contributors investigate the historical record and the cause of inflation in Poland, and develop theoretical models to explain the phenomenon. Inflation is only one national economic problem raised by current forms requiring new monetary and financial policies. Decentralization also raises important questions of full employment, balance of payments management, sectoral and regional relations, and incomes policy--matters that will have to be handled increasingly by monetary and financial means, often quite similar to those developed and practices in the West. Moreover, as individual enterprises gain more autonomy in their current operations and investment, and as physical planning and control are curtailed, redit policies, instruments, and institutions will have to be devised to guide micro-economic activity in consonance with national plans. The East European contries that are carrying economic reform much further than the rest are Czechoslovakia and Hungary, which intend to introduce a functioning market mechanism together with considerable enterprise autonomy in the production (state-owned) sector. Three contributors consider the case specially. Another contributor discusses the majore attempt thus far by the East European countries to abandon bilateral, barter-like trade among themselvs in favor of a financial framework for multilateral clearing and a new monetary unit, the "transferable ruble." The editor's Introduction and a concluding chapter by a final contributor view the changing role of money and finance in comprehensive terms. What brought down the Soviet Union? From some perspectives the answers seem obvious, even teleological—communism was simply destined to fail. When Yakov Feygin studied the question, he came to another conclusion: at least one crucial factor was a deep contradiction within the Soviet political economy brought about by the country’s attempt to transition from Stalinist mass mobilization to a consumer society. Building a Ruin explores what happened in the Soviet Union as institutions designed for warfighting capacity and maximum heavy industrial output were reimagined by a new breed of reformers focused on “peaceful socioeconomic competition.” From Khrushchev on, influential schools of Soviet planning measured Cold War success in the same terms as their Western rivals: productivity, growth, and the availability of abundant and varied consumer goods. The shift was both material and intellectual, with reformers taking a novel approach to economics. Instead of trumpeting their ideological bona fides and leveraging their connections with party leaders, the new economists stressed technical expertise. The result was a long and taxing struggle for the meaning of communism itself, as old-guard management cadres clashed with reformers over the future of central planning and the state’s relationship to the global economic order. Feygin argues that Soviet policymakers never resolved these tensions, leading to stagnation, instability, and eventually collapse. Yet the legacy of reform lingers, its factional dynamics haunting contemporary Russian politics.

Recent commentators on Russia's economic reforms have almost uniformly declared them a disappointing and avoidable--failure. In this book, two American scholars take a new and more balanced look at the country's attempts to build capitalism on the ruins of Soviet central planning. They show how and why the Russian reforms achieved remarkable breakthroughs in some areas but came undone in others. Unlike Eastern European countries such as Poland or the Czech Republic, to which it is often compared, Russia is a federal, ethnically diverse, industrial giant with an economy heavily oriented toward raw materials extraction. The political obstacles it faced in designing reforms were incomparably greater. Shleifer and Treisman tell how Russia's leaders, navigating in uncharted economic terrain, managed to find a path around some of these obstacles. In successful episodes, central reformers devised a strategy to win over some key opponents, while dividing and marginalizing others. Such political tactics made possible the rapid privatization of 14,000 state enterprises in 1992-1994 and the defeat of inflation in 1995. But failure to outmaneuver the new oligarchs and regional governors after 1996 undermined reformers' attempts to collect taxes and clean up the bureaucracy that has stifled business growth.Renewing a strain of analysis that runs from Machiavelli to Hirschman, the authors reach conclusions about political strategies that have important implications for other reformers. They draw on their extensive knowledge of the country and recent experience as advisors to Russian policymakers. Written in an accessible style, the book should appeal to economists, political scientists, policymakers, businesspeople, and all those interested in Russian politics or economics.
