Book excerpt: Agricultural growth is a crucial element in resolving food price crises, enhancing food security, and accelerating pro-poor growth. After decades of policy neglect and underinvestment in public goods such as agricultural science, rural infrastructure, and information and monitoring, high food prices have provided some positive incentives for policymakers, farmers, and investors to increase agricultural productivity. By the end of the year 2008-2009, the global crisis had taken a substantial toll of India's economic performance but it was by no means catastrophic. The rate of economic growth had slowed to the 5-6% range in the second half of the year from the 9% average of the previous five years, but it was still much better than the negative growth rates in industrial countries and better than the performance of most significant developing countries with the exception of China.However, with the sudden shrinkage in world trade after September 2008, India's exports in January-Mary, 2009 were about 20% lower than in the previous year. This meant that hundreds of thousands of jobs were lost in sectors like garments, textiles, footwear and leather products and gems and jewellery. This paper try to answer the following questions: How did this global crisis come about? How severe is it and how long might it last? And against the backdrop of this world crisis, what are some of the priorities for India's agricultural sector.To conclude, the unprecedented global economic crisis has definitely taken a toll of India's economic performance. Most likely it has also reduced our potential for economic development in the next 3 or 4 years. However, despite the severity of the global crisis, India's economy has demonstrated considerable resilience, in part, thanks to the strength of our agricultural sector. With sound and determined economic policies we should be able to recover a growth momentum of 7-7.5% in a year or two. That will be a little less than our growth performance in 2003-2008. But it will be far better than nearly every other significant economy in today's world.

Book excerpt: According to the Fifth Annual Employment-Unemployment Survey of the Ministry of Labour and Employment, 45.7 percent of India's workforce in 2014-15 was employed in agriculture. Around 13 to 14 percent of India's national income originates from the agricultural sector. Agricultural sector, thus, occupies a key position in the Indian economy, at least in terms of employment. Regrettably, agricultural sector in India has been witnessing loss of dynamism in recent years. The sector, as a whole, has showed poor performance lately. Signs of agrarian distress are visible in parts of the country. The spate of suicides by farmers in some areas is the most disconcerting manifestation of this distress. Marginal and small farmers have borne the brunt of the adverse circumstances in agriculture. Agricultural crisis has increased overtime due to a number of reasons but mainly owing to widening disparities between agricultural and non-agricultural sectors, resulting in burgeoning gap between the incomes generated per worker from the two sectors. Concerned by the slow growth in the agriculture and allied sectors, the Government of India has launched a series of programmes/schemes in recent years to rejuvenate agriculture and improve farm incomes. These, inter alia, have included the following: Rashtriya Krishi Vikas Yojana (RKVY) Pradhan Mantri Kisan SAMPADA Yojana Doubling Farmers Income by 2022-23 Pradhan Mantri Fasal Bima Yojana (PMFBY) Pradhan Mantri Krishi Sinchai Yojana (PMKSY) Farm Loan Waivers Under National Agriculture Market (e-NAM), farmers can sell their produce on the internet. e-NAM is envisaged as a pan-India electronic trading portal which seeks to network the existing agricultural produce market committees (APMCs) and other market yards to create a unified national market for agricultural commodities. e-NAM is a virtual market but it has a physical market (mandi) at the back end. India's future agricultural development will require much faster crop diversification in view of changes in consumption pattern. There is growing preference for milk and milk products, meat, poultry, fish, fruits and vegetables. Areas like horticulture and floriculture also hold promise as they have higher export potential. Accelerating the rate of growth of agricultural production must be seen as central to a more inclusive growth. It is imperative that the problems of farmers are addressed with a sense of urgency. The present work focuses on the issues and concerns impacting the Indian agriculture. More importantly, it explains the key reform measures undertaken in recent years to mitigate agrarian distress, modernize agriculture and improve the economic conditions of the farmers, particularly small and marginalized ones.

Almost all nations of the world have swung into actions to slow down the transmission of the disease following the guidelines of WHO (World Health Organization), and these has led to a virtual lockdown across the globe. During these challenging times, the 140 million farm households of India have been greatly impacted by the process of nationwide containment measures. The snap of agro-food supply chain, labor shortages in farms, disruption of logistic means and shortage of food storage due to panic- buying in urban areas are some of the challenges that have come up in the aftermath of COVID19 pandemic. It is noteworthy that in spite of all such negativities, unlike Industrial and service sectors, the agriculture sector of India has proved to be the resilient pillar of economy accounting for 5.9% growth as compared to overall 3.1% in Q4 (January to March) of current financial year. The central and state governments have also taken up prompt steps to help the agriculture sector overcome this unprecedented crisis. The present paper is a narrative review of literature accessed from journals, articles, newspaper and reports of different websites. This investigation is intended to provide a rationale for understanding the vulnerability and resiliency of agricultural sector during COVID-19 crisis.

Book excerpt: In the midst of global financial crisis gift of the finance minister to the farmers in form of Rs. 71, 600 crore agricultural debt waiver has actually resulted into boon for the banks as because of this agricultural waiver they would now be able to recover the Non Performing Asset of Rs. 71,600 core. Further, the waiver is only for the loans taken from the commercial or regional rural banks and no care has been taken of the farmers who have taken loans from the informal sources. Also the limitation of 5 acres has also caused problems for the farmers as there as some areas in the country where farmers have more than 7 acres of land but they are still poor as the land is not fertile. The loan waiver package has come under international scanner as its announcement has coincided with the crucial stage of Doha Round negotiations, where India has demanded that developed countries drastically cut their multi-billion dollar "trade distorting" farm subsidies. The Rs 71,600-core farm loan waiver package has come under the scanner of world bodies such as Organisation for Economic Cooperation and Development (OECD) and the International Food Policy Research Institute (IFPRI). The OECD is keen to examine if the package falls under the category of trade-distorting farm subsidies in the "amber box", which include price support subsidies. IFPRI is also closely studying the developments and has termed the package a "subsidy", which would hurt Indian agriculture in the long-term.
