Book excerpt: In the Pacific Northwest, a transition has begun that is shifting many practices in forest management. Traditionally, harvesting and regeneration has been done through clearcutting which removes all trees in the area being cut and plants an entirely new stand. Clearcutting is often the most efficient method for harvesting forests since implementation and other costs are kept to a minimum, while yields and revenues are maximized by removing all of the timber. Now, however, ecosystem and aesthetic concerns are directing forest management away from clearcutting, which usually impairs both, and toward other methods that are less damaging to the environment. Many of these alternative systems can be classified under the heading New Forestry." Typically, their applications involve leaving live trees on the site after a cutting, thereby creating a more diversified stand than would a clearcut. The purpose of this study was to compare the timber volumes and financial yields between New Forestry techniques and clearcutting. Two alternative systems of management were designed to represent variations on the New Forestry theme. The first was a two-story technique where the stand would consist of two distinct size classes, and all harvests would leave a few trees scattered throughout the site. The second alternative method was a group-selection system that would consist of multiple entries removing small patches of a stand at a time. It was determined that managing two-story stands would reduce volume yields by 3% to 29% and financial yields by 6% to 15% depending on the number of live trees left after harvest. Group-selection stands reduced average annual volume yields by 6% or 10% and financial yields by 33% or 45% depending on the number of entries in a rotation. A financial analysis with price premiums for larger logs was also performed, but the yields did not experience much of a change.

The integration of a costing module allowed combining the surveyed cost and revenue-related data of the harvesting scenarios with key data, e.g. the AAC, as well as a detailed analysis with financial indicators, and a sensitivity analysis. The module also provides the total balance sheet and internal cost distribution.

Over long time, SFEs operated as dependent enterprises under control of provincial people's committees. The reform of SFE has been undertaken since 2004 with the objectives of efficient use of resources, business orientation, and contribution to poverty alleviation. The SFEs have been transformed into profit-oriented enterprises. However, so far, these objectives have not been achieved. The difficulties SFEs encountered, such as the lack of independence, low profitability, unsustainable forest management, and conflicts with local communities still exist. At the moment, Vietnam is considering whether to restructure the SFEs or to enact a logging ban.This study investigates the current status of forest management regimes of SFEs and discusses various organisational scenarios based on financial analyses to see how profitability can be generated. A case study approach is used for data collection in SFEs Dak To and Ha Nung in the Central Highlands region of Vietnam which manage natural forests. Input data for scenario development are based on enterprise survey, key informant interviews, group discussions, expert consultation and secondary data. Five scenarios (1) baseline, (2) autonomy from provincial control, (3) FSC certified, (4) FSC certified self owned logging team and sawmill, and (5) logging ban are discussed and analysed based on these main operations: timber logging, silvicultural treatments, and forest protection and management.Financial analysis shows that, with autonomy scenario, the SFEs have a higher positive profit proportion: 23.1% and 12.2% for Dak To and Ha Nung in comparison with the baseline 7.3% and 7.4% respectively. Increment of annual cash flow (whole cutting cycle-year projection) of autonomy scenario is 12.8 and 4.3 times higher than baseline. Except for the logging ban scenario, the other four scenarios show more profit. It shows clearly that the FSC certified scenario is almost profitable as the autonomy scenario.The study indicates that if autonomy is given to the SFEs (free market for timber sales, removal of harvesting quota), the SFEs will have a better financial status and motivation to pursue sustainable forest management and comply with the governmental forestry strategy.
