This book was released on 2008-11-04 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Book Synopsis Financing Africa's Cities by : Thierry Paulais
Download or read book Financing Africa's Cities written by Thierry Paulais and published by World Bank Publications. This book was released on 2012-07-05 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume addresses the issues of financing urban growth of the African continent -- which has the highest urban growth rate on the planet -- in the next decades. Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.
Book Synopsis Private and Public Sectors by : Karl Wohlmuth
Download or read book Private and Public Sectors written by Karl Wohlmuth and published by LIT Verlag Münster. This book was released on 2004 with total page 734 pages. Available in PDF, EPUB and Kindle. Book excerpt: The African Development Perspectives Yearbook series fills a gap in the literature on Africa's development problems. Experts from African institutions and regional organisations, from international organisations, from universities and research institutions, from governmental and non-governmental organisations, and from the donor community analyse issues and report on problems and solutions, on new policies, programmes, projections and visions, and on new and ongoing projects in and for Africa. Various levels of action that are relevant for Africa's development are considered in this Yearbook - the international community in its relation to Africa, interregional and national issues of Africa's development, but also local projects and local development achievements are documented. Africa's development perspectives are therefore analysed and commented from the global to the local space, by presenting analytical surveys and policy statements, declarations and programmes of international, regional, national and voluntary organisations. It is also the purpose of the African Development Perspectives Yearbook to establish a news-and-information network, a forum for international communication on Africa's development perspectives. This tenth volume presents analyses, policy-oriented papers, development projections, and proposals for reforms with regard to the role of public and private sectors in Africa. The balance between private and public sector development in Africa is challenging due to a rapidly changing international environment in the era of globalisation. It discusses the role of the private sector, the functions of the private sector institutions, the state of the privatisation programmes, and the importance of a strengthening of public policies, public infrastructures and public institutions in Africa.
