Les acteurs du secteur social ont entre leurs mains l’alternative entre une implosion « sur la droite », à savoir une « régulation marchande », ou « sur la gauche », à savoir une « régulation sociale contractuelle ». La réponse à la crise à la fois identitaire et financière que connaît le secteur social ne sera pas néolibérale si les acteurs dépassent les intérêts corporatistes qui pourraient leur faire préférer le maintien de l’actuel statu quo. Telle est la conviction que l’auteur partage ici avec tous ceux qui ont en charge un domaine fondamental de notre démocratie. D'ici la fin de ce premier quart de XXIe siècle, les établissements, services et dispositifs devront conclure des CPOM mais des CPOM à 5 P : P comme pluri-annualité budgétaire P comme pluri ESSMS et dispositifs P comme pluri-financeurs P comme parcours P comme plateformes coopératives et territorialisées de services.
