Available in PDF, EPUB and Kindle. Book excerpt: In his 2001 volume on politics in Saskatchewan, Howard Leeson observed that vast changes were underway in the Saskatchewan polity, and he predicted that the familiar politics of the past would soon look jarringly antiquated. The contributors to this new volume--Saskatchewan Politics: Crowding the Centre--come to the conclusion that this process of change is now largely complete. As its subtitle makes clear, this new study suggests that political parties in the province have crowded closer and closer to the ideological centre. Without the fulcrum of ideological division, politics in the province appears to be more and more about personal and administrative clashes and less and less about substantive differences as to how the economy and society should be organized. In short, left and right are increasingly being left out of provincial politics. Includes a dvd of the 2006-08 Throne and budget debates between NDP leader Lorne Calvert and Saskatchewan Party leader Brad Wall.

Book excerpt: Canada: State of the Federation, 1999–2000 identifies and explains major threads in Canadian fiscal federalism. Set against the cacophony over domineering and arrogant centralization from supporters of Quebec sovereignty/session on the one hand, and fears that excessive decentralization is fuelling an obsessively neo-liberal agenda on the other, these essays replace much of this heat with new light. The authors begin with an examination of recent developments in the theoretical literature surrounding fiscal federalism. They then examine some of the major issues facing the federation – Is there a vertical imbalance between federal and provincial governments? Does Ottawa collect more revenues than are needed relative to its spending responsibilities while the provinces are under-funded? How do federal-provincial struggles over money and jurisdictional power affect local government or the para-public sector, emerging aboriginal governments, and citizens? Federal government actions in 1999 suggest that Ottawa has not lost all of its interest in social outcomes. It is, however, seeking to influence the well-being of citizens by transferring money to them directly rather than through transfers to provinces. The authors suggest that if this trend continues the approach to the millennium will be seen as a watershed in public policy, given that current trends in Canadian fiscal federalism are as much about re-balancing the federation as they are about decentralization.

Book excerpt: The more than 275 biographies of Saskatchewan politicians from the past 100 years that are included in this volume represent but a fraction of those who have been elected to public office in the province. These are only the longer-serving, the most distinguished, the most famous...the most infamous. Together, their individual stories tell our collective political story in Saskatchewan, the birthplace of Medicare and socialism in North America.

Book excerpt: Long praised for its accuracy, readability, and insight, the Canadian Annual Review of Politics and Public Affairs offers a synoptic appraisal of the year's developments in Canadian politics. Canada went to war in 1999, participating in a two-month NATO-led air war against Yugoslavia over its treatment of Kosovar Albanians. Attracting less public attention was an important turn in the country's constitutional arrangements - the creation of Nunavut - producing a self-governing capacity for the Inuit. The year 1999 also saw both the federal and British Columbia governments approve an historic agreement with the Nisga'a Nation. Additionally, Jean Chrétien's Liberal government pushed ahead with its plan to create a law that sets out the rules around any future referendum on Quebec's sovereignty. The Canadian Annual Review is unique in its collection and presentation of the year in politics. The combination of the calendar and the text offers a superb, easy-access reference source for political events, both federal and provincial.

Book excerpt: What happens when the world changes in ways that make Canada's physical capital, natural resources, and geography – once the ultimate competitive advantages – less important than knowledge, information, technological know-how, and human capital? What happens to Canadians? In A State of Minds Thomas Courchene examines the political structures that link local, provincial, and federal governments and challenges many longstanding beliefs about how society should be organised and financed. While focusing on Canadian competitiveness in a global economy, Courchene shows us how an open federal state like Canada can achieve both economic prosperity and social justice. Always provocative, Courchene blends compelling analysis and reasoned insight with a prescription for change: To stay ahead of the competitive curve and protect the Canadian way of life, Canada must become a "state of minds."

This book was released on 2000 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the end of March 2000 the John Deutsch Institute of Queen's University held a policy forum to discuss the federal government's 2000 budget. Leading Canadian policy analysts were invited to share their views and discuss the implications arising from the 2000 budget. The 2000 Federal Budget is the proceedings of this important policy forum and brings together the findings of these specialists. In this collection of short papers and commentaries the authors focus on a range of issues and implications, beginning with assessments of the budgetary process as we enter the new millennium. They look at the macroeconomic effects, taxation and expenditure aspects, and the implications for social policy of measures contained in the 2000 budget. They examine the alternative perspectives reflected in successive Liberal budgets and conclude with a rapporteur's report on the proceedings. Contributors include Keith Banting (Queen's), Lise Bastarache (Royal Bank), Robin Boadway (Queen's), Thomas Courchene (Queen's), Peter Dungan (Toronto), Rick Egelton (Bank of Montreal), Pierre Fortin (UQAM), Harvey Lazar (Queen's), Michael Mendelson (Caledon), Jack Mintz (C.D. Book excerpt: "When it comes to taxation, administrative costs to the tax authorities and compliance costs to the taxpayers arise. A lot of studies have already been conducted in order to shed more light on such “hidden costs” of taxation. Particularly in the field of transfer pricing, administrative and compliance costs are assumed to be quite high due to the obligation of computing and documenting an arm’s length price for each intra-group-transaction. Apparently, European policy makers have also become aware of this problem since the European Commission’s report released in 2001 (“Company Taxation in the Internal Market”) recommends targeted measures in the short run and comprehensive ones in the long run, crossing the border line of the currently prevailing transfer pricing approach, inter alia in order to combat compliance costs in the field of transfer pricing. Eighteen national reports from countries all over the world and a general report deal with the basics of administrative and compliance costs of taxation in general as well as compliance costs in the field of transfer pricing in particular. The book is completed by three special reports on certain issues. The findings of the reports included is greatly influenced by the discussions on the occasion of the Jean Monnet Conference on this topic which was held in spring 2006 in Rust (Austria) under the academic guidance of the Institute for Austrian and International Tax Law at the Vienna University of Economics and Business Administration." -- Back cover.
