It is, of course, impossible to keep an accurate record of posi tions actually filled, the office being necessarily dependent for its information in this respect upon the faithfulness with which applicants for employment and employers make returns to the office of the results of their meetings. We make every effort, however, to impress upon both parties the duty they owe the omes in this respect, with the result that the reports of positions filled can safely be regarded as accurate so far as they go. That there are, however, many positions filled through the ministrations of the office of which no report is made by either beneficiary is altogether probable.
