Book excerpt: En el siglo XX, la institución del Estado se amplia al mundo entero, sobre todo con la irrupción de un gran número de nuevos Estados tras el fin del dominio colonial europeo, y lo hace en su forma de Estado-nación de corte capitalista que alcanza su apogeo con el derrumbe de la Unión Soviética. Se pasa de un Estado fuertemente liberal a inicios del siglo XX, a un Estado social a mediados del mismo -sobre todo en los territorios centrales occidentales, para acabar otra vez con un tipo de Estado de corte 'neoliberal' a finales del siglo. Esto significará el desmantelamiento de muchas de las conquistas políticas y sociales alcanzadas, y provocará una creciente crisis de legitimidad institucional sobre todo en la Periferia, donde su presencia y arraigo era mucho menor. El Estado parece vivir un periodo de gloria, arrastrado por la fe en el progreso y el aumento sin freno del consumo energético, en los países centrales tras la Segunda Guerra Mundial, pero empieza su declive en torno al 68, cuyas revueltas marcan asimismo la erosión imparable de las burocratizadas formas de oposición de la Vieja Izquierda. Esto explica el nacimiento a finales de siglo del Movimiento por la Justicia Global, caracterizado por una manera diferente de entender la acción política y por una presencia destacada de los movimientos campesinos e indígenas y de las demandas del Sur Global, que desplaza aún más la centralidad obrera previa. Se va abriendo camino, asimismo, un discurso 'antidesarrollista', que tiene en cuenta la enorme diversidad de sujetos, territorios, tradiciones y realidades que componen el mundo y que choca frontalmente con el nuevo capitalismo global que pretende aplicar una receta única a escala planetaria. Sin embargo, paralelamente se asiste al auge de los fundamentalismos de todo tipo y de movimientos sociales fuertemente regresivos, de reafirmación de elementos identitarios locales o regionales -religión, cultura, etnicidad, nacionalidad, etc.- que, en muchos casos, ensombrecen las dinámicas de contestación global al Estado capitalista hegemónico.

Sin embargo eso no es asi, ya que la velocidad de disminución del rendimiento no es simétrica a la de su aumento y la producción histórica de la enorme mayoría de los yacimientos petrolíferos muestra una curva con varias mesetas de producción máxima, correspondientes a sucesivas etapas de resurrección de la producción gracias a la aplicación de modernas técnicas de Recuperación Mejorada, lo que genera un suave declive de la producción, manteniendose durante muchos más años que lo previsto por la teoría de Hubbert. Pero el principal error de esta teoria es que, aunque fuese aplicable a un determinado yacimiento, es imposible que pueda extenderse a la producción de todo un país.
