Available in PDF, EPUB and Kindle. Book excerpt: Patrons, Clients, and Empire challenges the stereotypes of despotic imperial power in Asian, African, and Pacific colonies by analysing the relationship between rulers and rulers on both sides of the imperial equation. It seeks an answer to the question: how were European officials able to govern so many societies for so long? Rejecting the usual explanations of 'collaboration' and indirect rule', this study looks to pre-imperial structures in the indigenous hierarchies which supplied patrimonial models of chieftaincy for territorial government. For nawabs, chiefs, emirs, sultans, and their officials and followers there were dynastic and economic advantages in accepting the terms of European over-rule, as well as the threat of deposition. For European officials, few in numbers and with limited military and financial resources, there were ready-made systems of local government that could be co-opted, reformed, or left relatively untouched. Both sides played politics as patrons and clients within a dual system of administration based on a mixture of force and self-interest. Surveying a wide variety of cases and employing a patron-client model, this study embraces pre-colonial, colonial, and post-colonial politics in new states. It covers the chronology of early European dependency on local rulers; the reasons for reversal of status among chiefs and administrators; the longer period of political bargaining over access to local resources in terms of land, labour, and taxes; and the ultimate fate of indigenous rulers in the period of party politics leading to independence.

Book excerpt: What is the impact of China's new multi-directional diplomacy on international political economy and how can the international community properly respond to the new diplomacy? Based on extensive research addressing these and other important policy questions, this book investigates China's new diplomacy since the early 1990s with a focus on Chinese initiatives in the Middle East, Latin America and the Caribbean, Africa, Central Asia, Southeast Asia and the South Pacific. Zhiqun Zhu examines China's current efforts to secure energy, to expand investment and trade, and to enhance 'soft power' around the world. He evaluates how China's activities affect international political economy and how the international community, especially the United States, has reacted to China's new, pro-active diplomacy. The study answers some of the lingering questions about Chinese politics and the policy implications for both China and the international community as they become increasingly interdependent.

Book excerpt: Numerous issues face Pacific states trying to find their way in the early 21st century. Countries are striving to secure the benefits of modernisation. Governance, law and order are needed to reach such a goal, but development cannot be at the price of culture or the environment. The question of how to develop and maintain sound legal systems and legal rules whilst maintaining the unique cultural heritages within the Pacific is a challenge with no easy answer. This interdisciplinary collection locates issues of law and governance within the particular socio-political context of the Pacific island region, presenting sociological, anthropological and political insights alongside jurisprudential analysis. Key issues including corruption, the role of customary law in modern legal systems, the place of human rights in the Pacific, environmental issues and the structure of the state are explored from a variety of perspectives.
