Book excerpt: This handbook provides critical analyses of the theory and practices of small arms proliferation and its impact on conflicts and organized violence in Africa. It examines the terrains, institutions, factors and actors that drive armed conflict and arms proliferation, and further explores the nature, scope, and dynamics of conflicts across the continent, as well as the extent to which these conflicts are exacerbated by the proliferation of small arms. The volume features rich analyses by contributors who are acquainted with, and widely experienced in, the formal and informal structures of arms proliferation and control, and their repercussions on violence, instability and insecurity across Africa. The chapters dissect the challenges of small arms and light weapons in Africa with a view to understanding roots causes and drivers, and generating a fresh body of analyses that adds value to the existing conversation on conflict management and peacebuilding in Africa. With contributions from scholars, development practitioners, defence and security professionals and civil society activists, the handbook seeks to serve as a reference for students, researchers, and policy makers on small arms proliferation, control and regulation; defence and security practitioners; and those involved in countering violence and managing conflicts in Africa.

These conflicts result in enormous human tragedy and account for the economic and societal deprivation that continues to plague the subregion while also stifling its development. A number of factors account for the violence that afflicts the region, spreading across national boundaries with different political situations. This study examines the role played by small arms and light weapons in not only exacerbating these conflicts but also perpetuating the prevailing climate of insecurity in the West Africa Subregion.

Book excerpt: This Discussion Paper provides insights into the challenges posed by the proliferation of small arms and light weapons in West Africa, paying particular attention to the ECOWAS convention on small arms and light weapons as a collective sub-regional response to a potent threat to peace, security and development. It connects global and regional discourses on illicit arms control and provides a balanced, empirical xamination of the performance of the convention. It is a useful contribution to debates on arms-proliferation control in Africa and provides well-informed recommendations of interest to scholars, peace activists, policy practitioners and strategists working on peace and security in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: A common feature of conflict in the 1990s is death and suffering from small arms and light weapons. The global diffusion of assault rifles, machine guns, mortars, and rocket-propelled grenades, which can be easily carried by an individual or transported by a light vehicle, has greatly intensified the violence of conflicts in countries around the world. This book represents the perspectives of the foremost specialists on light weapons, and it surveys the wide range of policy options open to the international community. These include export and import controls, law enforcement strategies to break up black markets, collection and destruction of weapons following the end of conflict, and efforts to illuminate how small arms and light weapons make their way to the killing grounds of the 1990s.

Book excerpt: The book on the challenges of proliferation of small arms and light weapons to peacebuilding in Liberia and Sierra Leone. There is growing and persistent threat to security in the West Africa due to the spread of small arms and light weapons which is an indication that disarmament, demobilization and reintegration process has not been fully completed. The spread of the illicit weapons across regions contributes to growing lethality of conflict and insurgencies in different parts of the world. The proliferation and spread of small arms provides shadow markets which has led to smuggling and networks of transnational organized crimes. These are attributable to porosity of West African borders and Mano River region. The borders between West African States are long and full of footpaths, which are poorly patrolled. This book, therefore, provides additional information on the reasons for demand and supply of small arms and light weapons. The theoretical approaches are creed and grievances, human needs and conflict transformation. The analysis should help to reshape the thinking of policy makers. It will be a companion for researchers in peace -building and interested readers.

Book excerpt: The unguided circulation of Small Arms and Light Weapons (SALW) has not been the burden of Ghana alone but the entire Economic Community of West African States (ECOWAS) in general. This work therefore examines critically the management of Small Arms and Light Weapons particularly, the locally manufactured ones in Ghana within the framework of the 2006 ECOWAS Convention on Small Arms and Light Weapons (SALW), their Ammunition and Other Related Materials. And the role the management of SALW in Ghana plays in promoting peace and security in the entire West Africa sub-region. Theoretically, the work is situated within the framework of regime theory as developed by Krasner, Nye, Hass, Keohene and other seasoned political thinkers. The thesis also provides some of the main sources of SALW in the entire West Africa sub-region. The work then delves into ECOWAS SALW management mechanisms since the end of the Cold War especially the ECOWAS Moratorium on SALW and the ECOWAS Convention on SALW. The work further pays attention to the Ghana National Commission on Small Arms (GNCSA) and small arms management in Ghana.

Book excerpt: Academic Paper from the year 2019 in the subject Politics - International Politics - Topic: Peace and Conflict Studies, Security, grade: 2, language: English, abstract: It is estimated that 70 per cent of over 10 million illegal weapons in circulation in West Africa are in Nigeria. It is in this light that this paper interrogates the escalation and dynamics of proliferation of arms that have fueled deadly insurgency in Nigeria. It examines the interplay of factors that underpins this security challenge. The paper relies mostly on news report and scholarly publications. It recommends among others the establishment of a National Commission on small arms to serve as a legal framework for combating arms proliferation in order to enhance human security in Nigeria. Nigeria has been besieged by the outbreak of violence conflicts which has over the years claimed thousands of lives and property. This is owing to the activities of kidnappers, armed robbers, sea pirates, political thugs, arms traffickers and most importantly, the extremist group: Boko Haram. BH has in the last nine years killed over 20,000 people in the North East Nigeria. The group has sustained its attacks on the state, brutally killing thousands of people including soldiers, women and children. All these armed activities continue unabated, partly because of unchecked arms proliferation in the country. These groups use both locally manufactured and imported devices to inflict havoc on the society. Their growing expertise in the use of explosives and other devises contributes to increased violent acts against the citizens and the state. Increasingly, these armed groups have acquired high level of sophistication in the production and use of these weapons in their operations.

Book excerpt: This book, based on field research in the West African country of The Gambia, explores how domestic gun control is shaped by international efforts and how local actors interact with international organizations or opt not to do so. The book also shows how the question of who can have what kind of gun under what circumstances is an intrinsic question to modern societies across the world, but it is seldom one that is addressed in sub-Saharan Africa except in cases of post-conflict countries. Small arms control and gun control are often treated as separate efforts, with the former the domain of international actors such as the United Nations and the latter being of concern to the domestic politics of countries such as the United States. By focusing on a country that has never seen the outbreak of a civil war, the book is able to disentangle the complex roots of gun control in Africa, its origins in colonial era legislation, its reverberations across social life, and how it shapes contemporary understandings of groups ranging for security guards to hunters.

Book excerpt: This edited volume takes stock of the state of research and policy on the issue of Small Arms and Light Weapons (SALW), ten years after the UN first agreed to deal with the problem. The end of the Cold War originated a series of phenomena that would subsequently come to dominate the political agenda. Perhaps most symptomatic of the ensuing environment is the marked escalation in the scale and dynamics of armed violence, driven by the proliferation of SALW. Events in Rwanda, Somalia and Bosnia seared into global consciousness the devastating effects of this phenomenon, and of the necessity to engage actively in its limitation and prevention. This edited volume explores and outlines the research and policy on the SALW issue at this critical juncture. In addition to providing a detailed telling of the genesis and evolution of SALW research and advocacy, the volume features a series of essays from leading scholars in the field on both advances in research and action on SALW. It reflects on what has been achieved in terms of cumulative advances in data, methodology and analysis, and looks at the ways in which these developments have helped to inform policy making at national, regional and international levels. Alongside situating and integrating past and present advances in advocacy and international action, Controlling Small Arms also outlines future directions for research and action. This book will be of much interest to students of small arms, peace and conflict studies, peacebuilding, security studies and IR.

Book excerpt: The illicit trade, accumulation and use of small arms and light weapons, and the presence of explosive remnants of war, exacerbate conflict, threaten human life, undermine development and hamper the recovery of war-torn societies. The spread of small arms and their misuse is often related to the vicious circle of poverty, insecurity and underdevelopment. This report examines the key elements of the recently adopted EU Small Arms Strategy, as well as analysing the effectiveness of selected European policy actions including in relation to international negotiations on small arms and light weapons (SALW) and mine action assistance programmes.
