Book excerpt: Field Manual (FM) 3-57, Civil Affairs Operations, provides the doctrinal basis for the conduct of operations in support of the joint force commander's (JFC's) civil-military operations (CMO) concept. It provides Army commanders with the information necessary for the integration of Civil Affairs (CA) capability in support of unified land operations. FM 3-57 clarifies the role of CA forces in support of CMO with regard to the missions, employment, support requirements, capabilities, and limitations of these forces. CA forces support missions in every theater, in peace and war, throughout unified land operations. CA forces are a combat multiplier for every commander. CA forces are one of the primary resources a commander has to assist him in dealing with the complex and ever-changing civil component of the operational environment. CA forces are trained, organized, and equipped to plan, execute, and assess the JFC's concept for CMO. They are essential elements in the support of the commander by virtue of their area and linguistic orientation, cultural awareness, training in military to host nation (HN) advisory activities, and civilian professional skills that parallel common government functions. Although written primarily to assist the Army Service component command (ASCC), Army corps, Army divisions, brigade combat teams (BCTs), and maneuver enhancement brigades (MEBs) with the integration of Civil Affairs operations (CAO) in planning, preparing for, executing, and assessing unified land operations, this FM is applicable for joint force operations as well. The commander must always consider the engagement of the civil component within the area of operations (AO).

It also provides the doctrinal basis for the conduct of Civil Affairs operations in support of unified action. FM 3-57 clarifies the role of Civil Affairs forces in the execution of Civil Affairs operations with regard to the missions, employment, support requirements, capabilities, and limitations of these forces. Civil Affairs forces execute Civil Affairs operations in support of unified land operations in all theaters, at all echelons, across the competition continuum to achieve unity of effort. A force multiplier for every commander, Civil Affairs forces are one of the primary resources a commander has to assist in understanding and managing the complex and everchanging civil component of the operational environment. Civil Affairs forces are trained, organized, and equipped to plan, execute, and assess Civil Affairs operations in support of Army and joint operations. Cultural orientation, regional expertise, linguistic capabilities, advisory skills, civil network development expertise, and civilian-acquired professional experience in common government functions distinguish Civil Affairs forces from other enablers. This makes Civil Affairs forces essential to the success of all missions that occur near, among, or with civilian populations, governments, or interorganizational partners. The principal audience for FM 3-57 is the leadership of the Army, officers, and senior noncommissioned officers who command Army forces or serve on the staffs that support those commanders of operations across the conflict continuum. It is also an applicable reference for the civilian leadership of partner United States departments and agencies. This manual is written primarily to assist the Army component commands, Army corps, Army divisions, brigade combat teams, maneuver enhancement brigades, theater special operations commands, and special operations task forces with the integration of Civil Affairs operations in planning, preparing for, executing, and assessing unified land operations.

Book excerpt: The United States Army Civil Affairs forces are the Department of Defense's primary force specifically trained and educated to shape foreign political-military environments by working through and with host nations, regional partners, and indigenous populations. These forces, and the operations they conduct, are the commander's asset to purposefully engage nonmilitary organizations, institutions, and populations. The U.S. military can expect escalating challenges from ever-increasing operations in complex civil-military environments. Commanders at all levels must pursue integrated whole-of-government approaches to successfully engage the civil dimension of the modern battlefield. As such, CA forces offer unique capabilities that not only enhance the military mission but also ultimately advance U.S. interests. Properly employed CA forces help shape the environment and set the conditions for transition operations. Appendix A provides additional information on transition operations. CAO involve the interaction of CA forces with the civilian populace and institutions to facilitate military operations and consolidate operational objectives. A supportive civilian population can provide resources and information that facilitate friendly operations. It can provide a positive climate for the military and for the nation to pursue diplomatic activities that achieve foreign policy objectives. A hostile civilian population threatens the immediate operations of in-country friendly forces and often undermines public support and the policy objectives of the United States and its allies. Properly executed CAO reduces the friction between the civilian population and the military force, and accelerates the return of civil functions to indigenous control. Field Manual (FM) 3-57, Civil Affairs Operations, provides the doctrinal basis for the conduct of operations in support of the joint force commander's (JFC's) civil-military operations (CMO) concept. It provides Army commanders with the information necessary for the integration of Civil Affairs (CA) capability in support of unified land operations. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Book excerpt: This field manual (FM) provides keystone Army doctrine for civil support operations. It expands on the discussion of civil support operations, the fourth element of full spectrum operations, in FM 3-0. This manual focuses on the planning, preparation, execution, and assessment of civil support operations, which are conducted within the United States and its territories. It discusses the role of Army forces cooperating with and supporting civilian organizations in domestic operational environments, with particular emphasis on how operations conducted by Army forces within the United States differ from full spectrum operations conducted overseas. All civil support operations buttress the capabilities of civil authorities within the United States. The mechanisms that regulate civil support come from law, policy, regulation, and directive. Civil support operations require Army leaders to understand an environment shaped primarily by federal, state, local, and tribal agencies, and circumscribed by law. Nowhere is this more striking than in the roles of the National Guard. In sharp contrast to stability operations, Army forces may conduct civil support operations with National Guard forces responding under the direction of a governor or alongside active duty forces as part of a coordinated national response. FM 3-28 explains the reasons for the division of forces and providesconsiderations for the entire Army, including all three components: Regular Army, Army Reserve, and Army National Guard.

This book was released on 2013-03-09 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This manual establishes the techniques used by individuals, teams, and units of United States (U.S.) Army and U.S. Marine Corps (USMC) Civil Affairs (CA) forces, as well as planners of civil-military operations (CMO) at the strategic, operational, and tactical levels of war. The techniques prescribed in this manual are used when engaging other government agencies (OGAs), indigenous populations and institutions (IPI), intergovernmental organizations (IGOs), nongovernmental organizations (NGOs), and other military and nonmilitary entities in support of conventional and special operations missions. This manual elaborates on doctrine contained in Field Manual (FM) 3-57, Civil Affairs Operations. As with all doctrinal manuals, Army Techniques Publication (ATP) 3-57.20/Marine Corp Reference Publication (MCRP) 3-33.1C, Multi-Service Techniques for Civil Affairs Support to Foreign Humanitarian Assistance, is authoritative, but not directive. It serves as a guide and does not preclude CA personnel or units from developing their own standing operating procedures. The techniques presented in this manual should not limit CA forces from using their civilian-acquired skills, training, and experience to meet the challenges they face while conducting Civil Affairs operations (CAO) and providing support to CMO. Appendixes A, B, and C provide the users of this manual with additional information. The principal audience for ATP 3-57.20/MCRP 3-33.1C is Army and USMC CA forces, officers, and noncommissioned officers who support joint and Army forces or serve on the staff that support commanders and operations at all levels of war. It is also an applicable reference to the civilian leadership of the United States (U.S.) interagency. This publication applies to the Active Army, Army National Guard/Army National Guard of the United States, United States Army Reserve, USMC, and Marine Corps Reserve unless otherwise stated.

Book excerpt: Army public affairs doctrine is consistent and compatible with joint public affairs doctrine and policy, and Department of Defense (DOD) and Department of the Army (DA) public affairs policies. It describes the fundamental principles and concepts that provide information to internal and external national and international key actors and publics-Soldiers, family members, retirees, political leaders, allies, and adversaries. This publication, Field Manual FM 3-61 Public Affairs Operations April 2014, includes public affairs principles, functions, core public affairs tasks, tenets and characteristics for commanders, planners, and other users of Army public affairs. Public affairs professionals use this manual to plan and conduct public affairs training. This publication is based on current force structure and materiel capabilities. It is authoritative but not prescriptive. Public affairs professionals must use their professional knowledge, skills, and judgment when recommending command adaptations to the principles in this publication to meet specific situations. FM 3-61 contains four chapters: Chapter 1 addresses the defined role of Army public affairs activities and how public affairs supports unified land operations and the relationship of public affairs to the mission command warfighting function. It outlines the relationship of public affairs in information synchronization and how public affairs supports operations. It addresses public affairs support to defense support of civil authorities and the role of public affairs in joint operations. Chapter 2 addresses the public affairs architecture and the mission of Army public affairs as a command responsibility and the mandate from the United States (U.S.) Code requiring the Secretary of the Army to designate a career field to communicate to the American public what the Army does. It discusses the commander's responsibility to designate only military personnel or Army civilian employees as official spokespersons and to train all personnel to tell the Army story to help promote public understanding of Army operations and activities. It outlines the three broad, interrelated public affairs functions: public (external) information, command (internal) information, and community engagement. It addresses the Army public affairs core tasks, tenets, and public affairs functions, core tasks, tenets, and public affairs characteristics. Chapter 3 addresses the Army public affairs force and how it is organized to support commanders at all levels of command and in all phases of operations. The chapter outlines the career programs for commissioned officers, noncommissioned officers, enlisted Soldiers, and Army civilians. It addresses the functions and capabilities of all Army public affairs units, organizations and command sections at installations, in garrison and when deployed. Book excerpt: When the U.S. military invaded Iraq, it lacked a common understanding of the problems inherent in counterinsurgency campaigns. It had neither studied them, nor developed doctrine and tactics to deal with them. It is fair to say that in 2003, most Army officers knew more about the U.S. Civil War than they did about counterinsurgency. The U.S. Army / Marine Corps Counterinsurgency Field Manual was written to fill that void. The result of unprecedented collaboration among top U.S. military experts, scholars, and practitioners in the field, the manual espouses an approach to combat that emphasizes constant adaptation and learning, the importance of decentralized decision-making, the need to understand local politics and customs, and the key role of intelligence in winning the support of the population. The manual also emphasizes the paradoxical and often counterintuitive nature of counterinsurgency operations: sometimes the more you protect your forces, the less secure you are; sometimes the more force you use, the less effective it is; sometimes doing nothing is the best reaction. An new introduction by Sarah Sewall, director of the Carr Center for Human Rights Policy at Harvard’s Kennedy School of Government, places the manual in critical and historical perspective, explaining the significance and potential impact of this revolutionary challenge to conventional U.S. military doctrine. An attempt by our military to redefine itself in the aftermath of 9/11 and the new world of international terrorism, The U.S. Army / Marine Corps Counterinsurgency Field Manual will play a vital role in American military campaigns for years to come. The University of Chicago Press will donate a portion of the proceeds from this book to the Fisher House Foundation, a private-public partnership that supports the families of America’s injured servicemen.
