Beginning as an indigenous informal institute for female education at home, FeM has evolved to country-wide formal theological seminaries that award women graduate degrees in Islamic studies. Since the 1970s, state intervention and social engagement have influenced not only the structure of FeMs but their locations. Attendance is from all socio-economic strata of society. A recent development, especially in urban centers, is the teaching of the state curriculum to enable young students to access mainstream education. Public opinion is divided about the role of FeMs in society. Some believe that FeMs confine women into the domestic realm; others view FeMs as a move forward into modernity, as they educate the least educated sectors of society. The author uses the lens of language and gender to explore why such divergent views exist about FeMs. Specifically, language and vocabulary has served as a powerful factor for restricting women to their traditional roles. Madrasas have a profound effect on Pakistani society at large, as they respond to the immediate socio-political and economic needs of the community. In the last two decades many books were produced about male madrasas in Pakistan. However, one focusing on women's madrasas exclusively was needed, because currently the number of female students enrolled in madrasas is higher than the male students. This unique book is rooted in the authors experience of studying at an FeM. She entered a madrasa with a yearning to be closer to God, to know the book revealed to the Prophet Muhammad, and to learn what he said and did. A constant throughout her studies was the recognition that acquiring knowledge is one of the highest acts of righteousness according to the Prophet Muhammad.

In Pakistan, the 2007 siege by government forces of Islamabad's Red Mosque and its madrasa complex, whose imam and students staged an armed resistance against the state for its support of the "war on terror," reinforced concerns about madrasas' role in regional and global jihad. By 2006 madrasas registered with Pakistan's five regulatory boards for religious schools enrolled over one million male and 200,000 female students. In The Rational Believer, Masooda Bano draws on rich interview, ethnographic, and survey data, as well as fieldwork conducted in madrasas throughout the country to explore the network of Pakistani madrasas. She maps the choices and decisions confronted by students, teachers, parents, and clerics and explains why available choices make participation in jihad appear at times a viable course of action. Bano works shows that beliefs are rational and that religious believers look to maximize utility in ways not captured by classical rational choice. She applies analytical tools from the New Institutional Economics to explain apparent contradictions in the madrasa system-for example, how thousands of young Pakistani women now demand the national adoption of traditional sharia law, despite its highly restrictive limits on female agency, and do so from their location in Islamic schools for girls that were founded only a generation ago.

The book examines the questions: Why and how has a small elite class come to rule Pakistan? And how has their rule worsened the country’s problems? The focus will be to critically examine the elements of the Pakistani national curriculum and madrasas and their effects on Pakistani society. The book represents the fusion of my experiences in Pakistan with extensive literature analysis, interviews, and textbook analysis. This research began when I came to the United States in January 2015 through the SAR program. I wanted to know the answers to profoundly unsettling questions. How can a society be so intolerant that a scholar educated solely in Pakistan is disregarded and assassinated while many Western-educated scholars with traditional insular thoughts are not only appreciated but flourishing? I wanted to know why Pakistani elites have so much power and freedom while lower classes are profoundly oppressed. Elites who barely pay taxes have been in power for generations while those that pay taxes suffer from sky-high inflation. The influential religious leaders mostly belong to the elite class while their followers are mostly lower class. Ruling families and social classes mostly control appointed positions. Do those in power not have a responsibility to speak on issues of social justice rather than limiting themselves in claiming that theirs is the only true form of Islam? Why don’t they work to end the disparity of quality education between classes in Pakistan? Instead, many elites run their own lucrative elite Islamic schools. More importantly, why do the ulama (which literally means “those who possess knowledge [ilm], particularly of Islam”) maintain a tight hierarchical system in the madrasa (Islamic seminary) community that rarely allows poor intelligent students to attain leadership positions? Why are the ulama silent in the face of ruthless murder of and discrimination against Pakistani minorities? Should Muslim women be exempted from feminist attempts at liberation from patriarchy and its various expressions under Islamic laws and customs? Considerable literature on the entanglements of Islam and secularism has been produced in the post-9/11 decade and a large proportion of it deals with the Woman Question. Many commentators critique the secular and Western feminism, and the racialising backlash that accompanied the occupation of Muslim countries during the War on Terror military campaign launched by the U.S. government after the September 11 attacks in 2001. Implicit in many of these critical works is the suggestion that it is Western secular feminism that is the motivating driver and permanent collaborator -- along with other feminists, secularists and human rights activists in Muslim countries -- that sustains the Wests actual and metaphorical war on Islam and Muslims. The book addresses this post-9/11 critical trope and its implications for womens movements in Muslim contexts. The relevance of secular feminist activism is illustrated with reference to some of the nation-wide, working-class womens movements that have surged throughout Pakistan under religious militancy: polio vaccinators, health workers, politicians, peasants and artists have been directly targeted, even assassinated, for their service and commitment to liberal ideals. Afiya Zia contends that Muslim womens piety is no threat against the dominant political patriarchy, but their secular autonomy promises transformative changes for the population at large, and thereby effectively challenges Muslim male dominance.
