Book excerpt: Pursuant to a congressional request, GAO determined how well the: (1) Office of Personnel Management (OPM), Federal Retirement Thrift Investment Board (FRTIB), Social Security Administration (SSA), and Department of Labor implemented the Federal Employees' Retirement System Act of 1986; and (2) Army and Veterans Administration (VA) explained the new system and available options to their employees. GAO found that OPM: (1) had the new pension plan in place by January 1, 1987, as the act required; (2) developed substantial information to assist employees in determining whether they should transfer from the Civil Service Retirement System to the new Federal Employees' Retirement System; (3) contracted for an automated system for the new pension plan's records; (4) established an annual training program for agency retirement counselors and provided for regular communications with the counselors on pension plan developments; and (5) reported that about 2.8 percent of eligible employees transferred to the new system, and about 700,000 employees were in the new plan as of March 1988. GAO also found that: (1) although FRTIB experienced several start-up problems, it carried out its implementation responsibilities well; (2) the FRTIB thrift plan had over 1 million accounts, valued at over $1.6 billion, as of May 1988; (3) SSA provided Social Security earnings and coverage data to federal employees for use in determining whether they should transfer to the new plan; and (4) Labor contracted with two accounting firms to develop an audit program to review fiduciary standards at FRTIB. GAO also found that selected Army and VA facilities generally followed the suggested plan for implementing the act and provided employees with information and numerous opportunities to obtain further details about both retirement systems.

Book excerpt: This General Accounting Office report examines the use of contractors and cost incurred by the principal agencies responsible for implementing the Federal Employees Retirement System (FERS) Act of 1986 (P.L. 99-335). GAO also included in our study the extensive services that the principal agencies obtained from other federal agencies because of the significant costs for these services. The act provided a new retirement system for all federal civilian employees hired after December 1983 and an opportunity for about 2.1 million employees covered by existing retirement systems, primarily the Civilian Service Retirement System (CSRS), to transfer to FERS during a July through December 1987 open season. FERS provides benefits from three separate components, each administered by a different agency: 1) The Office of Personnel Management (OPM) is responsible for the pension plan component; 2) The Social Security Administration (SSA) is responsible for the Social Security component; and 3) The Federal Retirement Thrift Investment Board is responsible for the thrift savings plan component. GAO's objectives were to determine the extent to which the three principal agencies used contractors and other agencies to assist them in implementing FERS, the cost of these services, and whether the agencies could have used their own employees and equipment to provide the products and services in a timely manner. Book excerpt: In 1987 a new retirement system, called the Federal Employees Retirement System (FERS), was introduced for federal civil service personnel. Some observers have hypothesized that FERS would alter the retirement and separation outcomes produced by FERS' predecessor, the Civil Service Retirement System (CSRS). This report compares the retirement and separation incentives embedded in FERS versus those in CSRS to see whether the incentives embedded in FERS are consistent with these hypotheses. It also examines which system is more generous in terms of providing greater expected net lifetime earnings and retirement wealth. To compare the systems, the authors compute expected net wealth associated with different separation and retirement ages for a representative individual. The authors also conduct sensitivity analyses to see how their comparisons differ under alternative assumptions. Finally, the authors use data on Department of Defense civil service personnel from fiscal year 1983 through fiscal year 1996 to examine empirically how separation rates differ for early and mid-career personnel under FERS and under CSRS.
