Book excerpt: In recent years state and local governments, universities, and private sector groups have become increasingly active in promoting technological innovation and technology-based business development in their local economies. These efforts have resulted in productive new forms of partnership and cooperation at all levels. While federal programs have sometimes supported these efforts, and while recent changes in federal policy have improved the climate for high technology development initiatives, in most cases both the initiative and the ongoing leadership have come from imaginative state and local leaders. This five-chapter report provides: (1) an overview of high-technology development (HTD); (2) a definition and analysis of high-technology industries; (3) a discussion of entrepreneurship and venture capital in HTD; (4) a discussion of state and local government, university, and private sector initiatives for HTD; and (5) an examination of the federal role in regional HTD. Three reports are appended: they concern (1) the theoretical base for high-technology location and regional development, (2) a regional assessment of the formation and growth in high-technology firms, and (3) a preliminary investigation of recent evidence on high-technology industries' spatial tendencies. One factor examined in the latter report is the nature and diversity among high-technology industries in both growth performance and locational tendencies. (JN).

Book excerpt: Originally published in 1990 this book provides an authoritative and detailed account of the initiatives of US state governments with science and technology programs designed to foster economic growth. Two key questions are posed: Do state governments have policy instruments that are sufficiently powerful to affect thelevels and growth rates of their regional economies? and Are national and global economic forces so powerful that they render state action ineffective? Several subsidiary themes are discusses in this context, namely: the most commonly used policy instruments, the impacts on federalism and on governance and how well the universities and other educational institutions serve the economic activities imposed on them.

Book excerpt: Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. One important element of STEP's analysis concerns the growth and impact of foreign technology programs. U.S. competitors have launched substantial programs to support new technologies, small firm development, and consortia among large and small firms to strengthen national and regional positions in strategic sectors. Some governments overseas have chosen to provide public support to innovation to overcome the market imperfections apparent in their national innovation systems. They believe that the rising costs and risks associated with new potentially high-payoff technologies, and the growing global dispersal of technical expertise, underscore the need for national R&D programs to support new and existing high-technology firms within their borders. Similarly, many state and local governments and regional entities in the United States are undertaking a variety of initiatives to enhance local economic development and employment through investment programs designed to attract knowledge-based industries and grow innovation clusters. These state and regional programs and associated policy measures are of great interest for their potential contributions to growth and U.S. competitiveness and for the "best practice" lessons that they offer for other state and regional programs. STEP's project on State and Regional Innovation Initiatives is intended to generate a better understanding of the challenges associated with the transition of research into products, the practices associated with successful state and regional programs, and their interaction with federal programs and private initiatives. The study seeks to achieve this goal through a series of complementary assessments of state, regional, and federal initiatives; analyses of specific industries and technologies from the perspective of crafting supportive public policy at all three levels; and outreach to multiple stakeholders. Building the Ohio Innovation Economy: Summary of a Symposium explains the of the study, which is to improve the operation of state and regional programs and, collectively, enhance their impact.

Book excerpt: This book is largely based on a 1998 forum where participants from across America discussed ways to improve the utilization of science and technology for economic growth over the next several decades. A steering committee of prominent Americans, co-chaired by SEMATECH Chairman William Spencer and former Pennsylvania Governor and U.S. Attorney General Dick Thornburgh, developed consensus recommendations from the forum input. Harnessing Science and Technology for America's Economic Future puts forward long-term goals for the nation and associated action items. It includes background papers and talks from the forum, covers the economics of science and technology-based growth, industry trends, the role of government, education, research universities, and the international context.

Available in PDF, EPUB and Kindle. Book excerpt: "Regional technology-based economic development and the recruitment and retention of talent is a top priority of city-regions in the United States and in countries around the world. However, policy recommendations from government officials, industry leaders and academics are often ambiguous or are in conflict. To address these issues, this book deals with the complex intersection of institutional theory and national and regional policy initiatives. It provides an overview of United States and Japanese technology policy development at the national level with case analyses of Austin, Texas and Tsuruoka, Japan to identify key regional strategies and processes that have resulted in successful endogenous technology-based business development and job creation. It offers an innovative analytical perspective to improve our understanding of how successful tech-based regional economic development works in theory and practice. The book's discussion is grounded on important technology paradigm shifts in the US and Japan from 1970 to 1980 leading to current realities. To address the complex "Puzzle of Space" conundrum, the authors describe similarities and differences in regional development processes in Austin and Tsuruoka. They present a generalizable model indicating necessary and sufficient conditions linked to the building of new "Small i" institutions at normative and cognitive levels of analysis in consort with regulative policy and innovations at macro level "Capital I" institutions. The book clearly explains the relations between institutions and economic growth, an important issue in contemporary economics. The book's conclusions clarify critical success factors for endogenous regional development growth theory and lead to recommendations for policymakers who are searching for ways to achieve success"--
