Available in PDF, EPUB and Kindle. Book excerpt: Do federal, state, and local governments differ in their responsiveness to the needs of the poorest citizens? Are policy outcomes different when federal officials have greater influence regarding the use of federal program funds? To answer such questions, Michael Rich examines to what extent benefits of federal programs actually reach needy people, focusing on the relationship between federal decision-making systems and the distributional impacts of public policies. His extensive analysis of the Community Development Block Grant Program (CDBG), the principal federal program for aiding cities, reveals that the crucial divisions in domestic policy are not among the levels of government, but between constellations of participants in the different governmental arenas. Rich traces the flow of funds under the CDBG from program enactment through three tiers of targeting--to needy places, to needy neighborhoods, and to needy people--and offers a comparative study of eight CDBG entitlement communities in the Chicago area. He demonstrates that while national program parameters are important for setting the conditions under which local programs operate, the redistributive power of federal programs ultimately depends upon choices made by local officials. These officials, he argues, must in turn be pressed by benefits coalitions at the community level in order to increase the likelihood that federal funds will reach their targets. Available in PDF, EPUB and Kindle. Book excerpt: City Choices argues that both economic concerns and political factors can be synthesized in a new framework in city policymaking. This synthesis is based on a systematic empirical study of policymaking in two large cities. Using numerous governmental documents and conducting extensive interviews with local, state, and federal officials, the author examines how the two cities have implemented both federal redistributive and development programs in education and housing. The author uses three models in explaining city choices: "economic constraint"; "clientele participation"; and "institutional diversity" and concludes by offering his "political choice" perspective, which identifies specific sets of local political forces that are likely to alter the city's rational choices in development and redistributive issues.

Book excerpt: The design and use of federal grants-in-aid to state and local governments have posed policy choices for every presidential administration since that of Lyndon B. Johnson. The papers in this volume describe the decisions these administrations have made, analyze why only some of these choices prevailed politically, and explain how large amounts of federal aid have affected local governments. These studies mark the final chapter in a major research effort carried out by the Brookings Governmental Studies program to evaluate the effects of general revenue sharing and other broad-based forms of aid that were introduced in the early 1970s. Kenneth T. Palmer traces the major steps in the evolution of grants-in-aid since the Johnson administration. Lawrence D. Brown's essay on the politics of devolution examines the successes and failures of innovative grant policies such as revenue sharing and block grants. James W. Fossett, writing on the politics of dependence, analyzes the effect of the massive expansion of federal grants to the large cities in the 1970s.

Available in PDF, EPUB and Kindle. Book excerpt: The ability of the media to affect outcomes in economic and political markets has been well documented. News reporting and advertising influence consumer behavior in goods and services markets by revealing (or selectively revealing) information about a product, acting as agenda setters to influence consumer demand, or enhancing competition in markets by alerting consumers to substitutes. In political markets, they can affect behavior by informing voters about a politician's views or actions, enlightening citizens to outcomes of public policy, or taking a stance on political, social, or economic issues. For businesses, households, and most others, the media is the main source of information on public policy choices and current social and economic conditions. As a result, what news the media chooses to gather, analyze and disseminate--and the slant they choose to put on what they report--is of consequence. 'Information and Public Choice' addresses the factors that affect the content and reach of news coverage as well as its impact on public policy. The book addresses both market constraints that affect media--particularly news content--and the impact that news reporting has on economic and political choices. The authors examine a range of issues, including bias or slant in media reporting, the impact of markets and nonmarket factors on news reporting, and the role of government regulation of the media sector in developing countries. The studies in this volume provide new evidence and a good summary of previous research on the power of the media. An invaluable guide for those concerned about the impact of media on economic and political outcomes, 'Information and Public Choice' draws attention to an under-researched yet important area of economics.
