Book Synopsis The Limits of Law-based School Reform by : Todd A. DeMitchell
Download or read book The Limits of Law-based School Reform written by Todd A. DeMitchell and published by R & L Education. This book was released on 1997 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: A confusing and contentious debate often surrounds law-based school reforms (lawsuits, regulations, statutes, and collective bargaining provisions). DeMitchell and Fossey argue that law-based reforms have not changed the fundamental character of the nation's schools. Although hundreds of law-based initiatives have been introduced, most have had little effect on learning. Law-based reform is an important and necessary strategy, but by itself it is not enough to change the way children are schooled. Rational decision making, which undergirds most law-based reform, can take us only part way to the schools our children deserve.

Book Synopsis A Plan for Evaluating the District of Columbia's Public Schools by : National Research Council
Download or read book A Plan for Evaluating the District of Columbia's Public Schools written by National Research Council and published by National Academies Press. This book was released on 2011-07-25 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: The District of Columbia (DC) has struggled for decades to improve its public education system. In 2007 the DC government made a bold change in the way it governs public education with the goal of shaking up the system and bringing new energy to efforts to improve outcomes for students. The Public Education Reform Amendment Act (PERAA) shifted control of the city's public schools from an elected school board to the mayor, developed a new state department of education, created the position of chancellor, and made other significant management changes. A Plan for Evaluating the District of Columbia's Public Schools offers a framework for evaluating the effects of PERAA on DC's public schools. The book recommends an evaluation program that includes a systematic yearly public reporting of key data as well as in-depth studies of high-priority issues including: quality of teachers, principals, and other personnel; quality of classroom teaching and learning; capacity to serve vulnerable children and youth; promotion of family and community engagement; and quality and equity of operations, management, and facilities. As part of the evaluation program, the Mayor's Office should produce an annual report to the city on the status of the public schools, including an analysis of trends and all the underlying data. A Plan for Evaluating the District of Columbia's Public Schools suggests that D.C. engage local universities, philanthropic organizations, and other institutions to develop and sustain an infrastructure for ongoing research and evaluation of its public schools. Any effective evaluation program must be independent of school and city leaders and responsive to the needs of all stakeholders. Additionally, its research should meet the highest standards for technical quality.

Book Synopsis Equality in Education Law and Policy, 1954–2010 by : Benjamin M. Superfine
Download or read book Equality in Education Law and Policy, 1954–2010 written by Benjamin M. Superfine and published by Cambridge University Press. This book was released on 2013-03-11 with total page 279 pages. Available in PDF, EPUB and Kindle. Book excerpt: Educational equality has long been a vital concept in US law and policy. Since Brown v. Board of Education, the concept of educational equality has remained markedly durable and animated major school reform efforts, including desegregation, school finance reform, the education of students with disabilities and English language learners, charter schools, voucher policies, the various iterations of the Elementary and Secondary Education Act (including No Child Left Behind) and the 'Stimulus'. Despite such attention, students' educational opportunities have remained persistently unequal as understandings of the goals underlying schooling, fundamental changes in educational governance, and the definition of an equal education have continually shifted. Drawing from law, education policy, history and political science, this book examines how the concept of equality in education law and policy has transformed from Brown through the Stimulus, the major factors influencing this transformation, and the significant problems that school reforms accordingly continue to face.
