Book excerpt: Ethiopia has successfully implemented policies to reduce inflation and rebuild external reserves. Fiscal policy aims to continue the strong focus on physical and social infrastructure investment while raising the revenue effort. The recent reframing of monetary policy to adopt a reserve money nominal anchor holds out the prospect for the end of financial repression. While the External Shocks Facility-supported program has achieved its objectives of macroeconomic stabilization and a rebuilding of external reserves, much remains to be done to sustain and accelerate growth.

Book excerpt: This Selected Issues paper on The Federal Democratic Republic of Ethiopia highlights that accelerating private sector development is the key to increasing and sustaining growth, and providing employment opportunities to raise incomes. Private sector development remains in its infancy, reflecting the slow transition to a market economy, and the contribution of industry to GDP has not changed significantly. The World Bank has identified some key areas to improve the investment climate, which include deeper financial sector reform and acceleration of the privatization program.

Book excerpt: This Selected Issues paper investigates the macroeconomic impact of existing gender gaps in Ethiopia and discusses the authorities’ policies in the areas of gender equality and women’s rights, with a focus on women’s economic engagement. Ethiopia has shown a firm political commitment to the advancement of gender equality and women’s rights; however significant challenges around women’s economic participation remain. Whilst most people work in Ethiopia, women face many barriers to formal labor force participation, have lower levels of education than men—particularly at secondary and tertiary levels—and have significant wage gaps compared to men. The findings suggest that, eliminating gender gaps in both educational attainment and the rate of formal employment could increase output in Ethiopia over time by over 24 percent. Improved institutional capacity would lead to better integration of gender issues into the planning and implementation of government policies. Ethiopia has already embedded gender units within the structure of many of its ministries.

Until the adoption of the first of these constitutions, the concepts of Ethiopian government had been codified in the Kebra Nagast (which presented the concept that the legitimacy of the Emperor of Ethiopia was based on its asserted descent from king Solomon of ancient Israel), and the Fetha Nagast (a legal code used in Ethiopia at least as early as 1450 to define the rights and responsibilities of the monarch and subjects, as defined by the Ethiopian Orthodox Tewahedo Church).

Book excerpt: Facing declining reserves and high inflation, Ethiopian authorities have implemented an effective macroeconomic adjustment package supported by the IMF under the rapid-access component of the Exogenous Shocks Facility. The global recession is putting renewed pressure on the external position, via weaker export receipts and remittances and slowing inward direct investment. Supporting structural measures focus on tax reform, the control of public enterprise borrowing, and the control of liquidity through indirect instruments.

Following a drought-related surge of food prices in 2003, it receded to single digits but soon turned back up in 2004 and gradually increased. The paper provides an overview of recent inflation developments, and explores the factors contributing to recent inflation, based on fresh studies and the review of current monetary and external developments. Book Synopsis Reconfiguring Ethiopia: The Politics of Authoritarian Reform by : Jon Abbink
Download or read book Reconfiguring Ethiopia: The Politics of Authoritarian Reform written by Jon Abbink and published by Routledge. This book was released on 2016-04-22 with total page 269 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book takes stock of political reform in Ethiopia and the transformation of Ethiopian society since the adoption of multi-party politics and ethnic federalism in 1991. Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime. Chapters on ethnic federalism, 'revolutionary democracy', opposition parties, the press, the judiciary, state-religion, and state-foreign donor relations provide the most comprehensive and thought-provoking review of contemporary Ethiopian national politics to date. This book is based on a special issue of the Journal of Eastern African Studies.

This book was released on 2014-10-03 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper argues that for Ethiopia to continue sustaining robust growth, leveraging the transformation power of the private sector, especially entrepreneurs, is essential. Although Ethiopia’s public sector-led development strategy has delivered strong results over the past decade, it has been facing significant challenges in recent years. A model-based analysis of the country’s investment program indicates that, despite positive long-run growth effects, transition challenges and macroeconomic trade-offs are associated with different financing strategies. Heavy reliance on domestic bank borrowing may require substantial fiscal and macroeconomic adjustments as well as entail a sharp increase in inflation. External commercial borrowing, on the other hand, may ease these adjustments but at the cost of significant increases in debt to gross domestic product ratios. Comparing Ethiopia’s development experience—especially in terms of structural transformation and competitiveness—with that of selected Asian countries indicates differences which point to possible adjustments in Ethiopia’s development approach.

Book excerpt: After decades of rapid growth and improvements in living standards, a series of shocks led to severe economic pressures, and the public investment-led growth model has reached its limits. Domestic conflict, the pandemic, droughts, and spillovers from Russia’s war in Ukraine, as well as significant exchange rate overvaluation and insufficient macroeconomic policy adjustment, compounded building vulnerabilities resulting in high inflation, falling exports, foreign exchange shortages, erosion of international reserves, and unsustainable external debt. Reflecting their ambition to transform the economic model towards private sector-led development, and recognizing the urgent need for reform, the authorities developed the Home-Grown Economic Reform Agenda. This ambitious plan aims at tackling the drivers of economic imbalances including through moving to a market-determined exchange rate, modernizing the monetary policy framework, tackling fiscal revenues, and reforming state-owned enterprises.
