Available in PDF, EPUB and Kindle. Book excerpt: Urban Policy and the Exterior City: Federal, State and Corporate Impacts upon Major Cities emphasizes the idea that problems that riddle cities are not matters of local choice, but are rooted in the larger environment of American society. This book is divided into three main topics— the dynamic of the exterior city, exterior cities in the arena of national government, and exterior cities in the arena of middle government. In these topics, this publication specifically discusses the emergence of the exterior city; political economy and policy; reinforcing and meliorist prototypes; and meliorist White House and the politics of urban promise. The reinforcing White House and the politics of urban disengagement; making urban policy on capitol hill; cities, states, and the environment of urban policy; and cities, suburbs, and the colonial syndrome are also covered. This publication is beneficial to students and researchers concerned with America’s urban endeavor.

Book excerpt: In the past two decades powerful economic, social, and fiscal forces have buffeted America's major cities. The urbanization of poverty, the shift in employment from manufacturing to services, middle-class flight to the suburbs and Sunbelt, the tax revolt, and cuts in federal aid have made it difficult for many cities to pay for such basic services as police and fire protection, sanitation, and roads. In "America's Ailing Cities" Helen F. Ladd and John Yinger identify and measure the impact of these broad national trends. Drawing on data from 86 major cities, they offer a rigorous and innovative analysis of urban fiscal conditions. Specifically, they determine the impact of a wide range of factors that lie outside municipal control, including a city's basic economic structure and state-determined fiscal institutions, on a city's underlying fiscal health-- the difference between potential revenue and the expenditure needed to finance public services of acceptable quality. Concluding that the fiscal health of America's cities has worsened since 1972, the authors call for new state and federal urban policies that direct assistance to the neediest cities.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past eight years, a marked shift in the national political mood has substantially reduced the federal government's involvement in ameliorating urban problems and enhanced the prominence of state and local governments in the domestic policy arena. Many states and big cities have been forced to reassess their traditionally vexed relationships. Nowhere has this drama been played out more stormily than in New York. In The Two New Yorks, experts from government, the academy, and the non-profit sector examine aspects of an interaction that has a major impact on the performance of state and city institutions. The analyses presented here explore current state-city strategies for handling such troubling policy areas as education, health care, and housing. Attention is also given to important contextual factors such as economic and demographic trends, and to structural features such s the political framework, relationships with the national government, and the system of public finance. Despite its uniquely large scope, the drama of the new New Yorks parallels or presages issues faced by virtually all large cities and their states. This unprecedented study makes a vital contribution in an era of declining federal aid and pressing urban need.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1980, Financing Urban Government in the Welfare State shows how intergovernmental structures have now become the main policy device designed for an earlier age and often for quite different purposes, linking national and local policymaking. Special attention is given to the historical structures which now form the basis for national - local spending and investment decisions, and which moderate the increasing interdependence of national and local decisions. The so called ‘crisis’ of urban spending has not emerged as a major problem, but each country has sought to modify and adapt old bargaining procedures to the new needs and problems of local government. The manner in which this has been done reflects crucially important aspects of the political process in each country- Britain, France, the United States, Germany and the Netherlands, and does not follow the lines that might be suggested by economic deterministic thinking. Essentially each country must work out its historical and institutional compromise between the financial problems of national and local government, with politics continuing to have an important explanatory role in understanding contemporary urban development. This is an interesting read for scholars and researchers of urban studies, urban politics and public policy
