The United States lost almost one-third of its manufacturing jobs between 2000 and 2010. As higher-paying manufacturing jobs are replaced by lower-paying service jobs, income inequality has been approaching third world levels. In particular, between 1990 and 2013, the median income of men without high school diplomas fell by an astonishing 20% between 1990 and 2013, and that of men with high school diplomas or some college fell by a painful 13%. Innovation has been left largely to software and IT startups, and increasingly U.S. firms operate on a system of “innovate here/produce there,” leaving the manufacturing sector behind. In this book, William Bonvillian and Peter Singer explore how to rethink innovation and revitalize America's declining manufacturing sector. They argue that advanced manufacturing, which employs such innovative technologies as 3-D printing, advanced material, photonics, and robotics in the production process, is the key. The political dimension of municipal broadband largely defines whether public networks are legally possible to build in any given state. But it takes more than favorable legislation to make a network successful. Public administrators must also consider other dimensions of the problem: social, technological, financial, planning, and business models. This multi-faceted problem does have solutions, and local governments across the nation have risen to the challenge of finding them. By learning from past triumphs and tragedies, administrators of future projects can steer projects in the right direction from the very beginning. Although the status of Internet access as a public utility remains contested at the federal level, delivering it as such has become a reality for hundreds of municipalities in the United States. When cities build their own broadband networks and take control out of the hands of private ISPs, this public action threatens private monopolization. Private ISPs respond by lobbying state legislatures to enact laws restricting the growth of municipal broadband. In about half of the states in the nation, they have been successful. But a rising tide of hundreds of municipal networks resists the control of private ISPs, delivering more bandwidth and higher speeds at a lower cost than the corporate giants can (or want to) match. Municipal broadband has become a crucial component of a free and open Internet. This book examines the relation of municipal broadband to recent developments in net neutrality policy, including the 2015 Open Internet Order and the FCC's December 2017 vote to repeal certain provisions of the Order.

Since 2003, the European Commission has developed elaborated (market) testing procedures to assess whether these networks are conflicting with State Aid principle of the European Union. The assumption behind these procedures has been that municipal networks might distort competition in broadband markets. In this context, the paper examines the characteristics of residential users of a municipal broadband network in the Netherlands. It investigates the extent to which competition-related factors and consumer characteristics affect their choice to opt for high speed Internet access. It is based on a survey of about 3000 respondents undertaken in the city of Eindhoven during June and July 2009.The survey was conducted on-line among adult household members with internet access and received a response rate of 31 percent. The data from the survey were complemented with information about the provision of broadband access by alternative service providers.

Many areas of the United States, rural areas especially, are being left without privately provided Internet access, and therefore must do something to prevent being left behind as the Internet increasingly becomes the means by which society communicates, participates, and influences. But, not every municipality should provide such a network. Many are served by private providers. The factual circumstances change from city to city. Therefore, municipalities considering their own network should look to case studies to gain important insight into this endeavor. This article intends to provide a glimpse into the world of municipal broadband. This article will detail the stories of five municipal networks and elicits lessons to be learned from them. First, three success stories will be discussed: Bristol, Va., Corpus Christi, Tex., and Santa Monica, Cal. A discussion of the failures in Philadelphia, Pa., and St. Cloud, Fla, will follow. From these discussions, lessons regarding business models and growth of the network can be gleaned. Both are important to understand fully when determining whether to pursue a municipal broadband network, and both can cause the demise of the network if not handled carefully. After reading these case studies and giving the issues discussed herein full attention, municipalities hopefully will not make the same mistakes as their predecessors.
