Available in PDF, EPUB and Kindle. Book excerpt: The increasing levels of truck traffic on the State's highway system are creating an array of issues for the Texas Department of Transportation ranging from highway safety, congestion, and air quality, to the need for accelerated maintenance and capacity expansion. With trade in Texas projected to continue to increase, the pressure to explore alternatives to highway-borne freight is building. At the same time, railroads are facing challenges of their own. As a capital- and labor-intensive industry, railroads are struggling to earn the cost of capital to maintain and operate their extensive networks. As a mode that excels at long-haul intercity freight, but loses to trucking in shorter-haul movements, railroads are in need of services and capital to help gain back lost market share and compete in short-haul markets. The opportunity for establishing a win-win scenario is apparent: by improving the efficiency of intermodal rail service through targeted public-private partnerships, rail transportation may capture a larger market share of intercity freight in Texas and allow important public benefits to accrue - thereby justifying the investment. This report provides an important step in synchronizing public and private transportation planning and financing processes that mostly operate in isolation from one another to the growing disadvantage of each. A truly exciting finding is that both the public sector and the railroads are increasingly receptive to the idea of collaboration and are searching for mutually beneficial solutions to transportation problems.

Available in PDF, EPUB and Kindle. Book excerpt: The volume of freight transported in the United States is expected to double in the next 30 years. An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system.

Book excerpt: This progress report describes the development of the NTS initiative and proposed future activities to bring the NTS to its full potential. A set of preliminary national transportation performance indicators is proposed. These performance indicators should be seen as the beginning of a process rather than as the definitive set of national transportation system indicators. A second part of the NTS analytical process involves the development and application of a national transportation network analysis capability (NTNAC) that will provide the ability to evaluate the national network in a multi- modal manner. Using the NTNAC, problems with the Nation's transportation system can be identified and policy options to address these problems evaluated. The report concludes with a discussion of the use of the NTS within the Department. It is proposed that the results of the analyses carried out using the national transportation performance measures and the NTNAC in the assessment of the Nation's transportation system, the identification of issues, and the analysis of options be presented in biennial State of the National Transportation System reports.

Book excerpt: The General Accounting Office (GAO) examined the status and potential benefits of intermodal rail transportation, in which loaded containers or trailers are transferred intact from truck to rail and back to truck. Specifically, GAO (1) examined recent trends in intermodal rail transportation, (2) assessed the prospects for more intermodal cooperation between the rail and trucking industries, (3) identified problems that limit the effectiveness and benefits of intermodal transportation, and (4) considered whether any federal initiatives might be helpful in encouraging intermodal cooperation.
