Major drivers of the globalization process are multinational companies (MNCs). The value of their foreign direct investments (FDI), as part of internationalization strategy, has enormously increased in the last decades. This development allows for their continuous strive for competitiveness through opening up new markets or lowering their costs as a result of economies of scale or a beneficial business environment in the target countries. Thereby the degree of international division of labor shows an upward trend underpinned by the increasing permeability of borders in regard to goods, services, capital and people. Above all lower communication barriers facilitate the operation of cross-border production networks. As the thesis will state Central European Countries have experienced a tremendous increase in FDI inflows in the last 10 years which definitely contributed to a faster privatization and deregulation process. Their attractiveness to foreign investors has increased in that way that locations in Central Europe take an important part in the production network of MNCs. The key question of this thesis is: What are the major reasons for multinational companies to invest in Central Europe through foreign direct investment and which role do production networks play for an international company? This question will be examined by regarding the example of Continental AG - a German component supplier to the automotive industry. The hypothesis is first that Continental AG has established a multinational production network. Secondly it is to be proven that locations in Central Europe play a significant role for Continental AG due to cost-based as well as marketbased considerations.

The author presents a comprehensive empirical research conducted at firm-level in the Turkish automotive industry. Using a representative sample of face-to-face in-depth interviews with top-executives and a survey of top level managers of domestic suppliers, the research analyzes the existence, channels, intensity and determinants, and the kind of transfers that occur at both inter- and intra-firm level in the industry. The author contends that policies aimed at attracting FDI flows should be re-examined under the findings and insights of this study since it is a necessary – although not sufficient - condition to have an efficient absorptive capacity level and/or skilled human capital stock in order to benefit from these flows. This study has policy implications for the automotive industry as well as practical recommendations for the public institutions and top-executives in emerging country companies and multinationals in order to conceive and implement science and technology policies in supporting the knowledge transfers.

The overall goal of the following report is to identify suitable business models for small to medium sized (SME) automotive suppliers. As the automotive value chain currently undergoes an evolutionary change towards a diminishing vertical integration of the OEMs, it becomes a challenging issue to reconfigure the responsibilities of the suppliers. Thereby OEMs and their suppliers have to cope with a shift from a functional to a process orientated value chain. During this reorganization of the OEM-supplier interface, enterprises realign their strategic intent towards their core competencies as well. Besides the shifting value chain, both suppliers and OEMs have to cope with a consolidation in their industries. This consolidation is impacted by stagnating traditional markets, an ongoing globalization of the value chain, and an increasing productivity pressure in the automotive industry. Looking at the automotive supplier, it becomes obvious that the suppliers are on the one hand challenged by productivity pressures and on the other hand have the opportunity to take over more business of the automotive value chain. The growth potential requires changes in the area of supply chain management and new types of collaboration in the supply network. For a long time the scholars who studied MNCs have operated with simplistic dichotomies underlying the firm strategies of internationalisation: market access vs. cost reduction or home country vs. host country traditions. Yet, the theorisation of upgrading outcomes according to the original motivation of investment - efficiency seeking vs. market seeking (Meardi, Marginson et al. 2006) - is at its limits when we realise that both motivations played a role in investment decisions. To explain the shift in industrial upgrading one needs a better conceptualisation of internationalisation strategies of manufacturing multinational companies. A more dynamic institutional analysis that takes into consideration the role of agency is needed.

Production processes have been increasingly fragmented worldwide. For example, the production of the Boeing 787 Dreamliner involves 43 suppliers located in 135 locations around the globe. There are many examples like the Dreamliner, from the 451 parts that go into the iPod to the less technologically intensive but still widespread multi-country production of a Barbie doll. All this reflects significant changes in the way world production is being reorganized across national borders. That is, for many goods, production has become a multi-country process in which different stages are carried out in specialized plants in different parts of the world. Countries which specialize in different stages of the production process are thus linked by these global value chains. For developing countries, a clear opportunity from the continuous international fragmentation of production arises in the form of participating in activities that were virtually not opened to them in the past. Therefore, the international fragmentation of production provides opportunities for trade diversification, an issue that can be of particular importance for Latin America and the Caribbean as the region’s export base is in general highly concentrated in a few industries and particularly biased towards natural-resource intensive sectors. The aim is to identify whether there is policy space for implementing strategies that allow countries to improve their position in regional and global value chains.
