Considering that FDI has grown in importance in the global economy in the last decades, obviously there has to be significant advantages for both sides. The World Investment Report (WIR) of UNCTAD reports in their recent publication (2008) high records in FDI flows in the world (UNCTAD 2008a). While developed countries still attract the largest volume of FDI inflows, developing countries possess the highest growth rate in drawing a significant volume of investment into their economy. Transforming and emerging markets in South, East and Southeast Asia particularly showed rapid development of generated inflows and their economies are prospering. China is a famous exam-ple. In our paper, we would like to introduce a not so well-known little tiger - Vietnam - and South Korea, which is after impressive growth in the last decades due to FDI now on its way to becoming an industrialized country. First we will give a short theoretical overview of FDI. We will not analyze all global flows and development of FDI. Our focus lies in the development and framework of FDI in both above-mentioned countries and answering the question which impact did FDI have on their economic development. The inflow of FDI has contributed significantly to the economic development of Vietnam. Still, the determinants of FDI inflow and its impacts on the economy of Vietnam are under-researched. In this paper we provide an overview of foreign direct investment (FDI) in Vietnam and attempt to review of the current status of economic research on the determinants of FDI and its impacts on the economy of Vietnam. Our regression analysis of the determinants of FDI spatial distribution across provinces points to the importance of market, labour and infrastructure in attracting FDI. Government policy as measured by the Provincial Competiveness Index (PCI), however, does not seem to be a significant factor at the provincial level. Foreign investors from different source countries seem to behave differently in choosing the location of investment.

Book excerpt: The main purpose of this paper is to investigate the impact of foreign direct investment (FDI) on economic growth in Vietnam over the five-year post-crisis period of 2010-2014. In addition, it also provides a comparative analysis with the pre-crisis period to yield greater insight into how the FDI-growth nexus evolved over time and under different economic conditions. Our empirical work is based on a panel data set containing 63 provinces in Vietnam. We start our analytical section by examining the FDI-growth relationship using two simple ordinary-least-square (OLS) models, where FDI and economic growth are the dependent variables and are regressed on a number of other factors that seemingly influence FDI and growth. With an awareness of the possible endogeneity bias, we re-estimate our model using the simultaneous equation approach, employing the two-step system generalized method of moment (GMM) estimator. We complement our study by re-estimating the model on the pre-crisis sample during the period 1999-2006. Then, we re-run our regressions on the full-sample setting and take into account the possible effect of the 2007/2008 crisis by incorporating the crisis dummy variables (D2007 and D2008) to shed more light on the impact of the crisis on FDI and economic growth. Overall, we find some evidence of the simultaneous relationship: increased inward FDI promotes economic growth, while at the same time, greater growth could help the country to attract additional FDI capital. However, this bi-directional relationship only existed in the post-crisis period, and not in the pre-crisis time. During the pre-crisis period, growth does not exhibit a significant impact on FDI, while FDI is found to be an important driver of growth. In our full-sample setting, we find a robust positive significant influence of FDI on economic growth. However, economic growth, again, does not exhibit a significant positive impact on FDI. Some other factors, including domestic investment, market size, exports, level of trade openness and infrastructure development, either promote economic growth or inward investment. We also find some evidence suggesting that Vietnam should invest more in human capital to obtain a sufficient absorptive capability in order to benefit from advanced technologies and knowledge transfers that accompany inward FDI. In the end, our empirical findings suggest that the country should implement a more 'open door' policy to exploit further benefits from additional FDI inflows.

The book aims at examining impacts of foreign direct investment on economic growth and poverty reduction in Vietnam during 1986-2001 analytically and empirically. The triangulation methodology is used. Conclusions are that foreign direct investment contributed significantly to Vietnam's growth and this worked mainly through capital accumulation and intra-industry spillover. Economic growth in turn reduced poverty. Direct impact of foreign direct investment on poverty was insignificant at the national level but significant in three localities where most foreign investors located. Foreign direct investment thus helped reduce poverty in Vietnam.

Lim examines the role of the state and its interaction with market forces in bringing this change about. Taking the motorcycle and banking industries as case studies, this book explores the dynamics between the state and transnational corporations in shaping the manufacturing and service sectors, respectively. Vietnam, as one of Southeast Asia’s quintessential latecomer economies with little prior experience of dealing with transnational corporations, has nevertheless been quite successful in maintaining some control over the impact of foreign direct investment. Yet, the learning outcomes remain highly uneven. In addition, Lim argues that Vietnamese advancement in both industries mirrors only partially the more generalized patterns of state-led development in East Asia’s earlier batch of latecomer economies. Vietnam’s case thus presents practical lessons on how to succeed in crafting and utilizing policy instruments to achieve domestic economic and technological upgrading. This book will be of great interest to scholars of political economy and industrial policy in East Asia, as well as to scholars and policy professionals analyzing approaches to development strategy more broadly.
