Despite a growing Catholic population across the United States & mdash;from 45 million people in 1965 to approximately 77 million in 2014 & mdash;overall Catholic-school enrollment has dropped from 5.5 million students in nearly 13,000 schools in 1965 to 2.1 million students in the 2011-12 school year. Non-Catholic student enrollment has increased from 2.8% in 1965 to 16% in 2010. In this case study, applying both qualitative and quantitative research methods, an understanding was sought of the factors parents find important to school choice, the differences and similarities between Catholic and non-Catholic parents in this regard, and what factors influence Catholic parents to choose against a Catholic high school for their children. This study was conducted within the Diocese of Tulsa in the state of Oklahoma by collecting data through the use of an online survey completed by parents who have children enrolled in a Tulsa Catholic high school and focus groups with Catholic parents who did not choose Catholic high schools for their children. Significant findings emerged from the data surrounding factors parents find most important to school choice such as overall reputation of the school, academic quality, academic standards, discipline, sports programs, and extracurricular activities. The focus groups revealed reasons Catholic parents do not choose Catholic high schools for their children, which include cost of tuition, a perceived weakness in religious instruction, and the competition of academic standards by public schools and non-Catholic private schools. Recommendations for further research include replicating the current study by expanding the sample size beyond one Catholic diocese. It is also recommended to refine both the survey instrument and guiding focus-group questions to gather pertinent data facilitating an exploration of any relationships between the perceptions of parents and their own education backgrounds.

It then presents new information based on an analysis of the annual nationwide "Monitoring the Future" survey of high school seniors. The survey analysis examines differences between Catholic seniors attending Catholic high schools and those enrolled in public high schools in the areas of social values, educational values, concern for people, at-risk behaviors, perceptions of self, and religiousness. The report examines gender differences, school differences, and 10-year trends in the responses of seniors in Catholic high schools. It discusses the independent effects of various background variables and schooling on a variety of non-academic outcome variables. It concludes that Catholic schooling, over and above other factors, has a significant and positive effect on student attitudes about militarism, marriage, educational aspiration, likelihood of cutting school, concern for others, frequency of church attendance, and the importance of religion. Catholic high school seniors are described as having somewhat less positive attitudes toward school, an effect that may be due to more rigorous academic demands in Catholic high schools. Other major influences on outcome variables are considered. The report concludes with a discussion of possible explanations for these differences. (Author/NB)

Since it is reasonable to assume that the cost of tuition in such schools is considerable for a minority family, the phenomenon suggests that parents in these families believe that their children will obtain a better education in Catholic secondary schools. The problem of measuring the effect of Catholic secondary schools on minority students is difficult because it is a complex and intricate task to separate family background and student motivation as influences on academic performance from the school's contribution. Here, Andrew M. Greeley makes the case that the burden of proof rests on those who contend that family and student motivation are more important than the character of the school. Using a complex analytic technique that includes sophisticated mathematical models, Greeley demonstrates that the preponderance of evidence tilts in favor of the school. There appears to be an authentic Catholic school effect, attributable to religious order ownership of some schools, more regular discipline in the schools, and especially to a higher quality of teaching in such schools. The effect of Catholic secondary schools on minority students does not occur among students from well-educated families who have been successful in their previous education experiences, but rather among students disadvantaged by race, the fact that their parents did not attend college, and by their own previous educational experiences. As these schools were originally established at the beginning of the twentieth century to socialize the children of the urban poor, their present success with today's urban poor may be due to the fact that these schools are simply doing what they have always done. In a preface written for this new, paperback edition of "Catholic High Schools and Minority Students," Greeley confirms the continued success of Catholic schools based on recent studies, despite dissenting voices who wish to attack both private and religious educational institutions. This is an important contribution to the debate on the future of the education of young people in the United States. Andrew M. Greeley is professor of social sciences at the University of Chicago and the University of Arizona, as well as research associate at the National Opinion Research Center at the University of Chicago. Both a priest and a best-selling novelist, Greeley is the author of "Priests in the United States, The American Catholic: A Social Portrait," and most recently, "Irish Stew."
